事業廢棄物清理再利用查核輔導及管制效能提昇專案工作計畫
| 中文摘要 | 本計畫主要工作重點為執行300家事業、廢棄物再利用機構之查核輔導作業，本年度主要工作成果摘要說明如下： (一)完成執行300家事業、廢棄物再利用機構或其他廢棄物產生源之營運管理與廢棄物流向追蹤，並進行事業廢棄物管理相關法規、妥善清理與資源化技術、申報實務等宣導及輔導工作。 (二)依本計畫查核輔導工作成果，建立事業或廢棄物再利用機構製程廢棄物種類特性、產出關聯性分析與因子推估，編纂行業或製程稽查技術參考手冊。並維護更新本計畫事業廢棄物稽查管理資源應用系統之事業廢棄物清理及再利用技術管理等相關資料。 (三)完成研析違反廢棄物清理法違規態樣，依違規態樣性質分類制訂裁罰限期改善、停工或停業等處分後相關檢測、查驗、評鑑、按次或按日處罰等行政程序與裁罰標準，並完成研擬違反廢棄物清理法按日連續處罰執行準則修正草案。 (四)完成研析處分機關裁罰追償違反廢棄物清理法所得不法利益之估算方法、程序與標準，並完成研擬處理及再利用設施稽查及裁處作業要點(草案)。 | ||

Surveillance and Consultation Project for the Reuse and Disposal of Industrial Waste
| 英文摘要 | This project aimed to inspect and verify the waste flow records of 300 enterprises, recycling agencies or other waste sources The achievements of this project in this year are as below: 1.To trace the waste flow records of enterprises, recycling agencies or other waste sources and to prepare inspection guidance on the operational management. To promote and provide guidance with regard to the related laws and regulations, proper clearance technologies and declaration practice of industrial waste management. 2.In accordance with the results of inspection and guidances, to carry out the following works: (1)Formulation of waste characteristics for various industries and process. (2)Analysis of interrelation between waste input and output. (3)Estimation of influence factors of waste output. (4)Preparation of inspection manuals on processes and technologies of various industries. Besides, to maintain and update the waste information management network system. 3.To analyze the violation patterns of the Waste Disposal Act. According to the violation patterns, to establish the penalty period for improvement and related detection, identification, evaluation procedures, per time or daily penalties and other administrative procedures and sanctions for penalty standards. To complete the consecutive daily fines draft amendments for violating of the Waste Disposal Act. 4.To complete the estimation methods, procedures and standards of illegal profits from violating the Waste Disposal Act, and to complete the inspection and penalty guidelines (draft) of the waste treatment and recycling facilities. | ||
