99年度執行新購或改裝油氣雙燃料車補助及查核專案工作計畫

中文摘要 為利執行新購或改裝油氣雙燃料車補助,自98年度起由環保署回收統籌補助業務,並委由本計畫依「新購或改裝油氣雙燃料車補助辦法」訂定審查撥款標準作業程序,以達到公正、公開及高效率的補助款撥付作業。在99年度執行成果中,本計畫已協助環保署受理及審查2,013件申請案件,共核撥新台幣44,925,000元(計程車)及加氣券5,400,000元(自用車),相較於98年度之申請案件數約增加12.3%,顯示民眾申請改裝補助持續且穩定成長中。查核作業方面,規劃多種查核防弊機制,並完成88輛實車查核、1,516輛改裝滿一年之車籍資料比對及3,387輛加氣紀錄追蹤,綜合上述查核結果,申請車輛均符合補助辦法規定。 本計畫協助環保署建置及擴增「油氣雙燃料車資訊管理系統」與推廣網頁功能,包含公務機關上網填報系統、問題反應平台及最新消息登載等,期提供多元化資訊功能以滿足分眾導覽。經統計系統使用頻率約26人次/日,且近七成以上的使用者表示滿意,由此可知資訊系統現階段已成為各單位調閱LPG資料上不可或缺的資源。 為落實油氣雙燃料車排氣認證制度與執行抽驗作業,本計畫規劃排氣認證審查程序與車型抽驗流程,並完成輔導7家改裝廠正確填寫申請文件。截至本年度已協助環保署核發80張排氣認證合格證明,共207款車型。抽驗作業方面,依改裝廠業者自行執行品管測試結果顯示,均符合新車污染排放標準,亦表示,推動排氣認證制度與執行車型抽驗作業,確實能有效控管改裝品質並督促改裝廠業者落實自行品管抽驗。 教育訓練成果,本計畫為導正原車廠人員瞭解LPG車之特性,已於車輛銷售商匯豐汽車之營業據所,辦理5場油氣雙料車推廣說明會。公務機關推廣方面,為鼓勵優先採購LPG車改裝,依區域舉辦北、中、南等3場系統操作說明會,並邀請改裝廠業者宣導LPG車之安全及應注意事項。除宣導活動之外,另針對使用中LPG車有舉辦2場免費健診活動,並統整執行成果提供環保署參用。申請範例手冊部分,已完成申請補助案件、申請排氣認證及資訊系統等範例手冊編修作業,並各印製100本供改裝廠業者及地方環保局參用。

To Execute the Subsidy of Hybrid-LPG Vehicle

英文摘要 Since 2009, EPA has taken over the all subsidy applications. In order to execute the subsidy for the new purchase or modified to hybrid-LPG vehicles, this project has been assigned by EPA, according to “Purchase or modify to Hybrid-LPG Vehicle Subsidy Regulation” to establish the standard operation procedures (S.O.P) for the subsidy performing in a way of justification, open and high efficiency to review and inspect the Hybrid-LPG Vehicle subsidy applications. This project has finished the review, inspection and appropriation of Hybrid-LPG Vehicle subsidy application submitted by LPG re-equipping companies in 12 months. There were 2,013application cases in 2010, and the total Hybrid-LPG Vehicle subsidy amount was NT$44,925,000(for the Taxi cars) and NT$5,400,000 as the fuel coupons (for the private cars). Comparing with 2009, application cases increase 12.3% that means re-equipping rate stably grow up. In the tasks of inspection, this project has completed 88 on-site inspections for re-equipping Hybrid-LPG Vehicles, comparing 1,516 cars which have re-equipped over one year with their cars’ records and tracing 3,387 cars with their gassing records. Simultaneously, this project has assisted EPA to set-up and expand the “Hybrid-LPG Vehicle Information Management System” and an on-line updating website, including the “Government Organizations Filling In and Submitting Forms System”, the questions response window and news uploading, etc., to provide multi categories’ information for the public’s guides. By statistical analysis we can find this system using frequency is about 26 times per day and near 70% users were satisfied. In the tasks of Emission Authentication for Hybrid-LPG Vehicle Model and executing spot check, this project plans a procedure of emission authentication inspection and Hybrid-LPG Vehicle Model Spot Check; in addition this project also guides 7 re-equipping companies to fill in application cases correctly. Up to June 2011, this project has assisted EPA to finish 80 Emission Authentications and 207 vehicle models. In the tasks of spot inspection, according to the results of re-equipping companies executed quality control by themselves that all conform to new vehicles pollution emission standard, which means promoting Emission Authentication for Hybrid-LPG Vehicle Model and executing spot check can control re-equipping quality effectively, and to insist on re-equipping companies to carry out quality control spot check by themselves. In the tasks of education and coordination, this project organized five promotion conferences for the car factory. This project also organized 3 times system operation courses for the re-equipping companies and government organizations. Besides promotion, this project organized 2 vehicle safety examinations for free. In the tasks of guide brochure, this project has finished editing and modifying of subsidy application cases, the examples menu for applying the Emission Authentication for Hybrid-LPG Vehicle Model and Information Management System, and printed each of them 100 brochures for the re-equipping companies and EPB to refer.
