“The 2008 implementation plan of c source inspection and control in Tainan County” had been carried out during July 1, 2008 and May 31, 2009. Total amount obligated for work items (contract obligation) had been finished and is shown in table 1.
During project implementation, the project analyzed the situation and pollution categories of 6 major rivers in Tainan County. Besides, this project work team also provided assistance to Bureau of Environmental Protection Tainan County（EPB） to conduct field inspections for the factories , river body sampling, illegal discharging conduit inspections, reopening survey for pig farms, relevant educational training, pollution minimization promotions and other functional work items, etc. Relevant achievements are abstracted as followings:
A. River pollution categorization analysis and field inspection & sampling
Refer to the 2008’s data of the EPA’s river water quality monitoring stations, the river pollution index（RPI）analysis results for 6 major river basins in Tainan County can be seen. The percentages of river segments suffering serious, medium, light, and none pollution are 15.5％, 49.9％, 9.3％ and 25.3% by length respectively. However, sorting 6 major rivers by pollution situation （from serious to mild）are the Erren River, the Yenshui Rive, the Jishuei River, the Bachan River and the Zengwen River.
B. Pollution source auditing/inspection and sampling
During project implementation, this project work team provided assistance to Bureau of Environmental Protection Tainan County to conduct 806 samplings and 2,761 inspections for the registered factories. The project also had tracked down 19 illegal discharging conduits（hidden pipes）and brought 155 prosecutions for violations of the Water Pollution Control Act（factories involved were fined NT＄ 11,987,000 totally ）. In connection with 630 pig farms compensated and removed from upstream Zengwen River basin, none of them has been found reopening after rechecking.
C. Functional assessment of industrial wastewater treatment facilities
Inspection for 15 factories and functional assessment for their wastewater treatment facilities had been finished in this project. The assessment included regulation checks, wastewater sampling and analysis at most concerned units of wastewater treatment facilities, each inspection results and examination report after improving. Relevant details of assessment were attached in appendix 1 of this report.
D. Domestic pollution minimization promotion and community sewerage system inspection & guidance
Eight workshops were held on September 19, October 30, December 24, 2008 and January 8, 2009, respectively, and total number of representatives attending was 507 persons（63 persons per workshop averagely）.Four domestic wastewater minimization workshops were held on October 14, 2008 and March 6, 2009, and total number of representatives attending for those days was 75 and 80 persons respectively. Industries and the public knew a lot more about environmental subjects by attending these workshops.
E. River pollution emergency response training and practical courses
A two-day training for the “2008’s River Pollution Emergency Response Training and Practical Courses of Tainan County” was held from November 18 to 19 at the EPB Second Meeting Room and the Swan Lake Environmental Protection Park. The training attracted 102 persons from 23 departments to attend and enhanced their emergency response ability when oil pollution incident happens by instructors’ rich practical experiences and trainees’ field practical operation.
F. Other miscellaneous achievements
a. Community sewerage system inspection and guidance
Seventy six field inspections and guidance were carried out for 19 community sewerage systems every season.
b. Sampling, monitoring and analysis for most concerned river sections(A certificated testing organization was authorized to test river water quality.）
Fourteen sampling points, eighty four times of sampling and testing for most concerned river sections were carried out bimonthly on July, September and November, 2008 and on January, March and May, 2009. Besides, another 11 sampling points were added on December, 2008 and 66 times of sampling and testing were carried out on December, 2008 and during the period January to May 2009.
c. Operation and maintenance of twenty five pollution monitoring systems and one server subsidized by EPA were carried out to be functioning normally during project implementation since July 2008.
d. A pollution map was set up to transfer data provided by EPB into information shown on the map so people can browse it online.
