彰化農地污染之環境資料蒐集與污染關連性分析計畫

中文摘要 由於「彰化縣農地土壤重金屬110 筆控制場址改善暨監督驗證工作計畫」所執行之時效尚在追償污染行為人之期限內,若能釐清責任歸屬,可作為求償之參考依據。本計畫最主要工作為收集與分析農地污染之相關環境資料,並比對灌排系統與農地污染關聯性。 本案蒐集計畫範圍內相關之農田水利小組背景與營運資料,包含引灌水源、農田水利灌區、工作站分區、小組分區、各類渠道分佈(含灌溉專用渠道、排水渠道、灌排併用渠道、回歸利用渠道等)、既有之灌溉水質測站位置、近五年以上之水質監測資料、歷年渠道底泥清除狀況,以及排入渠道的污染源名單,水利會搭排戶、排洩戶及水污染列管事業相關資料。 針對「彰化農地土壤重金屬110筆控制場址改善暨監督驗證工作計畫」之108處場址詳細核對,歸納相關資料之時間與空間資訊,補充鄰地的現地調查資料,並與過去研究案交叉比對,結果顯示,污染農地土壤與渠道底泥之間呈現相關之農地坵塊數所佔的比例高達91.3%,其面積總計有17.71公頃,佔總面積25.93公頃的68.3%;渠道底泥與灌溉水質之間呈現相關之農地坵塊數所佔的比例為46.2%,其面積總計有8.1公頃,佔總面積25.93公頃的31.2%;污染農地土壤與灌溉水質之間呈現相關之農地坵塊數所佔的比例為42.3%,其面積總計有7.27公頃,佔總面積25.93公頃的28.1%。由此可知,污染農地、灌溉渠道底泥以及灌溉水質確實存在相關性。 經過本案進行之渠道底泥XRF檢測資料(307點位)顯示,彰化市、和美鎮與鹿港鎮之渠道底泥中,仍然存在高濃度的重金屬,鉻金屬濃度介於24~14,561 mg kg-1之間,銅金屬濃度介於24~3,837 mg kg-1之間,鎳金屬濃度介於12~1,358 mg kg-1之間,鋅金屬濃度介於95~62,300 mg kg-1之間,且存在於底泥中的重金屬可能跟隨任何事件進入農地中,造成農地土壤污染之潛勢。

Environmental Data Compilation and Pollution Causes Analysis of Agricultural Land Pollution in Chang

英文摘要 The time limitation on enforcing the project of "The improvement, supervision, and verification works of 110 control sites of farmland heavy metal pollution in Changhua County" is still within the deadline for recovering from polluters. If we could clarify accountability, the results can be used as evidence for the claim. Therefore, the major works of this project is to collect and analyze the environmental information on farmland pollution, and then to determine the association between irrigation systems and farmland pollution. Checking the 108 sites of the project of "The improvement, supervision, and verification works of 110 control sites of farmland heavy metal pollution in Changhua County" was to summarize time and space information, add the site investigation data, and cross-compare with previous studies. The results showed that there was a high correlation between contaminated farmland soil and sediment. The proportion of the number of related farmlands was 91.3% and the area was 17.71 hectares, which occupied 68.3% of the total area (25.93 ha). For the irrigation sediments and water, the proportion of the number of related farmlands was 46.2% and the area was 8.1 hectares, which occupied 31.2% of the total area. For the contaminated farmland soil and irrigation water, the proportion of the number of related farmlands was 42.3% and the area was 7.27 hectares, which occupied 28.1% of the total area. It can be seen from the above results that there was a correlation between contaminated farmland soil, irrigation water, and sediments. Additionally, use of field portable X-ray fluorescence (XRF) was to determine the contents of heavy metals in irrigation sediments (307 samples). The finding that the sediments of Changhua City, Hemei Town, and Lukang Town still have high levels of heavy metals. The range of chromium levels was between 24 and 14,561 mg kg-1; the range of copper levels were between 24 and 3,837 mg kg-1; the range of nickel levels was between 12 and 1,358 mg kg-1; the range of zinc levels was between 95 and 62,300 mg kg-1. Therefore, the existence of heavy metals in sediments may enter into the farmland to cause soil pollution with any events.
