99年鹿林山背景測站科技研究及操作維護計畫

中文摘要 近年來亞洲地區大氣污染物(包含酸性物染物、亞洲沙塵、生質燃燒、大氣汞等)對我國的長程輸送已受到相當廣泛的注意。基於區域性與跨洲際大氣污染傳送問題釐清,以及我國背景大氣化學基線資料之建立,已於中部鹿林山建構具國際水準之空氣品質背景站,2006年4月13日正式啟用。本計畫整合降水化學、微量氣體、大氣氣膠、大氣汞、大氣輻射等主要領域專長研究者進行相關儀器功能測試、維護、資料分析,建立長期資料庫。定期及機動儀器維護累計共派員前往鹿林山背景站53次。氣體及氣象類別儀器的資料可用率大都高於90%,大氣汞、懸浮微粒及輻射儀器較低。 2009年12月至2010年10月計畫執行期間資料顯示,CO平均為145.2 ppb、O3平均為33.5 ppb、PM10平均為11.4 g m-3、pH值平均為5.11、氣態元素汞(GEM)平均濃度為1.57 ng m-3、氣態二價汞(RGM)平均濃度為13.4 pg m-3、顆粒態汞(pHg)平均濃度為0.1 pg m-3。各污染物月平均濃度變化趨勢顯示,鹿林山春季受境外移入之大氣污染物影響顯著,3月份是東南亞生質燃燒好發季節,藉由氣流軌跡分析、污染物成分分析可確定高污染事件與生質燃燒有關。估算鹿林山CO、O3和PM10的背景值分別為122.4 ppb、34.4 ppb、4.1 g m-3。 推動我國與美國環保署、太空總署、海洋大氣總署合作,進行技術交流與資料交換。積極參與國際合作,例如聯合國大氣褐雲國際觀測實驗(ABC)、美國太空總署亞洲生質燃燒國際觀測實驗(BASE-Asia)、七海計畫(7SEAS),以及與日本富士山監測站區域合作等,進行實質監測、資料交換、技術交流、參與會議,並爭取會議主辦權。鹿林山背景站目前已是全球觀測網的一員,例如NASA/AERONet、NASA/MPLNet和 NOAA/GMD/CCGG監測網。2010年6月16、17日於中壢舉辦7-SEAS國際合作工作會議暨鹿林山空氣品質背景站四週年慶,邀請國內外學者參與,展現鹿林山背景站研究成果。NOAA Dr. Betsy Andrews11月2-5日於鹿林山大氣背景站進行氣膠系統之年度維護、資料篩選 (Data editing) 、儀器校正及教育訓練;參加11月11-12日在環保署召開台美環境技術合作之「大氣汞監測資料品質研討會」,協助美國環保署專家於11月13-14日前往鹿林山背景站進行儀器升級,本站之儀器運轉及技術人員水準深獲其肯定。更多資訊可參考鹿林山大氣背景站中英文網頁。

Research and Maintenance at the Lulin Atmospheric Background Station

英文摘要 In recent years the long-range transport of Asian atmospheric pollutants (for instance, acid pollutants, Asian dust, biomass burning and mercury) to Taiwan has been widely paid attention. In order to clarify the intercontinental and regional transport and to collect the atmospheric baseline data, the Lulin Atmospheric Background Station (LABS, 2862 m MSL), located at Mt. Lulin in central Taiwan, has been operated since 13 April 2006. This project integrates the researchers in the fields of precipitation chemistry, gas chemistry, aerosol chemistry, atmospheric mercury and radiation to test and maintain the instruments, conduct data analysis and construct long-term database. Up to now, total on-site maintenances (includes regular and mobile) are 53 times. The data acquisition rate for gases and meteorological instruments are greater than 90%, whereas atmospheric mercury, aerosols and radiation instruments shows lower values. During the project conducting period, the average concentrations of CO, O3 and PM10 are about 145.2 ppb, 33.5 ppb and 11.4 g m-3, respectively. The average pH value of precipitation is 5.11. The average concentrations of mercury such as GEM, RGM and PHg are about 1.57 ng m-3, 13.4 pg m-3 and 0.1 pg m-3, respectively. Monthly variation shows the high concentration of pollutants generally occurred during spring time, especially in March. Integrating trajectory analysis and chemical component analysis, we suggest the high concentration events are most likely associated with the biomass burning from SE Asia. The atmospheric background values for CO, O3, and PM10 in Lulin are estimated to be about 122.4 ppb, 34.4 ppb, and 4.1 g m-3, respectively. Additionally, we have established intensive international collaborations with USEPA, NOAA, NASA, and Japan Mt. Fuji Project. We have also participated international experiments or campaigns including UNEP/ABC/EAREX, 7-SEAS, and BASE-Asia. The LABS is now part of global networks, for instance, NASA/AERONET, NASA/MPLNet, NOAA/GMD/CCGG sampling network. We also held the International Workshop on 7SEAS and the 4th Anniversary of Lulun Atmospheric Background Station in Chiung-Li on June 16-17, 2010. We invited many domestic and foreign scholars and demonstrated recent research results of LABS. Dr. Betsy Andrews (NOAA) visited LABS on 2-5 November for annual maintenance, data editing, instrument calibration, and education and training. On November 11-12, 2010, we participated an international meeting held in EPA, entitled "Atmospheric mercury monitoring data quality seminars". After the meeting (November 13-14, 2010), the U.S. EPA experts visited LABS for instruments upgrades. They were impressed by the performance of site operation and personnel.
