Diesel Powered Vehicle Smoke Testing and Fuel Quality Monitoring Program

Excluding the Taipei area, there is no convenient public transportation system established in most metropolitan areas of Taiwan. This made diesel powered vehicles are still the major tool for both human and cargo transportation. Diesel engine has benefits for its high torque、low maintenance cost, and better fuel economy than its comparable gasoline engine. These made diesel vehicles as one of the first choice for on-road transportation. There are 435 and 2742 vehicles for heavy-duty passenger cars, and heavy-duty trucks, respectively, in Chia-Yi city. Combining with 8543 light-duty diesel vehicles, these made the major particulate emitting source for the city. In this project, the on-road diesel vehicles are monitored. Vehicles which show abnormal emission status were recalled for smoke emission test using chassis dynamometer run on both CNS-11644 free acceleration test, and CNS-11645 full load smoke emission tests. Diesel fuels, which sampled from the smoke test vehicles, were inspected for there sulfur content. It was found that, there were 60 vehicles out from 1259 tested vehicles emitted higher smoke than the regulated levels. This made an unqualified rate of 4.8%. Having I & M practice, there were 56 vehicles pass from the smoke re-tests. It was estimated, there would be a 3.32 tons of particulate matter reducing per year, which equal to 1.47% of the total PM10 emission in Chia-Yi city, because of the performing of this project. Fuel sulfur inspection results showed that there were 10% of the tested vehicles using unqualified diesel fuels, this made a much worse particulate emissions.
