The greenhouse effect has been categorized as global environmental issue that is in need of developing effective energy conservation and carbon reduction strategies with global viewpoint. In response to the crisis on the environment and the humanity due from global warming, the global community should be actively promoting the Green New Deal on new dimension of thinking in policy which help humanity change the rely on traditional energy resources to the development of clean energy and the mitigation on the impacts of climate change. Based on the "common but differentiated responsibility" principle under the identical global village and maintaining the global environment Taiwan has explicitly expressed the support on the "Copenhagen Accord" and the willing of participation in activities of the "UN Framework Convention on Climate Change". Taiwan are implementing on actions in energy conservation and carbon reduction in accordance to the content and principles of the Copenhagen Accord, constructing the Nationally Appropriate Mitigation Actions (NAMAs) with mechanism of domestic measurable, reportable and verifiable (MRV). At current stage, the Government has developed policies and measures, initiated the "carbon reduction year" of Taiwan, for achieving the target of national energy conservation and carbon reduction, towards the green industrial structure and low-carbon society, to enhance the international competitiveness in industry and also the motives in improving the pollution loads.
This project will be in continuation to monitor and comprehension the development of the post-Kyoto negotiations and response strategies, and in seeking opportunities in the international occasion for multiple voices during the UNFCCC Conference of the Parties to be held by the end of 2010 in Mexico, sharing our experience on energy conservation and carbon reduction, and meanwhile strengthening the negotiation niche on the carbon reduction responsibility in the future. In the meantime, this project will be continuously implementing on capacity building and international channels developing in international cooperation on climate change pipelines, and the facility of the cooperation opportunities with international standards through legal system. The main objectives of this project include:
1. The participation in the UN Framework Convention on Climate Change conference and peripheral activities under the direction of Taiwan Environmental Protection Administration.
2. The study and analysis the progressive development on trend on the Copenhagen Accord and international community for the development of strategies and positioning in Taiwan Environmental Protection Administration.
3. Developing the 2010 International Summit Forum on Climate Change for the innovative partnerships on international initiatives.
4. Enhancing on promotion of the participation of Taiwan in the UNFCCC under international occasions as well as information dissemination and human resources development.
