The Environmental Analysis Laboratory (EAL), EPA, Executive Yuan has regulatory authority over domestic environmental analysis laboratories. According to relevant laws and regulations, such laboratories are required to apply for permits before conducting testing for enterprises on air pollutants, water quality, groundwater, drinking water, soil, toxic chemical substances, waste, and noise. The EAL has the “Analysis Laboratory Online Registration System” for environmental analysis laboratories to apply for permits or permit detail change. Data analysis and application and integration with other systems are not easy given the system is a document database. Application reviews have to be done on paper. The application status cannot be checked due to different management systems for permit registration and issuance. Therefore, the “Environmental Analysis Organization Management Information System” has been designed and developed by referring to the existing “Analysis Laboratory Online Registration System” to improve the management information system in general and the management functions in particular, streamline application procedure, and offer user friendly reporting interface to enhance work efficiency, including sampling schedule reporting, online permit application, operating performance reporting, quality control data submission, and blind audit management. Six briefing sessions have been held to provide education and training on the system; consulting services are also available. Under the project, relevant statistical reports are provided to administrators as a reference for management policy. Integration with EPA’s Environmental Management System (EMS) and connection to data on air, water, waste and toxic substances enable resource sharing and cross checking. The tasks conducted are as follows: 1.Expanding Search and Statistical Functions Regarding Sampling Schedule, Operating Performance, Quality Control Data, and Blind Audit Data。2. Promoting and Enhancing Online Permit Application System。3. Building the Needed Software/Hardware Environment and Providing Two-Way Communication Channel between EAL and Analysis Laboratories。4. Organizing Educational Trainings and Offering IT Support for Administrative Management。
