The contents and characteristics in this project are relevant to「The project of pollution inspection and control and prevention of rivers & ocean pollution」in 2010 which directed by Environmental Protection Administration Executive Yuan, Taiwan. In 2010, Taoyuan County was awarded honors in both river inspection and ocean inspection projects.
All the major working achievements and project implementation results are listing below:
There were 84 times investigations and monitoring on water-rain ditch and waste water discharged through underground pipes inspection in the appointed industrial area. The annual qualified rate in Linko industrial park was the lowest with 79.1% and the second lowest was Taoyuan Yoth industrial park with 91.6%. In addition, the qualified rate was aceptable in Chungli industrial park but it had three times disqualified record on heavy metal Ni, therefore, it is advised to keep monitoring it. Moreover, the annual qualified rate decreased in Kuan-Yin industrial park with 93.1%, but which is improved in Da-Yuan industrial park since it started to work on self-management. The overall qualified rate in Taoyuan County in 2010 was 93.1%, which was declined compared to 1999 and 1998.
The assessments on the heavy polluted water (wastewater) treatment facilities were conducted in 23 plants. The results from the initial assessment and re-evaluation shown that there were 17 plants advised to improve the efficiency of waste water treatment facilities, 8 plants were found that workplace procedures did not in accordance with the permission. Besides, 14 companies were fined due to the breach of discharge permit regulation and were required apply for modification on their permissions. Furthermore, 195 improvement advises are provided from water treatment facility assessments, the total fund to help companies who willing to improve their facilities is 10,790,000 NTD. The improvement tracking results indicate that the efficiency of water treatment facility has improved in 12 plants, the rest of plants have no differentiations on facility efficiency and still match with the water discharge standard.
The removal of underground pipes and unknown pipelines tracking records shows that there is an application for pipeline sealing and declaration, three companies that contravened with Water Pollution Control Act and were denounced to improve by the deadline with a fine of 500,000 NTD each. The removal of 24 pig farms and compensation inspection in water source area shows most of the pig farming are stopped or change the purpose the farming. The only pig farm that use barrel to collect food and raise pigs (6 pigs), Environmental Protection Bureau of Taoyuan County is required to exanimate whether the farm is involved to the duplicated range or not.
Water and environmental protection cruising teams were encouraged to operate with Eco-Life promotion plan. In 2010 there are 37 water and environmental protection cruising teams established in Taoyuan County, the total length that taken care by the cruising teams is 130 km, which takes 43.3% of the total river length in Taoyuan County. Volunteers had informed that there are 263 spot in river surface or river bank are dirty. Inspections on unknown waterway、 underground pipes or water pollution events are 26 times in total, with a sum amount of $2,480,000 NTD penalty. 26 relevant guidance activities and educational trainings were hold; 8 times of river cleaning events were engaged by 602 participants.
Marine environment sensitivity index ESI shows the coastline length in Taoyuan County is 38.85 km. Most of the sea shore is formed by reef rock、thin sand、thick sand or the mixture of gravel, which is recognized as level 2 to 6 seacoast in the ESI index. With approximately length of 31 km and the slope is situated between 8 to 15 degrees, it is defined as a gentle landform. Besides, the relatively sensitive seacoast types are algal reef in Guan-Yin town and the wetlands in Syucuogang in Da-Yuan town, the seacoast level in the ESI index is 8 to 10, and the length is 7.84 km.
In assisting to promote domestic sewage management, the results from 525 times community persuasive inspections shown that the disqualified rate of the community without permission has decreased to 10.9%、99% of the community are now using waste water treatment facilities and only 6 community have not set up management committee. The rest of the inspection and examinations on the projects that are not conform with regulations included 70 processing units、55 unlabeled pipelines、31 communities have not set up cumulative flow, 4 communities have not use independent electric meter, and 63 billboard of water discharge pipe are not tallied with the requirement. The investigation on 44 communities which permitted to do waste water recycling and reuse indicates that the conformity rate is only 40.9% and 43.2% of the community have recycled water which the volume is exceed the recordings shown on the permit.
