99年度高污染潛勢地區地下水質調查及監測井管理計畫

中文摘要 本計畫主要協助環保署辦理高污染潛勢地區及重要地下水資源分區地下水質調查,並研訂監測井管理措施等工作。有關高污染潛勢地區地下水質調查,本計畫延續98年度執行成果,篩選15處工業區、2處科學園區及1處加工出口區,於區內及區外1公里範圍內,辦理33口既設區域性監測井、場置性監測井及水利署觀測井等地下水質採樣檢測工作,並針對98年度發現污染之中壢及樹林工業區各新設5口簡易井調查。調查後發現1口中壢工業區區內新設簡易井之三氯乙烯已達管制標準,區外則達管制標準1/2濃度情形,建議列為後續污染查證及持續監測管理重點。另楠梓加工出口區區外1公里既設監測井並未測出關切含氯有機污染物,僅鄰近中油高雄煉油總廠控制場址發現地下水萘達管制標準情形。其他在一般項目、重金屬、持久性有機污染物、柴油總碳氫化合物及重金屬微量元素部分等項目均無監測異常情形。另有30口既設監測井有檢出微量背景水質不應存在之含氯有機物、總酚、BTEX及MTBE等物質。此外,本計畫並根據98~99年調查成果研擬21處高污染潛勢區之監測異常情形分級及應變處理對策。 重要地下水資源分區部份,本計畫以濁水溪沖積扇及屏東平原為調查對象,經蒐集水文地質背景、農業工業活動及既有監測資訊等資料,共篩選出37口既設區域性監測井、場置性監測井及水利署觀測井辦理地下水質採樣檢測工作。調查後發現水利署二林測站觀測井之地下水氯乙烯濃度已達管制標準,建議應清查周邊民眾使用地下水及自來水公司抽用地下水現況並協商水利署、自來水公司辦理地下水質監測,另建議所在地環保局設置標準監測井調查污染範圍,必要時依土污法第27條規定公告劃定地下水受污染使用限制地區及限制事項。另有21口既設監測井有檢出微量背景水質不應存在之含氯有機物、總酚、BTEX、MTBE及農藥等物質,建議持續監測確認地下水質是否有惡化趨勢,並視情況增加監測頻率或其他測點。 監測井管理措施部分,本計畫以Mann-Kendall統計方式完成全國10大地下水分區,共431口區域性監測井之水質趨勢分析,建議調降其中343口監測井之監測頻率由1年4次至1年2次。另因應政府組織再造成立「環境資源部」,本計畫亦協助環保署研擬「地下水監測管理推動方案」。 其他相關行政配合作業,本計畫協助環保署完成辦理2場次各級環保機關及各目的事業主管機關研商會、研修100年度地方環保機關地下水監測管理考評制度,並研訂完成「行政院環保署土壤及地下水監測資訊整合作業要點」、「目的事業主管機關檢測申報作業辦法」、「場址污染範圍及管制區之劃定與公告作業原則」等12項法規命令及行政規則。

2010 Investigation of potential polluted groundwater and the monitoring well management project

英文摘要 This project was to assist the EPA to investigate the groundwater quality for the high potential polluted areas and the important groundwater resources areas, as well as developing management measures of groundwater monitoring wells. Regarding the groundwater investigation of high potential polluted areas, this project adopted the achieved results from 2009 and selected 33 monitoring wells within a radius of 1 km from 15 industrial parks, 2 science parks and one export processing zone to sample and analyze the groundwater quality. In addition, 5 temporary wells were installed and sampled from Jhongli and Shulin Industrial Parks, respectively. Investigation results indicated that one temporary well from Jhongli had TCE concentration above the control standard and offsite concentration was approximately 50% of the control standard. It is recommended to continue monitor and investigate the contamination. At Nantze Export Processing Zone, chlorinated volatile organic compounds (CVOCs) were non-detected at offsite monitoring wells, except one well located near Kaohsiung Petroleum Refinery of CPC Corporation, Taiwan, which had benzene concentration detected above control standard. Sampling results for metals, persistent organic pollutants, TPHs and other analyzing parameters did not indicate any unusual condition. Slight concentration of CVOCs, total phenols, BTEX and MTBE had detected from 30 existing monitoring wells. Finally, based on the investigation result from 2009~2010, classification and strategies for addressing unusual monitoring results from 21 high polluted areas were proposed. For the important groundwater resource areas, this project chose Choshuichi Groundwater Basin and Pingtung Plain Groundwater Basin as the study area. Based on the local hydrogeology data, agriculture/industrial activities and existing monitoring results, a total of 37 existing monitoring wells were selected for the analysis of groundwater quality. Erlin monitoring well-Water Resources Agency had vinyl chloride concentration detected above control standard. It was proposed to conduct a thorough investigation of local groundwater usage. Also, it was suggested for Water Resources Agency and Taiwan Water Corporation to conduct additional groundwater monitoring. In addition, installation of monitoring wells was proposed to the local Environmental Protection Bureau for the purpose of delineating contamination extent. If necessary, contaminated groundwater restricted usage area would be proclaimed according to Article 27 of the Soil and Groundwater Pollution Remediation Act. Slight concentration of CVOCs, total phenols, BTEX, MTBE and pesticide had detected from 21 existing monitoring wells. It was suggested to continue monitor the groundwater quality. Additional sampling frequency or sampling locations will be added based on the future sampling results. For the management of monitoring wells, this project performed the trend analysis of groundwater quality of 431 regional monitoring wells in 10 national groundwater districts by Mann-Kendall Test. It was suggested to lower the monitoring frequency of 343 regional monitoring wells from four times to two times a year. According to the reorganization of the government, “Ministry of Environmental Resources” was established. This project also assisted the EPA to assess and develop “Promotion of Groundwater Monitoring Management Plan”. As for the other related administrative tasks, this project assisted EPA to: 1) hold two separate discussion forums for the different levels of Environmental Protection Agencies and different industrial management representatives; 2) review and develop the groundwater monitoring management assessment protocol for the local environmental protection organizations; and, 3) complete drafting 12 related regulations and administrative rules.
