各縣市執行空氣品質改善維護計畫之成效彙整分析及協助考評工作推動計畫
| 中文摘要 | 本計畫工作內容主要為彙整評析縣市管制工作之有效性，提出管制對策，提昇縣市SIP計畫執行績效有效運用空污費。各縣市共通性計畫執行空窗期平均在3個月以下，對提高縣市計畫接軌與執行品質具正面意義。污染源管制工作成效評析方面，機車定期檢驗減量成本為34元/公斤，路邊攔檢減量成本為2,721元/公斤。另由環保署其他專案查核結果顯示法規規範內容辦理情形、機車告發數、油品檢測樣品合格率、許可證核定正確率比率等均較98年提升或持平。營建工地符合管理辦法規範、排放量完成申報審查比率較98年減少，需再加強。 在協助執行績效考評作業方面，完成99年陳情資料篩選，共篩選出21個縣市1111家屢被陳情案件，進行縣市查處結果彙整。完成縣市道路178條之目視查核結果，各縣市道路均可維持在乾淨及普通等級，優於98年。縣市道路街塵負荷採樣分析120條，各縣市道路均可維持在乾淨及普通等級，平均街塵負荷3.97g/m2，較98年下降10.4%。「民眾空氣品質改善滿意度」問卷調查20,139份，民眾對環保局在改善空氣品質滿意度比例由98年53.2%提升為65.0%。辦理相關考評會議及執行成果觀摩會，提供縣市交流與環保署溝通之橋樑，及空污技術諮詢委員提供政策建議之管道。 考評要點修正方面，考評方式配合縣市改制升格後之差異，將五直轄市、本島縣(市)與離島縣(市)分開評比。考量縣(市)合併成直轄市後資源運用較充足，對於直轄市空污費撥交之比例提高，以期直轄市可以更為提升管制成效。 協助考評資訊系統整合與考評運作機制方面，提供縣市填報考評報表及考評相關查詢資料格式，協助SIP考評資訊系統將考評資訊電子化，做為未來管理縣市執行成果之工具。 | ||

The analysis of air quality protection outcomes of Local EPB's
| 英文摘要 | The scope of this project was to evaluate the effectiveness of local Environmental Protection Bureaus (EPBs) in air pollution control, to propose control strategies, and to improve the utilization of the air pollution fee in local SIP projects. After review, the between-project time for conducting common projects was less than 3 months for most counties and cities, which showed positively in improving efficiency and project continuation. The cost of emission reduction is 34 NT/kg from motorcycle’s regular inspections; the cost for roadside inspection is 2,721 NT/kg of emission. After review of other EPA’s projects, it showed that the compliance of the air regulations, motorcycle inspection and enforcement, ratio of passing in sampled diesels, and the accurate permit approval ratio, were all improved in this year. However, the compliance at the construction sites and completion rates for reporting emissions were lower than those of 2009’s and need further improvement. In order to audit the performance of local EPB’s State Implementation Plan, 1111 petition cases from 21 counties or cities were screened and the inspection results were analyzed. 178 roads were inspected for their cleanness conditions. These roads were classified as clean or moderate, and the result is better than that of year 2009. Dust loading of 120 county roads were sampled and analyzed. Most of the roads can be maintained in a clean or acceptable level. The average street dust load is 3.97g/m2 which are less than that of 2009. 20,139 copies of “Questionnaire for the satisfaction of air quality improvement” were surveyed. The ratio of satisfaction increased from 53.2% for year 2009 to 65.0% for year 2010. The auditing conferences and demonstration party/meeting were held for comments exchange between local EPBs and EPA, and to receive recommendations from air pollution control consultant committee. “Auditing Rules for Effects of Local EPBs’ State Implementation Plan in 2011” is revised by rating 5 upgraded municipalities, the main island county/city, and the island county/city separately. Considering the combined counties and cities have more resources, therefore, the higher proportion of air pollution control fees should be made available to enhance the control effectiveness. In order to assist the maintenance of “SIP Audit Information System”, a subsystem of EPA "Integrated Management Information System for Stationary Source Control", comments and suggestions from the Auditing Committees and local EPBs about the operation and data transfer were discussed, summarized and proposed through this project. | ||
