We analyze the processes of plants with operating permits in this project, and recommend selection of three plants, China Steel Corporation, Chinese Petroleum Corporation Refining Business Division Dalin Refinery and Taiwan Power Company Talin Power Station, as a priority to participate in mobile sources subsidy and reduction offsetting program. Kaohsiung City government can promote some strategies in the future, such as half-price or free of interchanges for commuters, total travel distance fares and employees transport subsidy, and continues to build more MRT, LRT and shuttle bus lines to increase the convenience and public transport ridership.
We propose the draft document of mobile sources subsidy and reduction offset regulation in this year, and establish promotion mechanism, files format and processes of plan review, inspection and implementation evaluation.
After we analyze reduction costs of stationary sources air pollution control equipments and mobile sources replacement subsidy, the result shows that, if the pollutants can be 1:1 in case of offsetting, the costs are similar, but mobile sources have higher reduction cost on individual pollutant.
We help environmental protection bureau promote the red 2 bus enterprises adoption pilot project , in period of three months, this project reduces 8,751 kg of CO2 but increases 128 kg of NOx.
We hold or participate in six discussion meetings, two hearings and two international conferences, it suggests Kaohsiung City government can legislate mobile sources subsidy and reduction offset regulation, the programs and calculations will be proposed by firms, and then reviewed and checked by environmental protection bureau. Enterprises can choose more favorable calculations and programs which are less expensive and have higher reduction effects.
