臺北縣空氣品質維護改善規劃整合計畫

中文摘要 本計畫之工作內容包含空氣品質分析、PAHs採樣分析、檢討空 氣污染管制策略、空污防制計畫之監督管理及考核、空污基金管理及空氣品質淨化區設置及維護考評工作 一、空氣品質分析 (一)空品不良率 空品不良率而言,北部空品區自96年空品不良率1.99%後,97及98年空品不良率分別降為1.70%及1.45%, 99年空品不良率已降至0.58%,新北市空品不良率亦降至0.89%。 (二)污染物變化 PM10自91年後已達二級防制區等級,O3近年雖未達二級防制區標準,惟近年小時第8大值已有下降趨勢,98年達123.9ppb,99年已進一步降至120.8ppb,接近空氣品質標準。 (三)事件日污染物分析 由96-99年夏半季(4-9月)污染物變化顯示,盆地中央測站(新莊/菜寮/板橋/古亭/萬華)、土城及古亭99年總臭氧皆有明顯降低,尤其以新店降低最明顯,特別是晨間總臭氧99年明較過去低,顯示99年臺北盆地總臭氧確實有改善情形。 二、PAHs採樣分析 本年度執行五個測站四季之16種PAHs濃度採樣分析,除板橋站、汐止站及菜寮站之部份樣品的PAHs濃度,略較背景站高外,其餘樣品皆與背景站接近。 三、檢討空氣污染管制策略 本年度已擬定各計畫100-102年之計畫重點與內容,並納入100年計畫編列。 係以汽油個人運具減半,達到綠色永續交通為目標。目前已初擬機車減半的方向包含: (一)成長減半(100~102):5萬輛/年→2.5萬輛/年→零成長 (二)排放減半(103~107):1.6萬噸NMHC→0.8萬噸NMHC (三)使用減半(106~110):70%→40% (四)設籍減半(111~115):220萬輛→80萬輛電動車+80萬輛傳統機車 整體目標的達成係以便利交通有效管理、掌握髒污車輛加速汰舊及清潔車輛推動三大方向為主要策略。 四、空污防制計畫之監督管理及考核 由於上年度計畫成果發現計畫之執行品質缺失仍多,故本年擴大每月之品質查核外,並增加計畫之現場查核工作,實地瞭解計畫執行現況。 五、空氣品質淨化區設置及維護考評工作 本計畫已完成四季內所有空氣品質淨化區查核作業,查核內容分別從:植栽養護、環境維護及使用情況等項目進行評定,整體評估各空品淨化區維護管理均良好。

The Integration Plan of Air Quality to Manintain, Improve, and scheme

英文摘要 The work plan includes the air quality analysis, PAHs sampling and analysis, review of air pollution control strategy, air pollution control plan supervision and evaluation, air pollution fund management and air pollution clean air zones maintenance. The PSI (pollution standard index) in the north area air quality zone is 1.99% in 96 year. It respectively reduced to 1.70% in 97 year and 1.45% in 98 year, 99 years further reduced to 0.58%.In the other hand, New Taipei City PSI> 100 has dropped to 0.89%. The PM10 has already become the attainment area since 91 year. Although the ozone exceed standard of the national air quality in recent years, the 8th maximum hour-average has been a downward trend recently 98 years of 123.9ppb, 99 years further reduced 120.8ppb, close to the air quality standards. Pollutants in April-September from the 96-99 year changes show that the central basin stations are obviously lower in total ozone(O3+NOx) in 99 year. Especially, xindian station decrease obviously that 99 years Morning total ozone lower than in the past clearly shows total ozone in Taipei Basin to improve the situation indeed in 99 year. The sampling and analysis of the 16 PAHs concentrations in five Air Quality Monitoring station during the year of the four seasons. The sampling results show that the PAHs concentration close to the background except banqiao, sijhih and Cailiao parts of samples. 99 year has drew up the 100-102 year plan outline and incorporated into 100 year plan. Personal gaosolin transport reduction half to reach the green goal of sustainable transport. Motorcycle reduction half has been halved in the direction to be included four steps: (A)Growth by half (100yr~102yr):50,000 car/yr→25,000 car/yr →zero growth (B)Emissions by half(103yr~107yr):16,000 ton NMHC/yr→0.8 ton NMHC/yr (C)Usege half (106yr~110yr):70 %→40 % (D)set membership half(111yr~115yr):2.2 million→0.8 million electric vehicle +0.8million traditional gasoline motocycle Since last year the implementation of project plans that the quality of the sub-plans check results are still many missing, it expanded this year to check the sub-plan quality of each month, the in-site checking. This project has been completed for all four seasons to check operation clean air zones.Check the content from the planting of conservation, environmental preservation and use of such items to be assessed, the overall assessment of the maintenance and management of clean air areas are good.
