Taipei City Government has been committed to the long-term revitalization of Tamsui River. As a result, the current water quality of Tamsui River is at its best in recent years, as its contamination level has been dramatically reduced. Such achievements can be attributed to the river regulation works, water quality management, water quality monitoring and soft advocacy. The purpose of river patrol teams is to mobilize the public to devote their love to the rivers. In the program, volunteers from the community organizations and community colleges, etc., are mustered to look around rivers in Taipei. They have gradually formed a monitoring net from a single point, a line, and a section.
Taipei Environmental Protection Department has currently set up the "River Conservation Center" to coordinate all the human resources for the river patrol tasks. The role of this project is to have the "River Conservation Center" to assist the Taipei River Patrol Task Force in its normal operation, among which overall operation of the volunteers will be organized and their education and training will be conducted. Thus, the Taipei River Patrol Task Force can play a more effective role in indentifying those sources leading to water pollution and helping this Department reduce blind spots in monitoring the river pollution within its jurisdiction.
Early implementation stage of this project: Our focus on the mutual understanding of the patrol team members and the needs of communication has resulted in closer interaction, better understanding, and higher morale among the patrol teams than those in the previous years. The setup of new teams and the addition of new team members have also helped to add new blood to this project.
Medium-term implementation stage of this project: Workshops, exchanges, visits, activities, observations, and patrol inspections have been intensively conducted among all the teams. As a result, every team maintains very active in operation. Another key factor to speed up the normal operation of each team is that we helped plan the patrol routes for the rangers, log inspection records, establish the quarterly evaluation system for combat effectiveness, plan an incentive scheme for the operations, and initiate an experience-exchange seminar. In addition, the education and advocacy activities to the general public, enterprises, and any other organizations have also further enhanced the awareness of the general public to protect the rivers.
The last implementation stage of this project: Operations have been on the right track. Every patrol team spends more than 1 hour per week inspecting the rivers which it is responsible for and immediately reports its patrol cases to us, helping a lot to maintain the river environment in its good shape.
In summary, there are 14 patrol teams in Taipei, with a total of 273 team members. For management of the patrol teams, this project highlighted two mechanisms, namely "The Monthly Report on the Combat Effectiveness of Every Patrol Team" and "The Incentive Programs for the Patrol Teams". "The Monthly Report on the Combat Effectiveness of Every Patrol Team" is used to understand the situation and potential of each team and to award the best team that wins the highest points in the quarter. "The Incentive Programs for the Patrol Teams" is used to encourage every team to strive for its best to win the honor and cash reward by more active engagement, mobilization and self-improvement. In addition, this project is still developing some other incentive programs to encourage the general public to report river pollution cases to us, so that every citizen can make contribution in helping conserve the rivers and their water quality.
River patrol is a long-term work that should be done steadily! The Taipei Environmental Protection Department has identified in this year some rivers for more intensive inspection, such as Nei-fu District (Nei-gou-xi Basin), Da-tong District (Tamsui River and its tributaries), Shi-lin District (Shung-xi Basin), Wan-hua District (Hsin-tien River adjacent to the Hua-jiang Bridge). We have recruited and trained five river patrol teams, namely Ta-tao-cheng, Dun-huang, Nei-gou-xi, Pao-ma, and Song-shan. All of them are ready for operation. Moreover, according to the "Volunteer Service Act" promulgated by the Ministry of Interior, we have also trained and successfully upgraded 57 volunteers to gain formal qualification. In addition, for the patrol teams, we have also completed 6 training sessions, 2 outcome review sessions, 3 experience exchange sessions and 4 other exchange activities.
Furthermore, to achieve the assessment standards set up by EPA for river patrol teams, this Council will update the implementation results of the patrol teams on the "River Conservation Network" of “Eco Life”, which is hoped to serve as the platform for the general public to interact with the patrol teams. This project has so far completed 467 inspections and reported 3 pollution cases and 102 dirty messy places. In addition, we have also held 1 oath-taking event for the river patrol volunteer teams, 14 river cleaning campaigns, and 14 water environment education and promotion sessions. We have also prepared 500 copies of DM on which the fish varieties of the Tamsui River are printed as the main theme for propaganda. It is hoped that through each event that we hold, we can effectively encourage people to better control their use of water at home so as to reduce pollution to the domestic sewage system and the rivers.
