研訂河川水質評估模式技術規範

中文摘要 目前環保署共公告十個技術規範,用以輔助環境影響衝擊評估與預測分析,改善評估品質。但公告的技術規範並未涵蓋所有應評估項目,尤其關於水體水質評估,並無任何技術規範可供參循。有鑑於國內多數開發行為都須進行水體水質的影響評估,本研究蒐集國內外環境影響評估的河川水質評估經驗,並召開兩次專家諮詢會議,制定我國環境影響評估河川水質評估技術規範草案,提供開發案件評估者標準的評估方法,提高環評案件的評估品質。所制定之技術規範草案,共九條條文,一個附圖、三個附件,其中建議的模式包括質量平衡、Streeter-Phelps、BASINS/HSPF、QUAL2K、SWMM、WASP等,並以承受水體與開發案件特性作為模式選擇條件。其中模式所需要的設計流量,建議有流量記錄者採Q75,無流量記錄者採枯水期實測值。放流水水量採擬申請放流水排放許可證之放流水量。水質評估模式應用建議分施工期與營運期,施工期應推出「逕流廢水污染削減計畫」,以質量平衡法(完全混合法)評估。營運期應視承受水體與開發案件內容,依照技術規範規定選擇適用模式。本文最後這些套裝模式分別應用於環保署環評審查過之10個開發案例,參考政府公開的資料庫、國內文獻報告及開發案件環評報告書內容,確定可進行水質模式模擬。

Establishment of the Technical Guideline of Water Quality Assessment Model

英文摘要 In order to assist the impact assessment and prediction in Environmental Impact Assessment framework, the Environmental Protection Administration (EPA) additionally provided ten technical guidelines. However, these announced guidelines did not cover all the issues and in particular, the guidelines designed for waterbody assessment has not addressed. Due to many development projects are unavoidably related to impact water quality in different ways, this study reviewed and collected the experiences from domestic and the U.S. implementations, and consulted the local experts, to establish the technical guideline draft of river water quality assessment. This guideline is aimed to improve the quality of EIA documents. The technical guideline draft included nine articles, one figures, and three annexes. The six assessment tools are suggested, i.e., mass balance, Streeter-Phelps equation, BASINS/HSPF, QUAL2K, SWMM, and WASP. The selection principles are based on the characteristics of projects and receiving waterbodies. One of the important model parameter is the designed flow and Q75 is suggested for those with efficient observation data; otherwise, supplemental sample in low-flow period is required. Wastewater flow should consist with the quantity of applied wastewater. The water quality impact in construction and operation period needs to be analyzed separately. In construction period, the Reduction Plan of Runoff Pollution is needed and the mass balance is used to assess water quality impacts from the reduced runoff wastewater. The proposed assessment tools in technical guidelines are particularly for impact analysis in operation period. Finally, ten realistic case provided by EPA document system are chosen to demonstrate the application of the technical guidelines. The results of the case studies with data from public information database, original EIA reports, and references ensured the feasibility of these models.
