The execution duration of this project is from July 2nd, 2008 to July 1st, 2009, a total duration of 12 months. The major operation items including: 1. Deploy the suitable candidate for this project in executing inspection and control operations. 2. Carry out on-site inspection and examination operations. Examination on pollution source conformity is divided into 2 standards in accordance to the pollutants of the factories in offshore industrial zone (VOCs、SOx、NOx) and minimum of two examinations for the first standard. 3. Set up inspection stations in offshore industrial zone peripheral boundary to carry out minimum of 250 inspections and to record the wind velocity and wind direction when inspection takes place. 4. Execute the investigation and issuance of all he stationary sources permit application of Sixth Naphtha Cracking Project Industrial Zone and execute the supervision and examination operations of 80 flue pipes. 5. Process Continuous Emission Monitoring Systems and online transmission examination. 6. Execute examination on flare usage condition and carry out emission estimation. 7. Execute total emission examination as to control emission amount of each season. And, examine and compare applicable pollution fees amount and related information. 8. Execute the quality assurance functions of inspection stations in examination operations and fugitive emission monitoring stations in evaluation examination results. 9. Assist in the execution of pollution sources related management operations in coordination with the related emergency measures for air quality deterioration or severe air pollution cases in this county. 10. Complete personnel assignment within 10 days of project execution and equip personnel with pre-service training. Each operation content and progress is according to the original project execution and conforms to agreement requirements.
After the fourth phase of environmental assessment, there are total of 66 factories in Sixth Naphtha Cracking Project (excluding exclusive harbors and waste water processing stations). And, there are 199 of expected production processes (excluding exclusive harbors and waste water processing stations). Presently, there are 154 production process cases already obtained permits and are officially operating. There are 13 production process cases under test run status have yet to obtain operation permit. Meanwhile, for the planning completed production processes and with factories under construction or not started with factory construction, there are 5 cases and 29 cases respectively. So far, operating production process occupies 76.4% while test run production process occupies 6.5%. The two makes up total of 82.9% of all production processes.
Statistical analysis shows that year 2008 total air pollutant annual emission of all the factories of Sixth Naphtha Cracking Project are: particle pollutant 1413.32 metric ton, SOx 6083.13 metric ton, NOx 14548.58 metric ton, VOCs 2830.97 metric ton. For particle pollutant emission, Formosa Petrochemical Corporation emitted the largest quantity, following by Mai-Liao Power Corporation, and then Formosa Chemicals and Fibre Corporation. The emission amount of the three corporations occupies approximately 97.1% of the total particle pollutant emission in Six Naphtha Cracking Project Offshore Industrial Zone. For SOx, Formosa Petrochemical Corporation emitted the largest amount, Mai-Liao Power Corporation is the second largest while Formosa Chemicals and Fibre Corporation is in the third place. The total SOx emission occupies approximately 92.7% of the total emission in Six Naphtha Cracking Project Offshore Industrial Zone. The three largest NOx emission corporations in sequence are Formosa Petrochemical Corporation, Mai-Liao Power Corporation, and Formosa Chemicals and Fibre Corporation with total emission occupies approximately 92.9% of Six Naphtha Cracking Project Offshore Industrial Zone total NOx emission. Meanwhile, annual VOCs emission is the highest at Formosa Petrochemical Corporation, Formosa Chemicals and Fibre Corporation is the next and following by Mailiao Harbor. There is approximately 77.3% of the total emission amount in Six Naphtha Cracking Project Industrial Zone.
The other concrete results of this project including: completion of 67 regulation conformity examination operations. Among all, the first phase completed 20 examinations. There are 47 examinations in second phase. The major failure items including 14 cases of calculation mistakes in air pollution fee and emission amount, 11 cases of errors in VOC control and 11 cases of errors in permit procedures.
Total of 52 permit application received and 66 Installation and Operating Permits were issued upon evaluation. The evaluation process timing conforms to the stipulated schedule and the documentation is sent to stationary sources executive secretary and also saved in electronic format.
For online monitoring system management of air pollution stationary sources, assigned personnel is responsible to process over-limit or to judge the uploaded declaration information every day. Currently, there are 8 factories with 33 pipes installed Continuous Emission Monitoring Systems. There are 5 factories with 21 discharge pipes in the first batch and 3 factories with 9 discharge pipes in third batch are officially announced. The remaining 2 factories with 3 discharge pipes are listed under environmental assessment commitment. In the analysis of the effective monitoring time percentage of each emission outlet in Six Naphtha Cracking Project Offshore Industrial Zone automatic monitoring facilities information in the first quarter to the fourth quarter in year 2007, among all the factories with completed online upload system, there are some factories which due to unplanned shutdown with only one month statistics in the respective season. The rest of the factories reach over 90% effective monitoring rate.
In order to process flare monitoring on-line system, this project held “Flare Monitoring Online Installation Meeting” at Environmental Protection Bureau Yunlin County on December 25th, 2008. The meeting illustrated the content of flare monitoring online installation implementation in public and private premises as planned in this project. Up to April 30th, 2009, there are 43 flare in Sixth Naphtha Cracking Project are completed with online operations. And, from May 1st onwards, waste gas discharge information is continually transmitted to Environmental Protection Bureau.
In pleading and inspection control operations, 55 pleading cases are received. There are 23 cases in offshore industrial zone including the public complaint of olefin emitted to flare burning at Formosa Corporation due to unplanned shutdown in September. In October and December, public filed complaints about pig farm odor and dusty riverbank of Jhuoshuei River. There are total of 18 complaints on odor.
In year 2008, Sixth Naphtha Cracking Project total pollution fee with amount of $69,308,851 is collected. SOx levied $ 18,121,685, NOx levied $ 31,753,662, and VOCs levied $19,433,504. For air pollution emission amount, there are 5879.31 metric ton of Sox, 11327.76 metric ton of NOx, and 1617.82 metric ton of VOCs.
