低碳車輛二氧化碳減量策略研析計畫

中文摘要 透過「低碳運輸專區」設置準則的擬定,選取台北縣新店市湯泉櫻花社區及桃園市中聖里為低碳運輸專區案例,評估兩社區的低碳運輸成效,此兩社區透過大眾運輸系統的設置與減少私人運具行為的推廣,每年可分別減少140公噸及191公噸碳排放量,可作為縣市政府低碳運輸專區設置與評估之參考依據。 環保駕駛示範車隊和欣客運自2003年起開始投入駕駛員環保駕駛行為改善,除採購高科技車輛監控設備並成立行控中心外,另透過新進駕駛員教育訓練制度、車輛追蹤制度、駕駛員獎懲制度、完整的車輛保養制度四大方針,將車隊燃油效率提高13.5%,成效顯著。此外,蒐集國際環保駕駛執行策略,擬定國內短中長期環保駕駛推廣草案,同時透過專案輔導、環保駕駛網站建置、民眾教育訓練課程、國內環保駕駛十撇步擬定與摺頁印製,進而揭露環保駕駛執行成效,並宣導國人正確環保駕駛行為。 考量國內油電混合車日益普及,首先透過問卷普查了解油電混合車車主滿意度,依據回收問卷結果,約87%受訪者持正面滿意度觀感,且不論在油耗表現、車輛安全性與車輛性能等,油電混合車均有極高之滿意度;其次輔以四款油電混合車款進行實車路跑,驗證節能減碳實際效益,若與同等級傳統汽油車款相比,隨車款不同,每年每位車主可減少0.6至2公噸碳排放量,相當於7,000至25,000元的油料支出。在油電混合公車部分,透過首都客運示範運行成果,每公升柴油可行駛到2.81公里,與一般低底盤公車相比,油耗可達34%的改善比例,每年每車可減少19.2公噸碳排放量,相當於節省20萬元的油料支出。 蒐集彙整國外車輛二氧化碳排放數據、技術現況及管制策略,了解國外趨勢、技術與法規走向,同時調查國內2005年至2010年新車型認證資訊及國內廠商低碳車輛引進意願,了解我國新車二氧化碳排放現況及未來技術趨勢,並參考國外管制架構,提出短中長期減量策略方針。其次,關於All Terrain Vehicle(ATV)排放管制議題,透過國際ATV管制現況蒐集與專家座談會結論,因ATV無法上路且無需領牌,使用目的特殊,並無合法管道進行規範,建議先以安全為考量進行評估,若數量及污染量達顯著環境影響時,可考慮納入排放管制。此外,配合國家節能減碳總體計畫,從車輛技術、駕駛行為及運量上模擬不同情境組合之減碳效益,結果顯示若低碳運具的推動同時搭配加速舊車汰換,並輔以完整的大眾運具路網,可望達成國家減量目標。 最後,觀察國外各策略之執行成效,以新車管理的效益較為顯著,汎德(BMW)、福特六和(Ford)、Honda Taiwan、中華汽車(CMC)、三陽工業(Hyundai)及台灣賓士(Mercedes-Benz)六家進口及國產車廠也於2010年12月28日與環保署共同簽署「小客車平均二氧化碳排放值自願性減量協議」,承諾除將引進及產製低碳車輛供國內消費者選購外,並透過銷售策略的調整,期能於2015年減少10至15%的二氧化碳排放量,也為國內車輛二氧化碳減量開啟節能減碳新時代的里程碑。

Study on low carbon vehicle CO2 emissions reduction control strategies

英文摘要 Based on the setting principles of low carbon transportation area, two communities (Tangchiuan Community, Xindian city, Taipei County and Chung-Sheng Neighborhood, Taoyuan County) have been chosen for evaluation purpose. Through installation of public transit systems and reducing personal vehicles driving, the effectiveness of CO2 emission reduction of 140 and 191 tons respectively was achieved. The principles could be provided as evaluation references for the choice of future low carbon transportation area. The Eco-Driving demonstration fleet, Ho-Hsin Bus Traffic Co., has devoted on eco-driving since 2003. In addition to purchasing vehicle monitoring devices and setting up a Vehicle Traffic Control Center, strategies such as providing training to new drivers, vehicle tracking, driver behavior reward and penalty scheme, integrated maintenance systems altogether help achieve a prominent outcome with a 13.5% increase of its fuel efficiency. The other strategies conducted in this project include collecting international eco-driving strategies as references to draft domestic near, mid and long terms strategies to promote eco-driving, assisting transport companies to perform eco-driving, setting up a web site of eco-driving, providing public eco-driving training courses, printing 10 tips of eco-driving, revealing the effectiveness of different eco-driving strategies, and educating the public how to drive eco-friendly. As the popularity of HEV usages in Taiwan increasing, a survey was performed to investigate the satisfaction level of current owners on fuel efficiency, vehicle safety, vehicle performance etc., and the results have shown that 87% of the owners were satisfied with their Hybrid Electric Vehicles. This project also chose four different models of HEV to perform field tests on real road to evaluate their effectiveness on fuel saving. Compared with their counterpart conventional ICE (internal combustion engine) vehicles, these HEV models could reduce annually 0.6 to 2 tons of carbon dioxide emissions, and that is equivalent to 7,000 to 25,000 NT dollars saving on fuels. As to the HEV buses, through the demonstration fleet of Capital Bus Company, the results have showed that the fuel economy of 2.81 km/L could be achieved, that is 34% improvement, 19.2 tons carbon dioxide emissions reduction annually, and 200,000 NT dollars saving on fuels compared to the conventional ICE buses. This project also collected global CO2 emissions data and current status on related technologies and control regulations to understand and keep pace on the international trends. The 2005~2010 type approval emissions data and the willingness of low carbon vehicles introduction to Taiwan by both vehicle manufacturers and importers were also being investigated to understand the current status of CO2 emission from vehicles and future technology trends. With aforementioned studies and referring to the international CO2 emission control framework, this project proposed a set of near, mid and long term strategies to reduce vehicle CO2 emissions for our nation. As to the All Terrain Vehicle (ATV) emissions control issues, the global ATV regulations were being collected and an expert meeting was held, and the conclusions were as follows: Since the ATV is not allowed to drive on public roads, no to apply for type approval and get registration plate, the usage of ATV are on specific purposes, and currently there is no legal way to regulate ATV usage, hence this project proposed to evaluate ATV control regulations based on safety issues at first; second, it is not suggested to set up its related mandatory emission control regulations until the ATV’s sales volume and pollution reach substantial level. To cope with the national energy saving and carbon reduction policy, scenarios for different combinations of vehicle technologies, driving behavior, and transport devices were simulated to assess the effectiveness of carbon reduction. The results have shown that if the promotion of using low carbon emission transport devices combined with accelerating the removal of aged vehicles from the market and providing convenient public transit systems, the targets of national CO2 emissions reduction in transport sector could be achieved. Finally, overview the global vehicle CO2 emission control strategy, the most effective way is to perform control measures on new vehicles. Hence EPA co-signed with six domestic manufacturers or importers (BMW, FORD, HONDA Taiwan, CMC, Hyundai and Mercedes-Benz) the Voluntary Vehicle Carbon Dioxide Reduction Agreement on December 28, 2010, in which a 10 to 15% CO2 reduction targets were set for different committed signers through introduction of innovative low carbon vehicles and adjustment on sales strategies. The Agreement set a new era milestone for energy saving and carbon reduction in Taiwan.
