Based on the natural disaster occurrence, there were several components should be built in or between. The components included electronic information sharing, resources allocation and management, disaster management, prevention and decision-making supporting information assistance, etc.. This project included the establishments of “Information Sharing System”, “Measurement and Evaluation”, and “Disaster Management System”. Therefore this project performed an important platform for the Environmental Protection Administration for disaster mitigation and disaster assistance. The Information sharing system should be designed “instance and simplicity”, therefore this project provided different ways for the information sharing for different people and circumstances. The varieties of communication included web-base platform, voice-computer telephony integration (CTI), cell phone, and personal digital assistant (PDA) three different paths. The “measurement and Evaluation” was more pointed on the accuracy. The project provided two ways to present the resource needs and allocation of spatial information (Google Maps edition and ESRI ArcIMS edition). The needs and supplies change curves function was provided as well. This project also provided on-line search function. All above functions were designed to provide right and quick decision making while the disaster happened. In order to make users more comfortable and supported, besides the different users had different interfaces and authorities, the project teams provided varieties ways of system operation assistances, such as the instant messaging (IM) service, 24 hours short message service (SMS), E-Mail service, etc.. Also the practicing programs, dry-runs and web FAQ were held through the project to make the users more comfortable with the system.
