97年度臺南縣固定空氣污染源稽查管制及減量輔導計畫

中文摘要 本計畫主要工作內容包括了公私場所清查管制及排放量調查、戴奧辛污染源清查及監督檢測、加油站稽查檢測及輔導改善、異味污染源巡查及稽查檢測、餐飲業巡查宣導及輔導改善、監督檢測、工廠減量輔導、法令防制宣導及協助各項行政文書審核建檔等九大部分,主要工作成果說明如下: 一、公私場所清查管制及排放量調查 台南縣轄內VOCs 專法列管之工廠共92 家(含5 家已報備停工及1 家目前設置中),本計畫團隊於今年度共計完成91 家清查作業,納管率為100%(另甲頂吉屬新設置膠帶製造業,待取得操作許可證後,再入廠清查);針對VOCs 排放量前20 大之工廠亦完成了21 家清查(松川塑膠新營廠於97 年09 月30 關廠,新增第21 大工廠-大亞電線電纜);另針對環保署公告具排放潛能大行業別清查95 家工廠。在防制設備方面,平均裝設率73.4%,其中PU 合成皮業、表面塗裝業是以水洗及活性碳吸附設備為主,半導體業以水洗設備居多,乾洗業以活性碳吸附設備佔多數,PVC 業以活性碳吸附設備為主,而石化業則是冷凝或是活性碳吸附設備較多。 若依行業別來看則以膠依據查核資料,推估其總排放量為4,853.92公噸/年,與清查前的總量相比,減少了330.33公噸/年,其削減率為6.4%。若依行業別來看則以膠帶製造業1610.16公噸/年佔最大,經比對資料庫96年度台南縣VOCs之總排放量(5,431.82公噸/年),佔89.4%。 另配合清查作業彙整有害空氣污染物種之使用清單,於台南縣轄內有46家工廠使用,所使用的物質主要為苯、甲苯、二甲苯、苯乙烯、四氯乙烯、二氯甲烷、二氯乙烷等7種物質,其中又以新力美使用5種為最多,而在使用量方面則是以苯乙烯為最多,其次為二甲苯。 二、戴奧辛污染源清查及監督檢測 針對轄內48家(64根數)列管公私場所進行戴奧辛相關法令查核及宣導,並針對於計畫執行期間檢測戴奧辛之排放管道進行全程監督共28根數,其中八德開發股份有限公司,因屬火葬場,操作情況特殊,且此次自行檢測結果尚有疑慮,故環保局已要求業者於改善後儘速重新檢測,業者已完成改善,並規劃於98年10月16、19、22、24日進行改善後檢測作業,後續亦持續追蹤其檢測結果;另針對檢測報告書審查狀況分析,發現以一致性為最常見之缺失。 三、加油站稽查檢測及輔導改善 針對轄內234站加油站進行102站法規符合度查核、40站氣油比及11站氣漏比檢測,其氣油比合格率為97.0%,氣漏合格率為90.9%,且均已於限期20日內完成改善,其氣油比不合格主要原因為加油站未定期清理積油或強迫加油,使得抽氣量偏低,而氣漏不合格原因為壓力閥故障無法密閉所造成;同時辦理一場次宣導說明會,除宣導油氣回收設施保養維持外,亦於加油站實地講解及向民眾宣導不強迫加油。 四、異味污染源巡查及稽查檢測 為實地掌握轄內異味污染情事,進行90家工廠209處次巡查,並針對歷年履遭陳情重點工廠(全利農工、廣政製革、泰慶皮革、尚多企業)進行附近民眾訪查,掌握易產生異味時段為下午5~6時及零晨0~3時(全利農工、廣政製革)與中午1~2時及下午6~7時(泰慶皮革、尚多企業),同時針對歷年履遭陳情重點工廠建立近三年內「大事記」,掌握異味污染情事,並持續更新維護及隨時增刪列管名單;另針對異味污染情事嚴重之工廠進行官能測定採樣共35點次,其中8點次未符合異味排放標準,並分析業者提報改善完成計畫書,大部份均針對污染防制設備進行清洗或更換濾材,無針對異味污染源進行改善,較無法確實減少異味污染情事產生。 五、餐飲業巡查宣導及輔導改善 針對轄內餐飲業用油量大及履遭陳情之業者進行巡查共139家,其中33家已停業,營業中106家,另配合環保署油煙不逕排溝渠之政策,發送508份宣導單至業者,並依據巡查宣導之結果分析,轄內餐飲業者之烹飪型式以炒、炸為最多,且多數只裝設擋板,無法有效去除油煙;另為協助餐飲業者有效改善油煙污染情事,篩選出港澳廣式燒臘(廢氣逕排溝渠)、饕公麻辣燙(近二年履遭陳情)及佳明食品(做學校團膳、無任何油煙處理設施)來進行輔導,並追蹤95年及96年輔導對象改善情形,且將尚未進行任何改善動作之餐飲業者納入未來稽查管制對象(丹丹漢堡麻豆店、歡樂牛排館善化店及嘉美便當)。 六、監督檢測 公告一、二批監督檢測方面,除檢測當日特殊原因無法完成檢測6根次(產能不足2根次、校正分析記錄不符規定2根次、中途下雨2根次)外,共完成102根次全程監督檢測;同時分析檢測數據品質,A級36根次、B級35根,C級13根,無法判定18根(為使用非重油燃料、受測污染物非SOx),檢測數據品質C級原因,包含排氣實測值低估、非鐵金屬二級冶煉程序(無法密閉收集)、用油量高估、採油水比或儲槽刻度推估所致及廢氣經防制設備處理等。 設備元件抽測方面,共完成11家次3,100個設備元件抽測,依元件型式,以輕質液法蘭數量檢測2,022個為最高、65.2%;另外東展興業有1元件閥(V)淨檢值為2,395 ppm(超過本計畫管制淨檢值≧2,000 ppm),已要求廠方即刻修護並複檢,其複檢值為8.14 ppm。 排放管道NMHCs檢測方面,共完成華音(P002前後端)及台灣明尼蘇達台南廠(P006)3點次;結果顯示華音檢測之削減率67%,不符合許可證登載排放削減率90%,業者改善方式為更換活性碳濾網。另本計畫依業者所提報之改善計畫書及改善後之檢測報告來評估活性碳濾網理論上之更換頻率,發現該業者之活性碳即在49天左右時,已達吸附飽和狀態,但依據業者提供之日報表則為一季更換一次,更換頻率有不足之現象。 南科周界重金屬、落塵量檢測方面,於南部科學園區外設置四個採樣點,每季進行採樣,共完成16點次之檢測,同時於98年第二季依環檢所公告汞之標準檢測方法(NIEA A304.10C)檢測大氣中氣態汞的含量。另由ISCST3初步模擬,將南科周界監測數據反推回管道排放濃度,再與實際檢測結果進行比較,發現兩者相差甚多,因目前南科所進行重金屬稽查檢測及污染源的清查掌握度仍屬有限,亦是未來加強稽查之重點。 噪音監測方面,每季針對四類管制區進行環境/交通噪音監測,共完成96點次監測,另配合噪音陳情案件共進行13點次監測,其結果除了白河水庫因屬第一類環境噪音管制區,管制標準較為嚴格,但監測時之背景噪音數據常受附近活動及蟲鳴叫聲影響,其背景噪音值已有高於標準之情形外,其它監測結果並無明顯超出各類管制標準。 七、工廠減量輔導 完成統一實業一廠(製程塗佈機廢氣收集效果不佳,且未收集至防制設備處理後排放)、旗勝科技台南廠(VOCs排放量大且無任何處理VOCs之防制設備)及台灣明尼蘇達台南廠(含VOCs原物料使用量161.90公噸/年,且無防制設備)等3家行減量輔導;另追蹤95年度及96年度輔導對象改善情形,並統計97年達成之削減量共393.51公噸/年(95年度159.50公噸/年、96年度234.01公噸)。 同時因應樹谷園區開發計畫變更案以及七股科技工業區開發計畫所增加之空污排放總量,陸續追蹤更新樹谷園區及七股園區減量額度抵減之公私場所改善狀況,並統計97年達成之削減量共511公噸/年(樹谷園區393.47公噸/年、七股園區117.53公噸/年)。 八、法令防制宣導 針對環保署公告相關法令及為了提昇專責人員之技術與法規制度的認知,本計畫於執行期間共辦理一場次專責人員複訓會議,調訓轄內185位專責人員來參與會議(出席率90.3%)及一場次戴奧辛法令宣導及管制方向,邀請轄內所有戴奧辛列管之公私場所(出席率89.4%);另鑑於揮發性有機物相關管制法規公告已有段時間,環保署並陸續提出修正各管制標準,為使環保局承辦人員瞭解修正之內容及掌握法規規定之申報事項與頻率,辦理了一場次之技術轉移會議;同時於計畫執行期間配合宣導空氣污染相關環保新聞見報,共刊登17則環保新聞。 九、協助各項行政文書審核建檔 公告一、二批定期檢測審查及申報方面,實際完成檢測報告書審查866根次(一、二批470根次、許可制度申報396根次),其中一、二批已100%依法上網進行申報檢測結果;另依審查作業退補件進行原因分析,以一致性(51.3%)為最常見之缺失,同時針對檢測數據品質進行分級,A級41.2%、B級37.0%、C級21.8%,並對無法分級之報告書彙整其原因,包含檢測對象非排放管道、非屬燃燒污染源、雖燃燒但非使用重油為燃料、雖重油燃燒但未密閉收集者及其他。 揮發性有機物定期申報審查方面,其石化業36家及半導體業18家,均於計畫執行期間如數申報完畢;聚氨基甲酸酯合成皮業(PU合成皮業),共3家,但除宏遠興業為新列管廠家外,其它均已完成申報。光電業共22家,除96年度龍德科(98年02月04日現場查核確認已關廠)補正期限逾期,未完成申報外,其餘皆完成申報,而97年度除琳得科第一廠尚在補正中外,其餘亦已完成申報。 稽查、處分資料建檔及維護更新方面,主要目的在協助環保局有限的稽查人力,針對污染源作一有計畫的管制作業,協助稽查單與處分書資料整理、建檔。計畫執行期間,共完成651件次稽查資料建檔,依執行稽查的方式來判斷,則主要以『行為判定方式』來執行稽查;另依法告發處分之處分案件為38件,總處分罰款金額為605萬元,目前實際改善完成案件為35件,處分告發改善率為92.1%(35/38=92.1%)。

Tainan County VOCs Pollution Management and Reduction Guidance Project

英文摘要 This project was commenced to implement on August 14, 2008 and finished on August 13, 2009. The progress for each work task is outlined in detail as below: A. Inspection of public or private premises Correspondence with Law and VOCs emission There are 92 plants correspondence with VOC Law and Regulation for Specific Business. Inspection was performed on 91 plants (5 shotdown, 1 seeting up), the regulation rate is 100%; Inspection was performed on 95 plants that are on EPA’s priority list with high potential of VOCs emission .Among them, the installation rate of air pollution control facilities is 73.4%. In PU leather manufacturing and surface painting industry, the major type of air pollution control facilities are scrubbing equipment and active carbon absorption equipment. In Semiconductor manufacturing industry, The major type of air pollution control facilities are scrubbing equipment. In dry clean business, the major type of air pollution control facilities are active carbon absorption equipment. In PVC leather manufacturing, the major type of air pollution control facilities are active carbon absorption equipment. In petrochemical industry, the major type of air pollution control facilities are condensing equipment and active carbon absorption equipment. The annual VOCs emission was updated from 5184.25 tons to 4853.92 tons, reduced 330.33 tons, the reduction rate is 6.4%. To compare with the stationary sources of air pollution management information system, the VOCs emission is 5431.82 tons. The ratio of VOCs emission is 89.4%. B. Inspection of public or private premises with Dioxin, and Supervision of Air Pollutant Emissions Testing on Discharge Pipes Inspection was performed on 48 plants (64 discharg pipes) that correspondence with VOC Law and Regulation for dioxin, and supervision of air pollutant emissions testing on 28 discharge Pipes. Among them, 2 plants were found failure to meet the requirement regulated. Any firm that is responsible for the misconducts has been officially notified by EPB and be requested to mend its problems within a given time limit. The major missing of report supervision is consistence. C. Inspection and test of Gas Stations Inspection was performed on 102 gas stations. This project has completed A/L Volumetric Ratio Test on 40 gas stations with qualified percentage of 97% and 2 Inch WC Static Pressure Performance Test on 11 gas stations with qualified percentage of 90.9%. A forum session was held for all gasoline stations on gasoline vapor recovery systems to to introduce the maintenance of gasoline vapor recovery systems, and to propagate to the public “not to force refueling”. D. Patrol and test for Smelly Pollution Sources Total of 209 times patrol on 90 plants were performed and smelly occurrence. To visit citizens who live near the duplication complained plants over the years. To build up the record of the duplication complained plants over the years,and to maintain the record. Functional Test for Smell was performed 35 times. Eight of them did not meet the individual standards regulated by law. All of the unqualified plants were fined by EPB. E. Investigation and Instruction on Restaurants Inspection was performed on 139 restaurants. 33 of them were found cease work. 508 pieces handbill were send to restaurants to disseminate EPA's new restaurant regulated. According to the inspection results, the major cooking types of restaurants are stir-fry and fry. Most of the restaurants just setting up baffle, the baffle can not remove the lampblack effectively. The instruction and guidance for air pollution reduction were performed on 3 restaurants. F. Supervision of Air Pollutant Emissions Testing There are 102 discharge pipes were inspected and supervised (Class I and Class II). According to the quality of testing date, there are 36 discharge pipes of class A, 35 discharge pipes of class B, 13 discharge pipes of class C. 3,100 equipment units were tested in 11 petrochemical plants in this project and one was found leaking(2,395ppm), the leaking equipment unit was repaired immediately. Three points of three discharge pipes were selected for NMHCs test. The discharge pipe (P001) of Hwayin Corporation was selected for NMHCs test on December 23, 2008. The reduction rate of the test was 67%, doesn’t met the discharge standards. 16 heavy metal and dust were tested on Southern Taiwan Science Park perimeter air during two seasons. All test results indicated that they all met the air quality standards. This project has completed 96 enviromental traffic noise monitoring assignment and 13 noise tests of citizen complains. G. Instruction on Reduction of Air Pollution The instruction and guidance for air pollution reduction were performed on 3 plants : TON YI Industrial Corp.(The usage of VOC materials are 100 tons/year, and without air pollution control facilities ); Mektec Industrial Corp.( The emission of VOC is large, and without any VOCs control facilities); 3M Taiwan Optronics Corporation(The usage of VOC materials are 161.9 tons/year, and without air pollution control facilities). The reduced VOCs emission of the instruction is 393.51 tons in 2008. Inspection and renew on Pollution substitute of Tree Vally Park and Chigu Industrial Park. The reduced VOCs emission of the instruction is 511 tons in 2008.( Tree Vally Park 393.47 tons/yr; Chigu Industrial Park 117.53 tons/yr). H. Promotion and Promulgation of Laws & Regulations The first forum was held on January 06, 2009 at the administrative building in Southern Taiwan science park on dedicated personnel re-education, with attendance percentage of 90.3%. The second forum was held for all plants of Dioxin Law and Regulation. The attendance percentage for this forum was 89.4%. A discussion forum session was held to pass on the experiences to EPB for new law and regulation. 17 articles of environmental protection news were posted to conduct the environmental protection policies of Tainan EPB I. Data-building and Data-inspection 866 root-times of periodical test report were accomplished, of which there were 530 times of test reports for permit system declaration, 462 times of announced periodical test for first and second groups. The declaration rate of Internet declaration attained 100%. According to the quality of testing date: class A, 42%; class B,37%; class C,21.8%. Inspection of VOC periodical report was performed on petrochemical industry(36), Semiconductor manufacturing industry(18), PU leather manufacturing industry(3), Optoelectronic Material and Element Manufacturing Industry(22). One of them are mending its problems within a given time limit. Data-building task of 651 inspection cases was accomplished. As for disciplinary data building, there were 38 cases of air pollution violation ; the fine totaled 6.05 million NTD. So far, the air pollution violation improvement rate is 92.1%.
