99年度臺南縣固定空氣污染源許可審查及巡查管制計畫

中文摘要 本年度計畫作業項目包含:(1)資料庫之擴建、維護更新(2)許可審查核發(3)許可查核(4)排放量申報查核(5)稽查檢測作業(6)許可相關法規說明會等 (7)固定污染源逸散性粒狀污染物管制等作業項目。計畫執行期間為民國99年11月01日至民國100年06月30日,共執行8個月,已完成所有量化工作(見第一章),專案小組除每月配合環保局工作檢討會,依循各項內部教育訓練及品保做業外,在計畫執行中亦配合環保局SIP計畫查核,以確保各項工作進度及品質,本年度各項工作結果說明如下: 一、資料庫之擴建、維護更新 本計畫預定對列管工廠進行至少450家次的資料庫更新及維護,計畫期間共完成461家之清查,作業達成率為102%。排放量更新情形如下:粒狀物更新前排放量為1435.5公噸,更新後1480.2公噸,共增加44.7公噸;硫氧化物更新前排放量為759.1公噸,更新後730.4公噸,減少28.7公噸;氮氧化物更新前排放量為992.8公噸,更新後995.5公噸,增加2.7公噸;揮發性有機物更新前排放量為623.3公噸,更新後607.1公噸,減少16.2公噸;一氧化碳更新前排放量為2936公噸,更新後2127公噸,減少809.1公噸專案小組每月針對環保署提供檢核結果進行不完整不一致修正,共完成3822筆。 二、許可管制作業 執行期間共核發292張許可證,包括設置33張、變更10張、操作40張、異動74張、展延61張、換補發65張、生煤許可3張,平均文書審查日數為16日/件。 在許可證查核部份,已完成549張許可證查核作業(包括516張台南市環保局及33張南科管理局所核發),在查核不符60(張)製程中,已全數提出改善,其中21(張)製程已取得新證、16(張)製程目前仍在審查補正中、23(張)認定為已完成改善(如:申請註銷、現場已停工或現場改善等)。比較近五年許可證查核結果,不符比率介於10%~18%之間,多數不符原因為未確實每日記錄,而以製程別來看,以其他基本化學材料製造程序不符佔8.3%為最高,其次為發光二極體製造程序、鍋爐蒸氣產生程序不符比率均為6.6%。 三、排放量審查及查核作業 目前需排放量上網申報的公私場所共有274家(其中第一批93家,第二批181家),99年第3季至100年第1季之應申報件數為807件,申報率為100%,且全數完成審查,審查結果申報正確者399家佔75%,限期補正資料者134家佔25%。現場查核已完成195家,查核結果申報正確168家(86%),有誤須限期補正資料者27家(14%)。 四、辦理稽查檢測作業 在稽查檢測部分,各項污染物稽查檢測作業均已於6月30日前完成,檢測結果均符合排放標準,分別為戴奧辛檢測6根次、重金屬(鉛、鎘、汞)2根次、大型焚化爐重金屬(鉛、鎘、汞、砷)2根次及其他(粒狀物、硫氧化物、氮氧化物)6根次、15點次公私場所液體燃料含硫份抽驗及9點次周界粒狀物採樣。 五、辦理說明會 專案小組共辦理二場次固定污染源許可及法規宣導說明會,分別為100年06月09日於柳營科技工業區暨環保園區國際會議廳,及100年06月13日於台南市歸仁文化中心國際會議。會中除宣導許可審查及現場查核常見問題點外,亦針對許可減量(容許排放量削減)及加嚴排放限值(實際排放量削減)內容進行宣導,二場說明會出席率均超過80%。另外於6月27日完成一場次技術轉移會議。 六、逸散性粒狀物管制作業 本年度執行期間專案小組已完成155家次(92家)現場查核作業,其中缺失記點記0點者有57家,缺失未達10點有27家,缺失達10點以上有8家。 專案小組針對『固定源逸散性粒狀物管理辦法』查核項目符合度方面結果如下所述:1.堆置場作業項目:查核62家,已設置並符合法規者佔68%,未設置或設置未完全佔32%;2.輸送作業項目:查核52家,符合法規佔73%,未設置或設置未完全佔27%;3.運輸車輛作業項目:查核59家,符合法規或現勘時無車輛進出佔98%,未設置或設置未完全佔2%;4.車行路徑及區域項目:查核68家,符合法規佔85%,未設置或設置未完全佔15%;5.車輛清洗項目:查核68家,符合法規佔87%,未設置或設置未完全佔13%,其中包含需設置自動洗車設備9家,皆已設置完成;6.製程、操作或裝卸作業項目:查核80家,符合法規佔94%,未設置或設置未完全佔6%。綜合而言,以堆置逸散不符合項目比例為最高。 七、一般巡查作業 完成執行81家次,主要配合其他現場查核作業一同進行,本年度巡查重心仍以工廠數較多的永康、仁德與新市等地區為主。 八、其他工作項目 (一)配合宣導空氣污染相關環保新聞見報:完成4則。 (二)協助68件專責人員設置異動申請案件鍵檔。 (三)空氣品質惡化通報處理共接獲通報17次,巡查18處次,以建請廠方加強污染防制設備操作及維護、周界灑水。

Tainan County「Stationary Sources Permitting System Enforcement and Air Pollutant Inspection Project」of Year 2010

英文摘要 The main work items of Stationary air pollution source control project are:(1)Database establishment, system function upgrade and data QA/QC. (2)Stationary Sources Permit application documents exam and issue, including permit inquisition. (3) Report and check of air pollutant emissions quantities. (4)Inspection by air pollutant testing. (5)Training for dedicated air pollution control personnel.(6) Stationary source of particulate pollutants oven control. This project was empowered by a contract which issued by the Bureau of Environmental Protection, Tainan County. The project started on Nov 2010, and will be ended on June 2011. The percentage of the project is 100%. The progress for each work task is outlined in detail as below. 1.Database establishment, system function upgrade For the work of emission inventory database update, the data of 461 stationary pollution sources has been checked and updated. The percentage of this work item is 102%. 2.Permit system In the management and issuance of permits, 292permits have been issued, including 33 installation permits, 10 modified permits, 45 operation permits, 74 change permits, 61 renewed permits, 65 re-issued permits and 4 coal-fired permits. Periodic inspection for operation permits has been performed on 549 operation permits. Among them, 60 operation permits didn’t meet the contents of permits, and the discrepancy of inspection was 10.9%. Further, the plants have been asked to modify and improve the inconformity. 35plants reported their modification or changes, and got new permits which fit their status quo. 3. Report and check of air pollutant emissions quantities 274stationary pollution sources are required to report annual emissions by regulation in Tainan County(1st batch: 93 plants and 2nd batch:181 plants). The reporting rate of it has reached 100% (from the beginning of 3rd season to the end of 1st season, 2011). Inspection for reporting annual emissions was conducted on 195 plants;86% of it proved correct(168 plants),14% of it showed discrepancy(27 plants). 4. Inspection by air pollutant testing Inspection by air pollutant testing was performed to fulfill the midterm requirement, including 6 plumes for dioxin testing, 4 plume for heavy metals testing, and 6 plumes for SOx, NOx and particulate. We also took 15 fuel samples from different plants to check if the sulfur in the sample violets the standard (0.5%) and 9 times area sampling for surrounding particulate matter. 5. Training for dedicated air pollution control personnel A conference was held on June 9 2011 and the other was held on June 13 2011, attendance percentage 80% 6. Stationary source of particulate pollutants oven control Inspection was performed on 155 plants for particulate pollutants oven control. 7.General patrol :Total of 81 times of patrol assignment were conducted. 8. Other work items (1) 4 articles of environmental protection news were posted. (2) 68 cases of air pollution qualified persons replacement were proposed and approved. (3) Case Handling for the Notification of the Air Quality Deterioration Total of 17 cases were notified during the project period and patrol staffs were then sent out to check on 18 public or private premises.
