99年臺中縣環境品質監測站操作維護工作計畫

中文摘要 本計畫執行期間為99年5月4日至100年5月3日,皆能完成環保局交付之各項任務與職責,主要工作內容包括空氣品質人工測站之採樣分析與保養維護、自動測站之定期維護、固定式噪音監測站校正維護、移動式噪音測站監測、噪音設備管理、噪音管制系統維護與噪音相關報表提交、使用中車輛原地噪音量測、噪音管制區劃分及非屬原子能游離輻射監測等。 空氣品質人工測站方面,每月針對豐原、梧棲、霧峰3座測站進行1次落塵採樣與分析、2次TSP採樣與分析及維護保養、1次流量單點校正與每季執行1次流量多點校正,目前各測站儀器設備狀況皆良好。測值與98年比較,99年豐原之TSP平均濃度均較98年降低約7.6μg/m3,99年梧棲測站較98年降低約6.8μg/m3,而99年霧峰測站則較98年高約2.4μg/m3。另外,99年豐原、梧棲、霧峰3座測站之TSP年幾何平均值分別為57.8μg/m3、66.3μg/m3、68.4μg/m3,均符合空氣品質標準130μg/m3。而歷年之TSP年幾何平均值亦皆符合空氣品質標準。季節變化以冬季TSP測值較高、夏季較低,長期有有逐年降低趨勢,TSP成份以硫酸鹽比例較高。99年臺中縣落塵平均為3.75公噸/平方公里/月,分級均屬於極輕微污染。 在自動測站部份,經由本計畫定期之每週、月、季、半年與年度維護保養,各測站各監測項目皆能正常運作,且資料可用率均達90%以上。為確保監測監測數據之準確性,於99年8月26日及9月2日本計畫敦請專家學者進行儀器現場功能驗證及品保查核,已針對查核意見回覆並進行改善;並於100年4月8~14日依環保署現行之查核方法完成5座空品自動測站品保查核,查核結果均符合環保署所訂之查核數據品質目標。另外,亦完成大甲、太平及霧峰空品測站之門板更新作業、大甲測站防鏽作業、后里測站風速/風向計零件更新,以維持測站之完整性。 在空品自動測站數據方面,SO2整體以后里站與臺電3座測站濃度較高。后里站主要受附近鋼鐵廠影響;臺電測站應受發電廠影響,長期有逐年下降趨勢。O3濃度呈現春、秋較高之典型季節變化,長期呈現持平趨勢。PM10濃度呈現冬、春較高之典型季節變化,長期呈現穩定趨勢,而99年各站PM10平均值為歷年最低。 依據環保署豐原、沙鹿、大里測站之監測資料,99年之空氣品質不良(PSI>100)站日數為21站日,較98年減少6站日,臺中縣之空氣品質不良率為1.93%,其中空氣品質不良指標物以懸浮微粒所佔比例較高(52.4%)。中部空品區各縣市不良率以臺中縣(1.92%)最高,其次為南投縣(1.78%)、臺中市(1.51%)、彰化縣(1.23%)。而統計臺中縣所有空氣品質監測站之監測資料,山、海、屯三區則以屯區之空氣品質不良率(3.51%)最高,海區之空氣品質不良率(1.76%)最低。 另監測數據據與空氣品質標準比較,臺中縣二氧化硫、二氧化氮、一氧化碳之各項統計99年均無超出標準之情形。懸浮微粒之年均值符合標準值,而其日平均值99年有2.33%之比例超出標準;臭氧小時平均值有0.05%超出標準,而其8小時平均值則有6.04%超出標準。 在噪音監測方面,固定式噪音監測站之校正維護作業及移動式噪音測站監測皆依預定進度執行,固定噪音站之資料可用率均達95%以上。噪音陳情監測部份,目前完成21件陳情案件監測,陳情案件地點主要分布在交通流量較大之道路沿線旁,部分為鐵路噪音及高鐵噪音,噪音陳情案件監測結果有5件超出管制標準,由貴局處理後續行政事宜。在噪音管制區劃分部分,依貴局之指示彙整原臺中縣市各區之噪音管制區提交定稿,已於100年1月14日完成噪音管制區公告(府授環空字第1000008076號)實施。 在使用中車輛原地噪音量測部分,配合國道警察防飆勤務(路邊攔檢)及車輛噪音陳情案件與複驗通知到檢目前執行35場次,共檢測171輛次,不合格率35.1%,若僅統計路邊攔檢之不合格率則高達79.5%,不合格車輛多半為改裝車。 在儀器設備管理方面,於每月15日前至山、海、屯區各稽查隊及空噪科執行噪音計校正查驗,並進行噪音計檢定作業。在軟體操作維護與資料更新部份,除每月提送管制考評表、更新「噪音管制系統」之監測資料庫之外,每季並協助環保局填寫管制考評相關內容。 在非游離輻射電磁波監測方面,針對民眾陳情之案件共完成7件之監測,監測之標的包含行動電話基地台、廣播電台、配電設施與變電所等,監測結果均遠低於環保署所訂之非游離輻射環境建議值。

2010 Taichung County Environmental Quality Monitoring Station Operation Project

英文摘要 This project was implemented from May. 4, 2010 to Mar. 3, 2011. All the tasks defined in the contract had been completed including the sampling analysis, maintenance of the Manual Operation Air Monitoring Stations, regular maintenance of Auto-Monitoring Stations, calibration and maintenance of Fixed Noise Monitoring Stations, Noise Monitoring of Mobile Noise Stations, Equipment Management, the Stationary Noise Measurement of running vehicles, Delineation of Noise Control Zone, and Non-Ionizing Radiation Monitoring, et cetera. In the section of Manual Operation Air Monitoring Stations, this project had covered the following missions in Fengyuan, Wuchi and Wufeng. There are monthly sampling and analysis of dust fall, monthly one-point flow rate calibration, every half months TSP sampling analysis and maintenance, quarterly multiple-point flow rate calibration. All equipments in Manual Operation Air Monitoring Stations are in good working conditions. In contrast with year 2009, the mean concentration of TSP in year 2010 in Fengyuan reduced approximately 7.6μg/m3 compare to 2009, the mean concentration of TSP in year 2010 in Wuchi reduced approximately 6.8μg/m3 compare to 2009, the mean concentration of TSP in year 2010 in Wufeng increased approximately 2.4μg/m3 compare to 2009. The TSP geometric means of three Stations all meet the air quality standard in 2010. The concentration of TSP in winter was higher than insummer. There was a declining trend for a long time, in the TSP ingredient is high by the nitrate proportion. The dustfall in Taichung County in 2010 was equally 3.75 ton/square kilometer/month, the graduation was extremely slightly pollute. In the section of Auto-Monitoring Stations, all measurement items were functioning well under weekly, monthly, quarterly, semi-annual and annual maintenance scheme. The data validity all achieved above 90%. In the project, we invited experts to perform functions verification and QA check, and we had improved instruments based on critical comments. In 2010, the PSI (Pollutant Standards Index) of Taichung County revealing in Taiwan EPA report was 1.93%. As to the Maximum Index Pollutants, suspended particulates contributed the big part(52.4%). The measurement data for the mid-Taiwan, the worst one was Taichung County standing for 1.92%, followed by Nantou County (1.78%), Taichung City(1.51%), and then Changhua County (1.23%). Among Shan, Hai, and Tun, three districts of Taichung County, Tun had the worst air quality from its highest PSI and Hai had the better air quality from its lowest PSI. In the section of Noise Monitoring, the regular calibration and maintenance of Fixed Noise Monitoring Stations were completed according to the contract. The calibration report and monitoring data were submitted monthly and the data validity was above 95%. In the section of the Noise Monitoring of Mobile Noise Stations, that took twice quarterly monitoring tests at each spot, and according to predetermined progress execution. In the section of Petition Case Noise Monitoring, we had completed 21 cases times. Most of petition cases spreading along heavy traffic roadsides. The monitoring results showed five cases not complied with noise regulation standard. In the section of Stationary Noise Measurement of running vehicles, including in coordination with the federal highway police to guard against the car racing mission and Vehicles noise sentiment cases, we had performed 35 times including 171 vehicles’ inspection. The disqualified rate was 35.1% and the disqualified vehicles were mostly stock cars. In the section of the Equipment Management, all the noise monitors had to be sent to the auditing teams in Shan, Hai and Tun districts for testing on 15th of every month. In the section of the Software Operation/Maintenance and Data Update, apart from submitting the self- evaluation forms and updating the database of the Noise Control Information System monthly, it provided Taichung County EPB with the assistance of calculating and uploading the self-evaluation results to EPA’s Noise Control Information System quarterly. In the section of Non-Ionizing Radiation Monitoring, we had completed 7 cases according to the contract. The monitoring results showed all cases were lower than EPA’s recommended environmental values.
