In order to lower Yunlin County’s diesel vehicles smoke emission influencing both air quality and citizens’ living standard, Yunlin County Environmental Protection Bureau continues promoting “2009 Diesel Vehicle Dynamometer Smoke Emission and Petrol Quality Monitoring and Testing Plan,” starting from April, 14th, 2008 to March 31st, 2009. The primary routines of the project contain the inspection of diesel vehicles dynamometer smoke emission, roadside spot and station inspections, fuel random inspection, petrol quality monitoring and testing, quality control, receiving constant recognition from TAF laboratory, and so on. In addition, the remarkable outcomes demonstrate the execution of promoting the independent management among bus and freight forwarders, execution of control in specific areas, of united inspections, and of other promotion activities; for instance, the independent management among bus and freight forwarders: the number of signed forwarders increases two times compared to the figures last year, and the number of vehicles coming for voluntary inspections has raised above 30 percentage. As for the united inspections, the project not only has conjoined the Yun-Chia-Nan air quality regions but has also actively cooperated with the No. 6 Naphtha Cracker Complex; for instance, it pioneered in uniting the nine counties and cities, crossing air quality regions for the multi-site inspections of diesel vehicles around the No. 6 Naphtha Cracker Complex. The failure rate of the diesel vehicles reached 40 % or so. The action of crossing air quality regions contributes to ferreting out the hidden polluting vehicles and to preventing polluting diesel vehicles from being driven; besides, it starts completely new relationship of cross-air-quality regions for the united inspections. All the tasks in the project has reached the work aim stipulating in the contract. The achievements and suggestion relating to the project this year are collected in this report as a reference to Yunlin County Environmental Protection Bureau for the subsequently controlling of diesel vehicles.
