廢機動車輛源頭減量及再利用分析規劃暨廢車粉碎廠監督營運專案工作計畫

中文摘要 本計畫執行目標為調查更新廢機動車輛回收處理業成本及上下游費率,以提供相關建議及配套措施;持續推動源頭減量與安全拆解試辦作業,研擬新增拆解項目,並輔導相關業者;研擬建立廢機動車輛稽核認證相關作業,並輔導回收業建立帳務管理制度;持續觀音廢車粉碎處理廠之監督營運,並協助辦理後續處置作業。在成本及費率部分,汽車報廢量與汽車銷售量、民間消費、消費者物價指數及央行利率等指標有關,機車報廢量與新車銷售量、央行利率、機車躉售物價指數等指標有關;回收成本也隨收車量減少、回收業者家數增加而提高;綠色差別費率分析情形,機車有24種車款申請通過,汽車有3種車款通過,於基金餘絀未有顯著影響。配合回收業者管理策略,研擬EPEAT分級管理模式以評量業者,完成粉碎業手冊取消預估值等方針修訂草案,以及採CCTV與地磅連結和不預警查核取代駐廠模式;在冷媒及安全氣囊回收部份,冷媒回收已有2家許可業者,舉辦研習會輔導業者送交該類合法機構,於安全氣囊方面,目前尚未有處理業者,相關處理方式須再審慎考量;在資源回收循環再利用部分,囿於母廠原料使用規範,無法循環再利用,惟於鐵金屬可考量於內裝件再鑄造使用。在稽核認證研擬作業,規劃修訂處理業補貼費率,於回收業者帳務管理輔導工作,合計輔導21家回收業及1家處理業者。觀音廢車粉碎廠委託營運部分,由原營運廠商依合約規定提請優先議約通過。

The Project of Recycling System Review and Reducing, Recycling Investigation for wasted car & scrap

英文摘要 The objectives of this project include:amend the cost for the End-of-Life Vehicle (ELV) recycling enterprises and the rates for upstream and downstream industries to provide related suggestion and supporting measures;keep promoting source reduction and the pilot job of safe dismantling of ELV recycling, plan to add new items in safe dismantling and counsel related manufactures;the development of auditing and certification of ELV and to counsel recycling enterprises to establish system for account management;keep the supervision of Guanyin crushing plant and assist in the subsequent disposal operation. In the cost and rate part, the amount of scrapped automobiles is related with the amount of automobiles sales, consumption, CPI, and interest rate of the central bank;the amount of scrapped motorcycles is related with the amount of motorcycle sales, interest rate of the central bank and WPI in motorcycles;the cost of recycling will be decreased with the amount of the vehicle collection increase, and it will be increased with the amount of the manufactures increase;for the analysis of green subsidy rate, there are 24 kinds of motorcycles and 3kinds of the automobiles passed the application, and it has no obvious impact on fund surplus. To coordinate with the policy in managing recycling manufactures, we develop EPEAT hierarchical management model to evaluate the manufactures, complete the revised draft of some new policy, and the Mill model is replaced by CCTV system connecting with the weighbridge and no-warning check;in recovery of refrigerant and supplemental restraint system (SRS) part, there are 2 qualified manufactures and organize seminar to encourage the manufactures to submit such legal institutions, but there are no qualified manufactures in recycling SRS, related treatment should be carefully considered;in recycling and reusing part, because confined to the material used specifications of the mother plant, they could not be reused, but ferrous metals could be reused in internal components. Develop work in the auditing and certification, plan to amend the subsidized rate of processing industry; in counseling recycling manufactures in accounting management part, we counseled 21 recycling manufactures and a processing industry totally. For the commission of operating Guanyin crushing plant part, passed in advance by the original operating company who submitted in accordance with the provisions.
