For “2008 Low Pollution Vehicles Subsidy and Propaganda Project at Taichung County”, according to the regulations on the tender notice, the executive contents include: 1. Handle the application case review and appropriation operation for low pollution vehicles subsidy budget; 2. Broadcast the advertisement on radio station for 350 times; 3. Send a newsletter once a month; 4. Print an A4 size propaganda flier for 20,000 copies; 5. Design a Q&A for low pollution vehicles subsidy and related information; 6. Rent a NB computer and a digital camera; 7. Prepare a propaganda seminar. Up to 10 of November 2009, each event has been done and the executive results are as the followings: The application for review was totally 8,465 cases, and all 8,465 cases have been handled (which 8,354 cases have been reviewed and approved with 7,948 cases passed and 406 cases were disqualified, while 2 cases did not coordinate with the check and canceled and 2 cases have been rejected due to moving out to other county, 12 cases have been repeat numbered, 65 cases did not return before the due date and called off, 30 cases effected service by publication due to no returning mail received. Of which 1,786 were motor aided bicycle subsidy cases, 1,765 were reviewed and approved cases (1710 were qualified and 55 were disqualified), 2 cases were cancelled due to not coordinate with actual car check and 2 rejected cases due to moving out to other county, 17 disqualified cases due to reserve but failed to deliver, 4 cases have been handled after the project fulfilled date overdue (2 cases did not coordinate with actual car review became disqualified and 2 cases were rejected due to move out to other county) (one did not coordinate with actual car check and one did not return the mail after notice for supplement information). In 2008, there were 3,232 reported as useless two-stroke motorcycle subsidy cases, 2,881 cases have been reviewed and approved (qualified 2,750 cases and disqualified 131 cases), 2 cases assigned number cancelled, due to the subsidy was about to spend up, the not approved 349 cases were transferred to be handled in 2009. In 2009, there were 3,226 reported as useless two-stroke motorcycle subsidy cases (including 349 cases from 2008), 3,226 cases have been handled, (of which 3,117 cases have been reviewed and approved (qualified 2,903 cases and non-qualified 214 cases), 65 cases were cancelled due to requirement for supplement information not received, 30 cases effected service by publication were disqualified due to no returning mail received, 14 cases cancelled due to repeatedly numbered), 181 cases were handled after due date of the project (74 cases approved, 65 cases disqualified due to no supplement information received, 30 cases effected service by publication were disqualified due to no returning mail received and 12 cases cancelled due to repeatedly numbered). In 2008, there were 270 hybrid vehicles remodeling subsidy cases and have all reviewed and approved (265 cases qualified and 5 cases disqualified). In 2009, there were 25 hybrid vehicles remodeling subsidy cases and have all reviewed and approved (25 cases qualified and 0 case disqualified). It has annually decreased TSP for 0.45 tons, SOx 0.035 tons, NOx 3.935 tone, THC 72.29 tons, NMHC 64.45 tons, CO 124.5 tons, and PM10 0.14 tons. It has completed 350 times of radio station broadcasting from Aug. 30, 2008 to Nov. 7, 2008 and propaganda seminar as well as delivery of propaganda flier along with United Daily, The Liberty Times, China Times covered Feng-yuan, Wujih, Tali, etc., areas for 20,000 copies from Oct. 18, 2008 to Oct. 21, 2008. Besides, a low pollution vehicles subsidy and propaganda project of Taichung County and hybrid vehicles propaganda seminar of 2008 were held at High Speed Rail Taichung Station on Jan. 22, 2009 and eight printed newsletters have been published.
