The investigation for the first phase in the current fiscal year showed that Zn contents for investigation points of Chunghsing Playing Court Battery Hill (1) and Chunghsing Playing Court Battery Hill (2) are over monitoring basis and control standard for soil contamination, Cu contents for investigation point of Kunchiu waste bomb treatment plant (2) is over soil contamination monitoring basis. Additionally, test value of THP contents for for investigation points of Military Oil Depot (1) nearby Soldier Spirit Power Plant and Peiao Oil Depot are over soil contamination control standard.
The investigation for the second phase in the current fiscal year showed that Zn contents for investigation points of Chunghsing Playing Court Battery Hill (1) and Chunghsing Playing Court Battery Hill (2) are over monitoring basis and control standard for soil contamination, Cu contents for investigation point of Chunghsing Playing Court Battery Hill (3) is over soil contamination control standard, and Cr contents of investigation point of Shangtsun United Repair Plant (2) is over soil contamination control standard. TPH contents for investigation points of Military Oil Depot (1), Peiao Oil Depot (2) and Peiao Oil Depot (3) are over soil contamination control standard. Additionally, the investigation result for Fuhsing Oil Depot’s pollution showed that TPH-D value on soil sampling point (S5 test point) is over 35.2 times of control standard.
In general, it is proposed the Bureau should keep monitoring pollution and request pollution management to not only block the pollution area with warning belt but also cover or shield with water-proof sheet to avoid the secondary pollution. It is proposed the Bureau should request pollution management to promptly remedy soil contamination before the deadline to decrease pollution without expanding according to Soil and Groundwater Remediation Act
