CEMS系統管制暨人工測站操作維護業務

中文摘要 在前置作業方面,依據管理辦法及相關審查規定,修定連續自動監測設施查核及品保作業程序,於99年7月14日提送。 監測儀器功能查核方面:於現階段本計畫共計已完成20根次煙道相對準確度測試查核,完成率100%,檢測結果所有測項合格率皆為100%,偏移校正因子(BAF)以氧氣與氮氧化物發生率較高,查核後也請廠商留意是否有系統性偏移之情形﹔不透光率校正誤差查核執行25根次煙道,完成率100%,低、中、高範圍合格率均為100%,誤差大部分小於1%﹔而標準氣體查核執行20根次,完成率100%,各測項皆合格,誤差大部分小於5%;二氧化氮查核進行6根次,完成率100%,整體轉化率已達到85.2%較上年提升4.3%,對於轉化率較差之工廠已於查核後建議廠商應自行定期測試,轉化率低時應更換相關耗材。 監督查核方面,本計畫於現階段共計完成20組相對準確度測試監督查核及25組不透光率監督查核,檢測結果皆符合法規。由於監督查核工作為工廠自行執行查核時到廠監督,因此發現監督結果不合格之工廠,均於現場告知,待改善後工廠自行再次執行複查,並列為主動查核之重點對象。 監測資料審查方面:每月定期進行月報審查,並完成日、月報傳輸率及有效監測時數百分比統計,部分工廠因資料處理系統軟硬體異常或廠內異常停電,皆可能造成數據遺失或漏傳,原則上目前日報傳輸率皆能達到99%以上。月報表方面,各多數公私場所皆能依每月的審查意見進行修正,月報缺失比率皆有下降的趨勢,目前以中油林園廠與台塑仁武廠月報累積缺失數較多。 現場系統及空污費比對查核作業方面,共計完成16場工廠現場查核工作,主要問題為軟體對於數據運算處理仍有部分問題存在,如在發生BAF時,相關參數須返回歸修正,極容易出現問題,而中纖偏移校正因子(BAF)仍會有計算錯誤出現與上年度缺失相同,須持續追蹤改善情形。 在法規符合度查核部份,現階段共計完成15廠40根次查核作業,而對於查核缺失部分亦持續追蹤輔導改善作業,為了確認各廠改善情形工作小組不定時並至各廠進行追查作業,藉此提昇連線工廠品保品管,增加連線資料之正確性與可靠度,而目前尚未改善缺失多為工廠承辦人員不熟悉相關作業而延遲修正,針對此部份工作小組除主動追查外亦提供相關資料輔導工廠進行改善,目前中纖因排放標準引用錯誤,導致RATA誤差計算錯誤,原合格數據實際為不合格,需重新計算無效數據時間與排放量,已請廠商對於檢測公司所提供之報告應自行檢查是否有誤,避免發生此種情形。 維護連線系統功能與通訊環境方面,為了使環保局主機系統運作順利,對於主機功能與轉檔模組之轉檔效能瑩諮公司定期進行維護與資料備,以提高資料之可用率,使局端連線系統能更加完善。 測站操作維護部份共執行264站次定期維護,完成率100%,TSP採樣完成264站次、落塵水採樣完成132站次,TSP採樣分析已完成264站次而落塵水採樣分析完成132站次,完成率100%。99年07月更換各站碳刷,並未有不定期維護(異常故障),而設備校正分為單點流量校正共執行528站次、多點流量校正共執行44站次及追溯一級流量校正共執行1次,各項校正之結果均符合規範要求。 總懸浮微粒採樣依照環檢所空氣中粒狀污染物檢測法—高量採樣法(NIEA A102.12A)執行, 於99年07月至100年04月期間在220站次的監測中,測值平均介於16~244μg/m3,期間並未有超出空氣品質標準(24小時值250μg/m3);而落塵量採樣為參考大氣中落塵量測定法(CNS 3916)執行,在110站次的監測結果中,以極輕微污染為106站次(96.4%),輕微污染為2站次(1.8%),中度污染為2站(1.8%)。 人工站更新部分,於100年4月份完成岡山站、阿蓮站、大樹站等三站,目前所有功能接帳常運作。
