低碳城市建構對象競逐遴選及先期作業規劃專案計畫

中文摘要 本計畫主要係協助環保署遴選北、中、南、東4座低碳示範城市建構對象，因此計畫內容涵蓋低碳城市評決機制及評審項目之建立、申請手冊、宣導折頁及審查指引之編撰及設計，以及協助辦理相關審查會議，遴選結果為新北市、台中市、台南市及宜蘭縣，獲選為北、中、南、東4座低碳示範城市建構對象。 除了前述工作外，蒐集國外相關低碳政策及法令，包含英國、日本、中國及美國等國，研析國外低碳城市推動計畫內容，發現皆以運輸及住商部門相關措施進行推動，因此研析我國低碳城市應共同採行之低碳措施及其相關獎勵補助規定，並據以研擬「低碳城市推動方案(草案)」及「建構低碳城市及擴大為北中南東低碳生活圈之行動計畫(草案)」，進而向行政院報請核定。

The low-carbon city competition and pre-planning project

英文摘要 The plan to assist in one low-carbon exemplary city will be selected in each of the northern, central, southern and eastern Taiwan, including selection mechanism and low-carbon city establishment selection etc. On August 4, 2011, 4 finalists (local government) were announced: New Taipei City (northern district), Taichung City (central district), Tainan City (southern district), and Ilan County (eastern district). The collection of foreign policy and laws related to low carbon cities, including Britain, Japan, China and the United States etc., then found the first platform of low carbon cities development are relate to transport, residential and commercial, and according to develop "low-carbon city program (draft)” and ” low-carbon city action plan (draft)".
