99年度臺中縣加強水污染源稽查管制及推動河川巡守民眾參與計畫委託專業服務
| 中文摘要 | 本計畫工作重點為加強大甲溪流域、大里溪流域及支流旱溪樹王橋河段之列管水污染源廢（污）水處理設施操作維護巡查及暗管查緝工作，並針對放流水進行採樣檢測，確保事業機構廢水處理設施開機率，遏止列管事業規避管制而採行繞流或暗管偷排等行為，提昇符合排放標準之比例，有效減少廢（污）水污染排放量。針對影響前述河段內之重大污染源辦理廢（污）水處理設施功能評鑑作業，透過學者專家或顧問機構之協助進行現場診斷輔導作業，並針對功能評鑑結果進行後續追蹤輔導。推動河川巡守民眾參與河川污染整治，並藉由學術研究機構或技術顧問機構專業知識與人力協助，加強河川巡守隊運作及方法，建立舉發污染通報機制及查處回報制度，並落實查處作業及專人回覆查處情形。藉由河川水污染事件緊急應變實作訓練，使各相關單位人員熟悉河川水污染事件緊急應變程序及其擔負之作業內容，以及緊急應變相關器材之使用熟練度，以增加各相關單位人員對於發生河川水污染事件時之緊急應變能力。辦理中部科學工業園區及大里工業區污水處理廠正常操作查核及放流水水質檢測、分析工作，並針對放流口進行不定時水質自動連續監測，以達污染預警之效果。規劃辦理化糞池污物定期清理作業，以提升建築物污水處理效率，改善河川水體水質。 本年度計畫已完成所有工作，有關各項工作重要成果水污染源查核工作已完成1112家次，放流口水質採樣檢測已完成525家次，協助辦理許可申請案件審查核發作業626件次（304家次），每季1次污水處理廠放流水水質檢測已完成4次，已辦理功能評鑑10家次，完成暗管封閉共45支（包含5支科學儀器查獲之暗管），完成辦理水污染防治相關法規宣導說明會4場次，辦理河川水污染事件緊急應變講習會1場次，辦理相關輸送或貯存設備疏漏維護及防範措施講習會1場次，完成辦理河川巡守隊訓練講習會1場次，完成辦理河川巡守隊保險投保1式，河川巡守隊巡守時數共14101.5時，辦理河川巡守隊工作檢討會40場次/隊，辦理河川巡守隊淨溪活動20場次/隊，大甲溪流域養豬戶復養複查18處，新聞稿提送25則。 | ||

Wastewater discharge control, Volunteer river patrolling, unknown discharge pipe inspection, discharge permits review
| 英文摘要 | The project focuses on the control of wastewater discharge from enterprises. The effluents of sewage system in each enterprise should meet the regulation. Therefore, the wastewater samples were taken to test, in order to know the wastewater treatment system met the regulations. Unknown pipes in the enterprises or nearby them also were examined, preventing the illegal discharge of the wastewater directly from the enterprises without any treatment. 20 volunteer river guardian patrolling were made to make sure no illegal dumping of any wastewater from factories. The project has completed 1112 times of enterprises inspection and 525 wastewater sampling. 626 discharge permits were reviewed. 10 factories were selected for a thorough examination of their wastewater treatment systems, in order to keep their system at good function. 45 unknown discharge pipes were found and removed from the enterprises. 6 meetings were held.
