97 - The enhancement of air pollutants control integration in coastal industrial park

The enhancement of air pollutants control integration in coastal industrial park was conducted from September 9th, 2008 to June 8th, 2009, 9-month duration. The 5 accomplished goal included the collection and verification of volatile organic compounds (VOCs) from various emission source, 106 measurements of NMHC emission flux, 30 facilities of committee on-site investigation, 200 measurements of NMHC concentration, 20 analysis of BTEX concentration, and 4 training meetings. Additionally, the content of project contained the integration and validation of various emissions (10 major processes at the latest 3 years), qualitative determination of VOCs using FTIR or GC/MSD instrument, estimation of VOCs emission, verification of NMHC emission and flux observation, survey NMHC and CO2 spatial concentration distribution in the industrial park. The result of NMHC concentration distribution showed that it was opposite proportional to CO2 concentration distribution, and the hot spot of NMHC concentration was shown in wastewater treatment area, tanks and aromatic compounds processes. The NMHC concentration range of hotspot was 5.5–7.9 ppm. The average NMHC concentration range was 2.4-4.8 ppm in this area that was higher than 0.28 ppm in Yunlin-Chiayi-Tainan air quality basin in 2007. The FTIR analytical result of 4 measurement lines indicated that air composition was similar to major products in the factory which showed the improvement potential for the VOCs fugitive emission. Additionally, this project improved the performance of air pollution control measures and better understood the potential emission of VOCs in No.6 Naphtha cracking plant by performing the progress meeting, 4 review meetings, expert advisory and training meeting. This project also conducted the management aspect by committee on-site investigation, mass balance of major products such as ethylene and propylene. The project was specifically delivered useful command and control suggestion on 5th work review in EPA. The related result has also completely submitted to Yunlin bureau of environmental protection and EPA that should make modification on control policy development and regulations at suitable time. In addition to the existing permission system, investigation, monitoring and warning system, it should better control pollution source and emission and develop control policy of NO.6 Naphtha cracking plant, and effectively improve the managerial performance of air quality further.
