The project has met the requirements by the EPA in following aspects:climate change regulation, international GHG development, carbon credit management and international involvement.
First, the intensive research of international greenhouse gas regulations
and their implementations is performed in order to better design and promote
the domestic greenhouse gas reduction bill and its supplementary measures.
The works also covers the development of Post-Kyoto negotiations and the
studies of important GHG management articles published by internationally
renowned organizations or institutions.
In terms of international carbon credit management, the feasibility for
Taiwan entities to participate in the Clean Development Mechanism (CDM)
projects and the mechanism of transferring CERs from Annex-I country to
domestic scheme are evaluated. Additionally, the planning of “CDM &
Carbon Credit Management Alliance”, including legal analysis, membership,
operation model, and the establishment of carbon credit disclosure platform
are also conducted.
As for international involvement, two members were designated to visit
Europe for discussing further cooperation regarding setting up an account in
the UK Registry for Taiwanese enterprises to obtain CERs oversea and to
utilize them to fulfill their emission reduction obligations in Taiwan. One
member was designated to participate in the COP 17 to collect the latest
information on the development of global GHG management. Moreover, the
contact information of important Think Tanks on climate change issues is
collected in this project.
