99年度環境影響評估書件及審查結論執行情形監督專案工作計畫
| 中文摘要 | 本年度計畫主要針對環境影響評估審查通過之六個開發案，包括「核能一廠」、「核能四廠第一、二號機發電計畫」、「中部科學工業園區第三期發展區(后里基地-后里農場部分)開發計畫」、「南科液晶電視及產業支援工業區(樹谷園區)開發計畫變更案」、「六輕四期擴建計畫」與「台灣中油股份有限公司三輕更新擴產計畫」等六個案，協助環保署依「環境影響評估法」第18條規定主管機關監督環境影響說明書、評估書及審查結論之執行情形，每月辦理現場勘查監督工作、每季會同監測、每季協助辦理監督委員會議，以落實環境影響評估書件及審查結論的執行成效，有效強化環境影響評估制度效能及提高行政效率。 本年度執行監督工作密集，開發單位已能重視配合，未有重大違反環評承諾事項。本專案計畫經執行檢討建議如下：一、監督查核建議依監督委員會設置要點每季召開一次為原則，每月以稽查方式進行監督為宜；二、監督開發行為應依開發計畫進度，針對審查結論及環評書件承諾事項進行監督查核；三、應重視環境監測計畫之執行，以適時反應施工及營運階段對環境衝擊之影響；四、環評監督委員會之功能應為兼具輔導開發單位重視環評及協助解決困難之角色，以有效提升環評制度之落實；五、地方委員最能於第一時間反應地方民眾對開發案之觀感，委員之意見應立即處理並加以重視。 | ||

The Supervision Project for Environmental Impact Assessment (2010)
| 英文摘要 | This annual project has reviewed and supervised the approved environmental impact assessment (EIA) reports of six development projects, which are the 1st nuclear power plant, the 4th nuclear power plant, the 3rd phase of Central Taiwan Science Park (Houli Science Park),Tree Valley Park, the 6th Naphtha Cracker Project of Formosa Plastics Corporation, and the 3rd Naphtha Cracker Renovation and Expansion Project of CPC Corporation, Taiwan in the contract period. It helps the Environmental Protection Administration (EPA) to implement the “Environmental Impact Assessment Act” and to monitor the commitments in environmental impact assessment reports and to examine conclusions of each development stage in the construction and operation period. In order to monitor the effective of the environmental impact assessment and to examine EIA commitments, the project investigated on the spot every month, to conduct the environmental monitor three times of each season, and also to handle the surveillance committee meeting for every season. Through the intensive supervision task forces during the year, the developer has been able to meet the requirement of EIA commitments. The EPA is always kept informed and can deal with relevant regulations and laws when abnormal circumstances occurred. Finally, this project comes up with five recommendations as follows to the committee: 1.The surveillance experience suggests that it is needed to establish key point, each season and to audit on the spot monthly. 2. The surveillance should follow immediately after the development plan carries out, and then the EPA carries on the surveillance in EIA commitments and conclusions. 3. It is very essential to implement environmental monitoring plan and then response to the construction and operation phases of the environmental impact in time. 4. The EIA surveillance committee should have functions to comment and to play the role of solving related problems, in order to promote the implementation of EIA regulations. 5. Local members of EIA committee can reflect the local opinions of the development projects instantly during the EIA surveillance period, so the committee should response to their opinions immediately. | ||
