With the flourishing industrial and business development of Changhua district in recent years, all kinds of environmental pollution problems have emerged gradually, and among them, the people in the society denounce the air pollution problem the most. In view of this, for these years Environmental Protection Bureau has endeavored to push forward the county’s air pollution control work, which has shown the preliminary achievements; however, the fugitive pollution sources such as construction site, bare land, burning the paper money, and outdoor waste burning can still be seen everywhere, and the problems including air pollution, water pollution, foul smell, soil pollution, and waste pollution seriously affect the neighboring quality of life. Among them, the pollution of fugitive dust emission caused by construction engineering materials of soil, stone, and sand is the focal point of strengthening control; to diminish the particulate matter emission produced by civil engineering construction, bare land, burning the paper money for dead people, and outdoor waste burning in the county, Environmental Protection Bureau specially made “Changhua County 2009 Construction Engineering and Fugitive Emission Control Plan,” aiming at construction engineering, bare land, burning the paper money, open burning within the county to enhance inspection and control to effectively achieve the goals of pollutant reduction and air quality improvement further.
