Auditing recycling and subsidizing related work: Any city or county environmental protection bureaus that applied for fund subsidy in year 2010, but failed to fulfill payment request and money appropriation and caused the fund unfulfilled will face the consequence of subsidy review in year 2012. Up to now, the mechanical equipment bought and construction work accomplished are: Seventy-nine 3 - 3.9 tons recycling trucks, one hundred and thirty 6 - 6.9 tons trucks, total 218 trucks; Five built and thirty-six maintained storage yards; and twenty four related mechanical equipment. This project also included compiling statistics reports of recycling result received irregularly from each organization, and continued to update present status of recycling facilities (including recycling trucks and storage yards). The subsidy plan of year 2011 for all the cities and counties had been audited. So far all the fund of the first stage had been released except for New Taipei City, Chiayi County, Taitung County and Lienchiang County to procure one mechanical instrument and executing construction projects. This project also continued to assist following-up auditing and subsidizing related work. In addition all the work involved in assisting the Environmental Protection Bureau to organize seminars on recycling in northern (Yilan County), central (Chiayi County) and southern (Pingdong County) areas was accomplished, too.
Conducting efficiency assessment on recycling executed by all the government organizations in the country: To reinforce executing the effect of recycling, the information guided project of year 2010 was executed in October and November at every Environmental Protection Bureau, and at the same time the communication with the local organizations was enhanced to recognize their way of operation. The project also helped the counseled cities and counties to compile counseling record to assess their documentation performance. Furthermore, we helped all the organizations strengthen their recycling effect accountability and it was done from March 1st, 2011 to April 20th, 2011. We also assisted them to produce assessment pamphlets during that period, arrange itinerary for committee members, compile opinions from members after the assessment was over, and assist to organize assessment voting meetings and Award Presenting Ceremonies, etc.
Counseling cities and counties whose recycling rate is low: In this project the parties to be counseled were cities and counties whose recycling rate was lower than 26.4% in year 2009 (80% of recycling target rate 33%), and garbage produced per person per day is higher than 0.5 kg, i.e. Chiayi County (24.28%), Pingtong County (23.6%), and Yunlin County (20.66%) three counties. Then two towns that had the lowest recycling rate in year 2009 were chosen to visit, investigate and counsel. During the period a phone interview or a face-to-face interview were done every season for the said three counties, and specialists were sent to accompany the cleaning crew to observe the recycling operation and how the citizens categorized the recycling goods. Along the counseling process, a common situation that caused lower efficiency accountability was found, i.e. high staff turn-over rate, incomplete compilation of fiscal information, different living styles that resulted in lower recycling rate, etc. Suggestions were provided in accordance with local conditions, or better methods employed by other cities or counties were offered for their reference. As a result, the recycling rate of these three counties was highly raised; Chiayi reached 29.07%, Pingtong 27.48%, and Yunlin 24.96%; in addition Yunlin County and Chiayi county received the Most Improved Award of the 2nd and the 3rd category of recycling efficiency accountability for year 2010 among participating organizations.
Build up a standard congregated procurement policy of Recycling trucks Provision Contract: All the suggestions from Environmental Protection Bureaus of all the cities and counties were collected and included in the “Standard congregated procurement policy of Recycling trucks Provision contract for year 2011”, and Taiwan Bank was delegated to conduct the follow-up bid activities and assist information-checking related work.
