The project implementation area is original Tainan city area from November 22, 2010 to October 31, 2011. The results of the work are summarized as follows:
I. Permit control and inspection operation of stationary sources
From Nov. 22nd, 2010 to Nov. 21rd, 2011, there were 45 permit applications of different categories by statistics, of which a total of three applications for operating permits, 21 applications for transactions, 11 for replacement and 10 for extension applications. There were 35 permits of all kinds issued, and 12 days for review on average, compliance with average required review number of days. 175 License check have been completed, and the correct rate is 88.6%; among 20 missing cases, 18 have been improved; two (Aceplux Optotech Inc. and Dun Yang Chemical Industry) are listed as track objects, and the industries are urged to propose improvements as soon as possible at the end of the year.
The stationary inspection operation has completed a total of 40 cases, reached rate of 111% and didn’t find any discrepancies. As for the regular network testing declaration, six cases were under declaration, and 2 cases with additional documents to complete. 42 cases have completed the review of test results and the related flaws were placed on the stationary pollution database page for correction and reference by the public or private premises. The first and the second amount of emissions declared are 36 plants in total. the inspection review operation for the third quarter of 2010 and 2011 has been completed. As for emissions declared on-site inspection, 40 plants have been completed. The flaw lies in the highest rate of wrong declaration of activity intensity.
In 2011, 404 cases have been under the process of inventory database update operation maintenance and 33 cases, expansion operation. And, 508 cases of inspections of stationary sources have been completed and 112 cases of inspection operation of industry regulations conformity. In line with other emergency mobile sampling, in Feb, 2011, a set of emergency sampling equipment has been provided, including sample containers, wind speed and direction meter, diaphragm pumps, sampling bags and related forms and regulations.
179 managed factories according to air pollution. Till now, the air pollution fee collection operations have been completed from Q3, 2010 to Q2 of 2011. As for Q2, 2011, the clearing operations are being done. The quarterly reporting rate has achieved 100%. As for 30 cases from EPA to call and make up pay, they are all done. The make up pay rate is 100% and the total levy amount of $ 2,636,943 has been recovered, which accounts for 24.56% of the total claimed amount; besides, and 264 cases of air pollution fee inspection have been done, which meets the EPA requirements of 25% on a quarterly basis.
As for CEMS control, partly in response to the west incinerator, two times of the relative accuracy test audit have been completed; two times the standard gas check; two times a pipeline leak rate and the parallel alignment checking. The checking results are in line with regulatory requirements, and in response to Taoyuan Huaya events, it has been completed in May, 2011, the check of regulatory compliance. Except for monthly loss report, others are all in line with the regulatory standards.
II. Food and beverage control and counseling improvement operation
There are a total of 453 food and beverage industry inspections operations completed. As for the current business type, Chinese are the most (72.9%). As for the control equipment, post process equipment installation accounts for 63%, 24% higher than that in 1998, which improved significantly, and as for the counseling for the public or private premises which are willing to improve, a total of 30 has improved; the reduction amount of TSP is 24.5 tons/year; the reduction amount of NMHC is 3.79 tons/year.
III. The gas station vapor recovery audit control
There was a total of 38 gas recovery facilities inspection completed in the gas stations. The results were all in line with regulations and standards. To enhance self-management in the gas station industries, the implementation of environmental-friendly gas station certification system was conducted and in March 25, 2011 a seminar was held to clarify the certification system. In June, 2011, evaluation started, and three stations in Tainan City were selected and awarded by the city mayor at the two hall meeting on July 27.
IV. The scattered pollution control operations
For open burning petition frequent area (Southern, and Annan Districts), 50 open burning cases were caught. The seized burning material is mostly plants. After help with putting off fire, the TSP was reduced by 25.611 kg; PM10 reduced 23.858 kg; SOx reduced 0.314 kg; NOx reduced 6.73 kg; NMHC reduced 202.611 kg; THC reduced 41.026 kg; CO reduction of 43.71 kg. And, with the first period crop, in May and August, 2011, 2 propaganda sessions of seminars were held to announce not to openly burn agricultural waste.
V. Inspection testing operation
10 flue testings have been completed. There were 820 equipment components testing; 30 odor detection; analysis of 20 oils with sulfur content; two TSP and one dioxin testings, of which only the recycling plant in Cheng Kung University Environmental Resources Research Center did not meet the regulatory standards of dioxin testing.
VI. Advocacy briefings
6 sessions of Instructions have ben completed, the food and beverage press conference, gas station oil and gas recovery facilities and regulations advocacy briefings, Mid-Autumn festival low-carbon smoke-free moon-watching press conference, permit control instruction briefings, air pollution fee collection briefings and restaurant smoke control technical instruction briefing respectively. Besides, 5,000 copies of gas refueling propaganda leaflets have been delivered.
VII. Incidents of air pollution emergency response drills (including military-like exercises)
On October 11, 2011, Sinying Office of Environmental Protection Bureau of Tainan have practiced the military-like exercises. And, on Oct. 13, 2011, at the Taiwan Paper Sinying plant, an air pollution emergency drill was held once.
VIII. Other affairs
12 pieces of news have been published: a Dragon Boat Festival E-card, a gas refueling coloring graffiti, a gas refueling animation and one Green mark memory small game.
