In order to effectively decrease the dust pollution which caused by cars, and to continue the policies from year to year, the Bureau of Environmental Protection in Tainan city has carried out the project which enhances road flushing during 2010－personal road flushing business. The project began on Jan 3, 2011 and ended on Jan 2, 2012, lasting for one year. The progress of project are as shown in Table 1. The abstract of achievements is as follows.
1. The complete length of road flushing of the project is 20,643 kilometers and the total execution rate is 103.2 %. The reduction amount of TSP is estimated to be 284.88 tons. The use of water is 1.22 - 1.35 tons one kilometer per month, and use of water averages 1.29 tons one kilometer. It exceeds the contract's standards.
2. Length human washing 2261.9 km of street sweeping, street sweeping per month 104.2 ~ 222.5 km, the operations people 14 to 23 passengers, a total of 238 people manually sweep the streets.
3. Dirty the streets monthly survey, a monthly survey of the project length of 81 to 112.59 km, a total of 479 road census, the total length of 1214.36 km, the results of A-roads accounted for the census 91.0%, B grade 9.0%, C 0% level.
4. Part of the dust load in the street, in the first quarter to the third quarter a total of 23 points times the street cleansing operation before and after the removal efficiency testing; to Ming Road, Street, the lowest dust load, the average rate of 69.51% the highest cut inspection, street dust load increased from pre-test class B road (1.33g/m2), raised to A-road (0.47g/m2), road dust reduction rate in 51.08 ~ 93.23%; Street dust load in order to shore up South Road, South Street Sea dust load the amount of C-class road from the pre-test (12.03g/m2), upgraded to class B road (4.43g/m2), road dust reduction rate of 59.7 ~ 63.16%, indicating the program can effectively enhance the city's streets clean and the overall degree of .
5. Encourage enterprises to adopt a total of two home number, at this stage (Jan 2011 to Jan 2012) enterprise adoption length of 6381.87 km, and meet the monthly target 250 km mileage requirements (completion rate of 212.7%), indicating the project's intention to promote the entry and operations efforts.
6. The project at this stage also perform a number of positive control operations, including: (1) Empty product deterioration contingency measures; (2) investigate the establishment of joint communication mechanism dirt road; (3) to assist the Bureau for advocacy work; (4) with EPA Plaza scattered sources of pollution control and air pollutant emissions reduction plan notification cleaning operations.
