99年度「環境奈米科技知識庫之功能強化及維運服務」專案研究計畫

中文摘要 本年度辦理「環境奈米科技知識庫之功能強化及維運服務」,目的是在建立國內有關「環境」、「安全」、「健康」等奈米科技議題的研究計畫報告、出版文獻等資料的知識累積與分享平台,並達到知識累積、管理及交流之效益。本計畫主要工作可彙整為四大類,如下: (一) 強化環保署「環境奈米科技知識平台」(以下簡稱本平台)之系統功能: 對原來知識平台強化其系統功能,並重新規劃設計「環境奈米科技知識平台」,其強化方向包含重新定義知識分類,讓使用者可以更容易瀏覽知識文件,並重新規劃與設計系統操作介面,以達到操作友善性,同時提供使用者與本平台的互動機制,以提升本平台的知識累積、管理及交流之效益。 (二) 規劃及設計環保署「環境奈米科技知識平台」: 本平台參考原平台功能架構,並重新規劃設計本平台,包含前台官方網站及後台管理系統。 於前台官方網站,提供專家可直接上傳與管理維護知識文件,並讓一般使用者容易搜尋知識文件。於後台管理系統,提供管理者可維護網站內容資訊,增加本平台與使用者互動機制,並維持透過原有Vitals/KM系統管理知識文件。本平台網站功能: 1. 首頁:提供使用者豐富性奈米相關資訊,包含有「本平台介紹」、「最新公告」、「最新消息」、「最新知識文件」、「熱門點閱文件」、「知識分類連結」、「常見問題」、「相關奈米網站連結」及網站拜訪人數統計等資訊。 2. 關於資料庫:介紹本「平台任務」、「奈米白皮書」、「組織架構」、「加入我們」及「聯絡我們」等資訊。 3. 最新消息:提供國內外有關奈米EHS知識網站所發佈的最新消息。 4. 研究計畫及出版文獻:以國內的研究計畫成果及出版文獻為主,包含「期刊論文」、「會議論文」、「專利及技轉等知識文件」。並提供專家可直接上傳及管理維護知識文件,並讓一般使用者更容易搜尋知識文件。 5. 公告:由環保署、衛生署、勞研所等三個單位維護發佈關於奈米EHS之法規、政策等公告資訊。 6. 活動訊息:以有關奈米EHS之研討會及問卷調查等活動資訊為主。提供使用者可在線上報名研討會及填寫問卷等互動機制。 7. 奈米EHS知識:包含「奈米科普知識」、「最佳實務控制」、「名詞解釋」、「專家專訪」及「常見問題」等專業奈米EHS知識。 8. 相關連結:提供全球各地有關奈米EHS知識網站介紹及連結。 9. 電子報訂閱:使用者可定期了解網站最新奈米EHS知識資訊,以連接使用者回訪本平台。 10. 站內搜尋及資料庫搜尋:協助使用者更容易找到關於本平台奈米EHS知識或更精確找到知識文件。 (三) 配合「奈米科技知識管理及整合計畫」(以下簡稱「整合案」)資訊提供,完成知識分類及系統功能增修調適: 配合「整合案」將本平台知識分類明確定義為「委辦機關」、「研究領域」、「暴露途徑」、「微粒種類」、「暴露或危害之標的」、「文章種類」、「風險暴露群」、「讀者分類」、「產生方法」,其次分類請參考第四章。並配合知識文件的分類調整本平台的功能。 在本平台上線前進行原平台與本平台的資料轉換。由「整合案」團隊協助文件分類及轉入確認。原平台知識文件經盤點後,轉入文章篇數共229篇。而本平台現已有文章篇數共298篇,其中中文研究計畫48篇、中文出版文獻201篇、英文研究計畫41篇、英文出版文獻8篇。 (四) 確保環保署「環境奈米科技知識平台」正常功能運作、系統維護及資安管理: 本平台已配合環保署的資安政策及規範進行系統設計、系統程式開發。在資訊安全弱點掃描分析方面,本平台通過Nessus遠端弱點偵測掃瞄軟體,偵測結果並無高風險及中風險等級弱點,顯示本平台具有安全性。在壓力測試方面,使用兩個腳本進行壓力測試,腳本一為不斷讀取出版文獻的內容,腳本二為不斷的進行文章搜尋。測試過程為模擬20個使用者同時上線使用,測試時間為15分鐘,被測試系統的資料筆數為50,000筆,查詢結果筆數為1,000筆。測試結果顯示腳本一平均回應時間為1.8742秒,腳本二平均回應時間為1.7743秒,符合規範4秒內。從資安及壓力檢測都足以證明系統的順暢性及安全性。

The Consolidation and Operation of Environmental Nanotechnology Platform 2010

英文摘要 The “The Consolidation and Operation of Environmental Nanotechnology Platform 2010” hold in this year is to establish the website which accumulate and share materials such as research reports, published literatures relating to knowledge of nanotechnology issues, including environment, safety, and health. The main works can be categorized to four parts, as follows, 1. Strengthen the systematic function of Environmental Protection Administration’s “the knowledge platform of environmental nanotechnology”: Strengthen the systematic functions of the original website, and planning and designing “environmental nanotechnology data base” afresh. The direction of the strengthening includes re-defining the categories of knowledge, and enables users can browse knowledge documents easier, and re-planning and designing the systematic user interface in order to reach operating-friendly, at the meanwhile, providing interactive mechanism between users and the website, to escalate the benefit of accumulating, regulating, and communicating knowledge in the website. 2. Plan and design the Administration’s “the knowledge management system of environmental nanotechnology”: The system consults the functional structure of the original website, and redesign the website, including the frontend website and the backend regulating system. In the front official website, providing experts can upload, regulate, and maintain knowledge documents directly, also let popular users searching knowledge documents easier. In the backend regulating system, providing regulator maintain the content information of the website, increasing the interactive mechanism of the website and the users, and also maintain regulating knowledge documents by the system of the original Vitals/KM system. (1)Homepage: Provide users with plentiful nanometer relating information, including “introduction of the website”, ”latest announcements”, “latest news”, “latest knowledge documents”, ”hot documents”, “the link of knowledge categories”, “Frequently asked and questions”, “ links to nanometer relating websites ”, and other statistical information such as visitors. (2) About the data base: Introduce information such as “the task of the platform”, ”white paper of nanometer”, “organization”, “join us”, and ”contact with us”. (3)Latest news: Provide latest news on domestic and international websites relating to nanometer EHS knowledge. (4) Research plans and published documents: The main part is the results of domestic research plans and published documents, including “Journal Article”, “Conference Article”, ” Patent and Technical Transfer documents”. Also provide experts can upload, regulate, and maintain knowledge documents directly, and let popular users searching knowledge documents easier. (5)Announcements: The information includes rules, policies about nanometer EHS are published and maintained by including Taiwan EPA, Taiwan DOH, and Taiwan IOSH. (6)News and events: The main part is the news of the events including seminars about nanometer EHS and questionnaire. Also provide the mechanism that users can sign up the seminars or film in the questionnaires. (7)Nanometer EHS knowledge: Include professional nanometer EHS knowledge such as “popular science knowledge about nanometer”, “the best control of practice”, “glossary”, “interviews of experts”, and ”Frequently asked questions”. (8)Relating linkage: Provide linkage of global nanometer EHS relating website. (9)Subscribe e-paper: Enable users can know about the latest nanometer EHS knowledge information on a regular schedule, hoping users to re-visit the website. (10)Site search and data search: Assist users to look for the nanometer EHS knowledge easier or look for knowledge documents more precise. 3.Cooperate with the information provided by the “nanometer technological integration project ”,(integration project) and accomplish the work of categorizing knowledge and upgrading, accommodating the systematic function: cooperate with integration project, defining the knowledge categories of the platform clearly, which are “sponsor”, “research area”, “exposure pathway”, “particle type”, “exposure or hazard target”, “article type”, “risk exposure group”, “target audience”, “generation method”, sub-categories please reference chapter four. Migration the documents from original data base to the new system before the website has been going on service. The “integration group” assisted categorizing documents and confirming the changing over. After inventorying the original data base knowledge documents, there are 229 articles has been changed into. There are 298 articles in the website now, including 48 Chinese research papers, 201 Chinese published literature, 41 English research papers, 8 English published literatures. 3. Ensuring Environmental Protection Administration’s “the knowledge platform of environmental nanotechnology” works regularly, maintaining the system, and regulating the safety of the information: the systematic design and the development of the system had been cooperated with the information security policies and regulations of Environmental Protection Administration. On the aspect of scanning and analyzing the weakness of system, the website has been checked by Nessus system, the result didn’t include any high risk and middle risk weakness, showing the website is safe. On the aspect of pressure test, we had conducted pressure test toward two scripts. Scenario one is reading the content of the published literatures continuously, while Script two keeps searching. The process of the test stimulated 20 users within 15 minutes. Among 50,000 data, there are 1,000 data has been searched. The result shows that the average response time of script one is 1.8742 seconds, and the average response time of script two is 1.7743 seconds, which is fitted in with the regulation of four seconds. From both the aspect of information security and pressure testing proved the smooth and secure of the website.
