環境保護許可及管理整合計畫

中文摘要 本計畫為推動單一入口系統申請各項許可作業制度之九個月施政計畫,以規劃及建置系統功能為主,共分為以下五大重點。1.建置地理資訊系統,提供跨污染列管事業空間分布查詢。2.提供環保機關管理所需統計報表與跨系統許可資料比對勾稽報表。3.增加系統加值應用服務。4.提升及維護系統功能。5.提升環境影響評估與各項許可管制之執行監督能力。 本年度開發之地理資訊系統功能以建置基本功能為主,提供空、水、廢、毒列管事業之空間分布查詢及基本應用,包含條件式查詢、圖層套疊等功能;另外也導入環域分析功能,可直接於圖層特定區域框選欲查詢空間範圍,產出該區域中列管事業名單。 為滿足環保機關管制上之需求,開發多項統計報表,例如各項許可列管家數統計、各縣市污染特性統計報表等,協助環保機關即時掌握轄內列管現況;依工業區、河川流域及高污染物質產出各污染物排放統計亦提供環保署即時掌握各地區污染物排放現況。另外EMS系統整合了空、水、廢、毒許可及申報資料,本計畫利用這些資料進行跨系統比對,並以主題方式提供查詢,了解事業是否有許可資料或申報不一致之情形。 在加值應用服務方面,於首頁增加個人化查詢功能,包含業者端許可查詢、審查案件進度查詢,環保機關待審案件查詢;並增加e-mail通知服務設定,使業者與環保機關可即時接收系統訊息。另外本年度亦完成開發專責人員設置線上申請系統,提供業者線上申請服務;擴大整合指定電池汞含量確認文件與環境檢驗測定機構許可,使單一入口許可申請項目更趨完整。 提升及維護系統功能部分,除維護環境保護許可管理系統及第二代管制編號核發系統功能正常運作及強化管制編號核發作業資料比對功能外,本年度亦配合縣市合併政策,制定環保許可管理系統相關因應措施,並辦理地址轉檔與程式修正作業。 延續去(98)年度整合環境影響評估書件系統作業,為使環境影響評估承諾事項與許可資料間具有可關聯性,故規劃建立資料串接方法及資料回饋流程,以提升環評監督能力。

Environmental permit processing and integration plans

英文摘要 The 9-month project is an effort to promote a single portal for all permit applications with the main focus on the design and construction of the system function. The five component parts of the project include: 1. Constructing a Geographic Information System (GIS) to provide search service regarding spatial distribution of controlled industries that cause inter-pollution; 2. Providing statistical reports plus the data comparison and audit reports of inter-system permits to facilitate environmental agencies’ management; 3. Offering more value-added services of the system; 4. Enhancing and maintaining the system function; and 5. Improving the execution and supervision capacity of environmental impact assessment and all permits. The focus of GIS development this year is on establishing basic functions to provide search service and fundamental applications with regard to spatial distribution of controlled industries in the aspect of air, water, waste, and toxic substances, including conditional search and layer overlapping. Buffer analysis has also been introduced to generate a list of controlled industries in a given area. Many statistical report forms have been developed to meet the regulating demands of environmental agencies, such as statistics on the number of controlled businesses covered under each permit, and statistical reports of city/county pollution characteristics, providing real-time information on the control status within their jurisdiction. Statistics on pollutant emissions are produced in terms of industrial area, river basin, and high polluting substance to enable the EPA to understand pollutant emissions in each area in real time. The permit and declaration data concerning air, water, waste, and toxic substances integrated in the EMS are used for inter-system comparison. The function of thematic search is employed to uncover any inconsistencies in enterprises’ permit data or declaration. For value-added services, personalized search functions have been added to the system home page, including business side permit search, review progress search, and the search for pending review applications. E-mail alerts have been provided to deliver the latest system message to businesses and the environmental agencies. Furthermore, an online application system has been constructed to supply enterprises with online application service. The verification documents of mercury content of the designated batteries and the environmental analysis organization permits have been further integrated to optimize the single portal’s permit application items. For the improvement and maintenance of system functions, efforts have been made to ensure the normal operation of EMS and the second-generation EPA-Unified Identification Code System (EUIC), and to strengthen the data comparison function for EPA-Unified Identification Code issuance. In response to this year’s city-county consolidation policy, corresponding measures have been formulated for EMS in addition to address conversion and program modification. As a continued effort of the integration of environmental impact assessment documents, data catenation and feedback have been designed to associate the promised work of environmental impact assessment with the permit data, thereby upgrading the environmental supervision capacity.
