In order to operate in accordance with the policy priorities in terms of the resource recycling set out by the Environmental Protection Administration of Executive Yuan, the Environmental Protection Bureau of Tao-yuan County Government held "2010 Resource Recycling for Public Image Enhancement and Logistical Management Plan." Targeted at recycling businesses of regulated recyclable wastes, recycling fields, recycling stations, logistic management businesses and individual businesses for resource recycling, the plan is designed with a core concept of creating an environment with internal tidiness and enhanced landscaping by utilizing the available social resources. Through the practice of this plan, it is expected that the general public's negative stereotyping about recycling as dirtiness and messiness will be transformed. Furthermore, the public will have more positive recognition towards resource recycling work. Results from the implementation of the plan are described in the following: (1) A general survey has been conducted for the thirteen towns and villages In the jurisdiction of the Tao-yuan County, where were found to have 105 recycling businesses undertaking the recycling of regulated recyclable wastes, 24 processors, 259 related businesses (without official registration). Moreover, basic information on 74 recycling stations in the smallest administration units in 13 towns and villages were collected, which also included the installation of global positioning systems at their main gates and entrances. Apart from the above, survey and counseling on the Working Environment Operation and Management Instructions for resource recycling stations and related environmental protection regulations were conducted in order to make sure their environmental sanitation and fire safety meet the requirements set out in the policy. (2) On July 29, 2010, a seminar on the public image enhancement through resource recycling for the community volunteers in villages and towns were held. On September 10, 2010, a seminar for the purpose of legal order promotion targeted at recycling and processing businesses were held. (3) Enhancement of the public image of the recycling stations and the setting up of demonstrative chain operations in communities, villages, towns, residential buildings, commercial circles, and shopping malls and logistical businesses were promoted. On May 12, 2010, screening rules for demonstration recycling stations were proposed and submitted to the Environmental Protection Bureau for review and reference. On September 29, the first-phase screening list was put forward and iOn October 29, the second-phase screening results with scores were reported. This project is aimed at five recycling stations for public image enhancement. These five stations are located in Chung-shen village, Kuei-gi Village and Long-gang community in Tao-yuan City, Pu-Ding community of Xing-wu county, Tai-tzi Tai-Yang-Chen in Lu-chu County. (4) In December 15, an achievement demonstration event for the enhancement of the public image of the recycling stations and the setting up of chain operations was held in Pu-Ding community of Xing-wu County. (5) Assistance is rendered in order to attend to the project of Application of Non-urban Land for Establishment and Use of Recycling Facilities for Regulated Recyclable Wastes. This includes the collection and sorting of review material and status tracking. It is calculated a total of 50 establishment application were lodged and tracked. (6) Assistance is provided to regulate recyclable waste recycling and processing businesses to register and apply for review. According to statistics, 49 applications were lodged and tracked. Among them, a total of 20 cases that applied for the Establishment and Use of Recycling Facilities for Regulated Recyclable Wastes were documented and digitalized. (7) The environmental carrying capacity is equivalent to the total recyclable waste output of the County, calculated by factors such as the local population and the resource recycling percentage. This is used to consider the direction of flow of the legalized recycled wastes. Moreover, the recycling waste volume from the registered recycling businesses and plants in the jurisdiction and the registered plant area were taken into consideration and calculation for the facility carrying capacity. From the estimation and analysis of the environmental carrying capacity, the issue of whether the number of recycling plants is sufficient is a concern for the opening and installation for more recycling plants. However, if the facility carrying capacity is the factor for a unit facility's carrying capacity for recycled wastes, then town halls or village offices may consider lifting the area for the purpose of recycling. (8) This control and management project is carried out by the way of an advanced proposal of the work report of the coming month before 10th of the month to the Bureau of Environmental Protection.
