99年度資源分類及回收制度多元化推動計畫

中文摘要 (一)協助輔導執行機關加強推動垃圾強制分類工作 1.輔導回收成效未達全國平均值之縣市 (1)對於98年1至11月垃圾回收率未達全國平均值(44.29%)之13個縣市及其垃圾回收率成效落後之鄉鎮市公所,針對推動垃圾不落地、民眾進行回收情形、進廠垃圾組成、垃圾強制分類稽查、對鄉鎮市公所考核及獎勵措施進行訪查,以瞭解實際執行問題。 (2)針對訪查結果及13個縣市執行現況研擬加強推動計畫,並協助輔導13個縣市依加強推動計畫辦理。 2.調查執行機關後續資源物再利用流向 (1)統計分析全國執行機關資源物再利用流向。 (2)抽樣現場訪查至少50家與執行機關簽約統包商之資源物再利用流向,並與網路申報回收利用流向進行比對。(凍結) (3)調查前應先擬定調查計畫,其應包含問卷內容、抽樣方式、執行方式及教育訓練等。(凍結) 3.蒐集彙整國外有關一般廢棄物垃圾回收成效評估及效益計算方式相關資訊 (1)協助有關垃圾回收之執行成效彙整及評估,蒐集、更新OECD/歐盟、美國及日本都市廢棄物之統計數據(至少包括垃圾產生量、垃圾清理量、處理方式(含再利用)變化趨勢),並就國內外數據進行比較。 (2)探討我國垃圾回收對環境及自然資源產生之影響及效益計算方式,包括蒐集彙整國內外有關垃圾回收對整體溫室氣體及能源產生之影響及效益定量成果、計算方式等相關資訊,並提出國內計算方式之後續執行建議。(凍結) (二)檢討及評估新增公告回收項目 1.評估將特定電子電機或資訊物品項目納入應回收廢棄物 (1)蒐集更新至少3個先進國家回收電子電機或資訊物品回收制度之最新資訊,如法源、回收產品項目、執行方式、財務計畫、執行績效等。 (2)參酌98年度優先推動特定電子電機或資訊物品項目納入應回收廢棄物之研究成果、國內回收狀況、國外先進國家作法,協助完成本署指定之2項特定電子電機或資訊產品項目納入應回收廢棄物之前置作業。 (3)前述前置作業包含研提責任回收物及其責任業者範圍、預估報廢量、回收再利用效益評估、公告為應回收廢棄物或採業者自主回收之等不同方案之研商會。 2.調查分析執行機關一般廢棄物回收項目中非屬應回收廢棄物之回收處理成本 (1)訪查至少50家回收處理業者,調查非屬應回收廢棄物之廢紙、廢鐵、廢鋁、廢塑膠(含PET、PP、PE、PVC及PS)、廢玻璃、廢光碟及廢手機(含充電座)之回收處理成本,調查項目應包含回收商收購價格、回收成本、處理廠收購價格、處理成本、二次料價格及回收處理品質要求等資料。 (2)彙整分析各回收項目之回收處理成本,並針對回收再利用效益較低之回收項目進行評估檢討,提出後續因應措施之建議。 (3)調查ABS及PC材質廢塑膠之回收處理成本,分析回收再利用效益,評估納入執行機關一般廢棄物回收項目之可行性。 (4)調查前應先擬定調查計畫,其應包含問卷內容、抽樣方式、執行方式及教育訓練等。 (三)規劃推動我國產品環境友善化設計計畫及產品標示再生相關資訊規範 1.協助規劃推動我國產品環境友善化設計計畫 (1)蒐集、更新歐盟及其會員國、美國、中國等之危害物質限用指令(RoHS)及之歐盟耗能產品環境友善化設計指令(EuP)法規修正進度、執行現況及未來發展趨勢。(凍結) (2)協助研擬規劃我國產品限用危害物質種類與其限值及含危害物質產品項目之篩選程序,並提出短中長程推動產品項目及規範。(凍結) 2.研擬產品標示再生相關資訊之產品範圍及標示方式 (1)依據廢棄資源循環促進法草案之產品標示再生相關資訊條文,調查市售產品、包裝、容器之零組件、類型、包裝容器材質、有害成分、回收再利用方式、回收效益等相關資料。(凍結) (2)研擬優先推動應標示再生相關資訊之產品、包裝、容器種類範圍、標示內容及標示方式。(凍結) (3)調查未具回收效益之市售產品及其包裝、容器誤標示相關可回收再生資訊之情形,研擬改善措施及機制,並輔導誤標廠商進行改善。 (四)辦理垃圾分類、資源回收相關研討座談會、資料彙整及聯絡協調工作 1.辦理兩岸資源回收、源頭減量及廢棄物管理研討座談會,邀請大陸、香港及國內專家學者、廠商進行交流,工作包含大陸人員(約20人)入台證辦理事宜、歡迎活動、參訪及辦理兩場次座談會,不含香港、大陸人員住宿及機票。 2.辦理2場垃圾強制分類及源頭減量研討會 3.協助辦理垃圾分類、資源回收相關稽查、回收成效、相關網頁資料整合等作業之進度追蹤、彙整分析及聯絡協調工作。

2010 Project of Resource Sorting and Promoting Extended Producer Responsibility

英文摘要 The achievements of this project include four main parts as below. 1. Enhancement of the Mandatory Garbage Sorting (MGS) Policy (1)We provided guidance to 13 cities and counties that had not reached the average recycling rate in 2009. In addition, we suggested acceptable recycling rates and kitchen waste retrieval rates for the various counties and cities to pursue in the future. (2)Regarding the recyclable flow investigation, 53 recyclers who bought recyclables from local governments were interviewed on-site for the further material flow analysis. (3)Two conferences for increasing communications in waste management related issues between parties across the Taiwan Straits as well as Taiwan EPA and local governments were held. 2. Quantification of municipal waste recycling performance (1)Based on the comparison of the latest statistic information of municipal solid waste (MSW)between the Organization for Economic Co-operation and Development(OECD)countries and Taiwan, the generation amount of MSW in Taiwan is less than that in OECD countries. Also the recycling rate of municipal waste in Taiwan keeps growing close to the OECD countries. (2)This project collected relevant literatures and reviewed the papers on the relations between greenhouse gas (GHG) emissions and waste recycling. We quoted the GHG reduction factors from both of the US EPA’s life cycle models and Japanese research papers. Then, we roughly estimated GHG reduction derived from local government recycling reports of household appliances including TV, refrigerators, wash machines and air conditioners in Taiwan. 3. Improvement of the e-waste recycling system (1)For promoting the Extended Producer Responsibility (EPR) recycling system for the Waste Electrical and Electronic Equipment(WEEE)in Taiwan, we finalized the preparation of the announcement of Due-Recycled Items of nine product items. Because of the hazardous substance contained in most of parts, we recommended that radios/recorders, VCD/DVD players, dehumidifiers, telephones and fax machines have higher priorities for take-back and recycling. Three consultation meetings with producers were held. (2)We collected and compiled the implementation measures and latest information of the Directive of Eco-design Requirements of Energy-related Products (ErP) and the directive of Restriction of Hazardous Substance (RoHS) in EU and other developed countries. Then, we drafted the criteria, product items and implementation concerns for Taiwan RoHS. 4. Improvement of the recycling system in Taiwan (1) In order to improve recycling enterprises that couldn’t receive a standardized invoice, we suggested changing the added value tax to retail sales tax on recycling enterprises, or raising the quota for invoice exemption. (2)We investigated 1,648 products with the recycling sign mislabeled from distribution channels. The mislabeling rate was 13%. We assisted enterprises to hopefully help reducing the mislabeling rate by 34% after the first half of 2011. Furthermore, after we studied labeling information of product recycling, we suggested hazardous materials should be described on the manual or websites. It is also necessary to compile dismantling handbooks. Products that mixed by biomass and traditional plastics should be marked with material ratios to avoid disturbance in recycling operations. (3) For the drop of waste lubricants from the Due-Recycled Waste List, we drafted regulations about disposal, treatment and recycling of waste lubricants. We surveyed the impacts for enterprises after lubricant was de-listed. The results showed 33.4% of the enterprises would receive impacts because of the difficulty for the former recycling treatment plants, without necessary qualification, to get lubricants from businesses. (4) This project also helped administrative work for integrating the Waste Disposal Act and Resource Recycling Act. It included information compilation, impact assessment, sex impact assessment and responses to controversial issues.
