97年度臺南縣固定空氣污染源許可審查及巡查管制計畫

中文摘要 本年度計畫作業項目包含:(1) 資料庫之擴建、維護更新(2)許可審查核發(3)許可查核(4)排放量申報查核(5)稽查檢測作業(6)專責人員及許可制度說明會等 (7)固定污染源逸散性粒狀污染物管制等作業項目。計畫執行期間為民國97年7月31日至民國98年7月30日,共執行12個月,整體而言計畫工作進度符合預期目標,各項工作進度及結果說明如下: 一、資料庫之擴建、維護更新 本計畫預定對列管工廠進行至少600家次的資料庫更新及維護,本年度共完成611家之清查,作業達成率為102%。專案小組每月針對環保署提供檢核結果進行不完整不一致修正,共完成4175筆。 二、許可作業 計畫執行期間共核發587張許可證,包括設置48張、變更18張、操作89張、異動159張、展延119張、換補發147張、生煤許可7張,分析許可審查日數,設置許可平均審查日數為21.73日,操作許可平均審查日數為18.73日。專案小組並主動通知255張製程(207家)辦理許可展延,201(張)製程已提出申請,34(張)製程尚未申請,9(張)製程廢止或撤銷,11(張)製程已停止操作。 在許可證查核部份,已完成608張許可證查核作業(包括551張台南縣環保局及57張南科管理局所核發),查核不符張數總計60張,不符率為9.9%,目前58張已提出改善(其中38張已取得新證,12張尚在審查中,8張認定為已完成改善),改善率96.6%,另有2件尚未申請,所有查核結果均鍵入固定污染源管理資訊系統。 三、排放量審查及查核作業 目前臺南縣需排放量上網申報的公私場所共有271家(其中第一批93家,第二批178家),97年第2季至98年第1季之申報率為100%且全數完成審查,98年第2季申報截止日為98.07.31,申報率亦達100%。計畫執行期間已完成257家現場查核作業,查核結果申報正確197家(76.6%),有誤須限期補正資料者56家(21.8%),4家(1.6%)停工。查核不符原因以製程原燃物料申報狀況與現場不符(73%)及漏報逸散源排放量(17.9%)較多 四、辦理稽查檢測作業 計畫執行期間各項污染物稽查檢測作業均已完成契約工作量,包括戴奧辛5根次、砷化物2根次、重金屬(砷、鉛、鎘、汞)2根次、大型焚化爐重金屬(鉛、汞) 2根次及其他(粒狀物、硫氧化物、氮氧化物)8根次、20點次公私場所液體燃料含硫份抽驗,另外配合環保局指定亦完成一家次周界粒狀物及排放管道重金屬(鉛)一根次稽查檢測,檢測結果均符合排放標準。 五、辦理相關說明會及技術轉移會議 專案小組於98年1月06日辦理一場次專責人員複訓說明會,並於98年3月17日及98年6月24日辦理二場次「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法」法規說明會;技術轉移會議分別於98年6月8日與民國98年7月27日完成辦理。 六、固定污染源逸散性粒狀污染物管制 本項作業係篩選環保署公告「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法」之應管制對象,包含固定污染源管理資訊系統中列管230家及未列管10家,共完成400家次巡查,並宣導「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法」相關規定。堆置作業符合規定比例為13%,輸送作業符合規定比例為33%,運輸作業符合規定比例為78%,製程作業符合規定比例為74%,裸露地符合規定比例為66%。 計畫執行期間已積極改善符合規定的有東柏有限公司新營廠(堆置區採用防塵布覆蓋,輸送設備已經部分完成覆蓋)、台灣水泥股份有限公司鼓山水泥製品廠善化分廠(輸送系統修改為密閉式輸送系統)。在98年4月1日前提出改善計畫書者有10家,其中已有6家審查完成,核定之改善期限皆為99年6月30日。 七、一般巡查作業 完成執行542家次,主要配合其他現場查核作業一同進行,本年度巡查重心仍以工廠數較多的永康市、仁德鄉與新市鄉等鄉鎮為主。巡查結果以無明顯污染515家次為最多、其次為停工或暫時停工26家次,另外有1家空氣污染現象明顯,提報加強稽查管制。 八、其他工作項目 (一)配合宣導空氣污染相關環保新聞見報10則。 (二)印製空氣污染防制相關法規25冊。 (三)協助132件專責人員設置異動申請案件鍵檔。 (四)空氣品質惡化通報處理共接獲通報54次,巡查58處次,已建請廠方加強污染防制設備操作及維護、周界灑水。 (五)配合環保署及本縣SIP計畫,製作各類管制報表及資料整合工作,並於規定時間內提交本計畫各類工作進度及成果報表。 (六)提供公私場所有關環保署空、水、廢、毒管理資訊系統(EMS)之空氣污染部分操作諮詢。

英文摘要 The main work items of Stationary air pollution source control project are:(1)Database establishment, system function upgrade and data QA/QC. (2)Stationary Sources Permit application documents exam and issue, including permit inquisition. (3) Report and check of air pollutant emissions quantities. (4)Inspection by air pollutant testing. (5)Training for dedicated air pollution control personnel.(6) Stationary source of particulate pollutants oven control. This project was empowered by a contract which issued by the Bureau of Environmental Protection, Tainan County. The project started on July 2008, and will be ended on July 2009. The percentage of the project is 100%. The progress for each work task is outlined in detail as below. 1.Database establishment, system function upgrade For the work of emission inventory database update, the data of 611 stationary pollution sources has been checked and updated. The percentage of this work item is 102%. 2.Permit system In the management and issuance of permits,587 permits have been issued, including 48 installation permits, 18 modified permits, 89 operation permits, 159 change permits, 119 renewed permits, 147 re-issued permits and 7 coal-fired permits. Periodic inspection for operation permits has been performed on 608 operation permits. Among them, 60 operation permits didn’t meet the contents of permits, and the discrepancy of inspection was 9.9%. Further, the plants have been asked to modify and improve the inconformity. 58 plants reported their modification or changes, and got new permits which fit their status quo. The percentage of improvement is 96.9%. 3. Report and check of air pollutant emissions quantities 271 stationary pollution sources are required to report annual emissions by regulation in Tainan County(1st batch: 93 plants and 2nd batch: 178 plants). The reporting rate of it has reached 100% (from the beginning of 2nd season to the end of 1st season, 2009). Inspection for reporting annual emissions was conducted on 257 plants;76.6% of it proved correct(197 plants), 21.8% of it showed discrepancy(56 plants). 4. Inspection by air pollutant testing Inspection by air pollutant testing was performed to fulfill the midterm requirement, including 5 plumes for dioxin testing, 2 plume for Arsenic compound testing, 6 plume for heavy metals testing, and 8 plumes for SOx, NOx and/or VOCs. All results show compliance with emission standards. We also took 20 fuel samples from different plants to check if the sulfur in the sample violets the standard (0.5%), and the result shows that 1 sample violets the standard. 5. Training for dedicated air pollution control personnel A conference were held on January 6, 2009, for the purpose of regulation announcement with the topic of the training for dedicated air pollution control personnel. The attendance percentage for this conference was 93%. 6. Stationary source of fugitive particulate pollutants oven control Inspection was performed on 230 plants for fugitive particulate pollutants oven control. 71 plants possess piling sites without pollution control measures. There are 43 plants that possess transportable operations without pollution control measures. There are 20 plants that possess conveyance operations without pollution control measures. There are 20 plants that possess Process operations without pollution control measures. There are 5 plants that possess heating operations without pollution control measures. 7.General patrol :Total of 542 times of patrol assignment were conducted. 8. Other work items (1) Ten articles of environmental protection news were posted. (2) 25 of air pollution control laws and regulations were printed. (3) 132 cases of air pollution qualified persons replacement were proposed and approved. (4) Case Handling for the Notification of the Air Quality Deterioration Total of 54 cases were notified during the project period and patrol staffs were then sent out to check on 58 public or private premises.
