99年度車輛排氣健康風險評量及低污染車輛推廣計畫

中文摘要 桃園縣近年積極推動低污染交通運具,從98年度的加碼補助經費100萬元提高至99年度450萬元,本計畫於99年6月份開始公告加碼補助要點後,透過辦理2場次低污染補助記者會、2場次說明會(低污染及油氣雙燃料車)、2場次低污染運具觀摩會、6檔宣導跑馬燈及圖卡、4則平面廣告文宣等,透過種種活動的辦理,短短2個月即完成補助油氣雙燃料車44輛;電動機車222輛;電動自行車487輛;電動輔助自行車182輛,讓桃園縣的低污染運具數量大幅提升。 調查完成11輛柴油車廢氣排放檢測,檢測項目包括PM2.5、PM10、氣及固相PAHs濃度、9條主要道路交通車流量平日及假日調查、19條主要道路路段行駛時間及延滯調查。透過這些調查資訊及檢測數據,結合桃園縣移動污染源計畫成果,進行桃園縣排放係數及污染地圖繪製,總計完成64張污染地圖,並獲得桃園縣污染熱區分別為桃園市、中壢市及楊梅市等區域,並將高污染熱區的地點彙整後,提供給環保局作為後續加強稽查烏賊車之重點地點,以利降低該區域之污染濃度。 針對98年度及99年度所進行之柴油車廢氣排放檢測分析,藉由行車型態測試進行排氣過程中(NOx、CO、SO2、PM10、PM2.5及PAHs)檢測分析,並配合國外相關研究文獻,以一系列評估模式評估方式來建立桃園縣柴油車空氣污染物質之排放廢氣特徵剖面,空氣污染源排放係數對於國內柴油車空氣污染之貢獻量影響日益顯著,為瞭解移動性污染源排放空氣污染物質(HC、NOx、CO、SO2、PM10、PM2.5及PAHs)之污染特徵,本計畫從98年至99年特針對26輛柴油車,進行其排放廢氣之空氣污染物質(HC、NOx、CO、SO2、PM10、PM2.5及PAHs)分析,並將實測結果與Mobile 6.2所模擬出來之結果進行比較,以3.5噸以下小貨車而言CO、PAHs排放係數較高;短程客運以NOx排放細數最高;長程客運及遊覽車以NOx排放細數最高;3.5噸以上大貨車以CO、NO及PAHs的排放係數較高;貨櫃曳引車則以NOx及PAHS之排放係數較高,透過模式模擬的結果,可作為提供桃園縣環保局後續進行柴油車污染源排放管制之依據。 另本計畫也蒐集歷年桃園縣交通運輸系統發展歷程及規劃,除了通盤瞭解桃園縣交通運輸所遭遇的問題及後續交通局擬訂之交通運輸計畫,且針對低污染運具適合於桃園縣推動方案進行研擬,包括1.推動工業區內使用低污染交通運具、2.腳踏車道路網建置、3.提昇大眾運輸系統使用率、4.管制高污染運輸交通工具、5.建置低污染運具能源設施系統、6.推動油電混合公車等,透過策略的研擬及推動,期許讓桃園縣空氣品質更佳。 本計畫於桃園市中正路、中山路、介壽路、三民路及春日路進行黑碳量測,在道路移動式量測結果,上午比下午時段污染高,且透過一段時間的長期量測,初步得知黑碳佔PM2.5維持一定穩定比例,當PM2.5濃度產生變化,升高或降低,代表交通車輛排放源的貢獻一定存在。 本計畫針對98年及99年移動源檢驗數據進行模試模擬,透過污染地圖的分析,本縣主要個污染熱區分別如下: 1.桃園市:國道1號、國道2號 2.中壢市:縣道110甲線 3.楊梅市:國道1號 4.大溪鎮:省道4號、國道3號 5.龍潭鄉:省道3號、省道台3乙 後續環保局應進行實地調查該區域所產生的污染特性,加以評估此區域所造成污染度偏高之原因為何,以利掌握本縣污染熱區的排放特性,另也可於污染熱區地點加強移動污染源稽查等作業,透過行政管制程序有效遏止污染車輛。

Taoyuan County Health Risk Assessment for Vehicle Exhaust Emissions and the Promotion Plan of Low-Pollution Vehicles

英文摘要 In recent years, Taoyuan County is actively promoting the environmental friendly transportation vehicles, the subsidy funds have been increased from 1 million NTD in 2009 to 4.5 million NTD in 2010. After the announcement of increasing the subsidy funds in June 2010, we have been held 2 press conferences for low emission, 2 introduction meetings (to introduce the low emission and oil gas fuel vehicle), 2 demonstrations for low emission transportation vehicles, 6 sets of marquee and graphic card advertisement, and 4 print advertisements etc. By holding such activities, we have been successfully accomplished to promote 44 oil gas subsidiary dual fuel vehicles, 222 electric motorcycles, 487 electric bicycles, 182 electric subsidiary bicycles, increasing the low emission transportation vehicles in Taoyuan County dramatically. The investigation completed the test of toxic emission of 11 diesel vehicles, testing items including PM2.5, PM10, and PAHs concentration in solid form, traffic flow in 9 main roads both on ordinary days and holidays, travel time of 19 main roads and arrearage investigation. Through these investigation information and testing statistics, together with the planning accomplishment in mobile polluting sources of Taoyuan County, we have drafted the emission factors and polluting map of Taoyuan County, completed 64 polluting maps in total. We have divided the polluting area of Taoyuan County into Taoyuan Towm, Zhongli Town, and Yangmei Town, etc. respectively. After the consolidation of these polluting areas, we provided these maps to Environmental Protection Bureau to strengthen the inspection of most polluted area, so as to improve the pollution conditions of these areas. Regarding the test analysis of toxic emission of diesel vehicles in 2009 and 2010, the test analysis of the toxic emission (NOx, CO, SO2, PM10, PM2.5 and PAHs) in driving cycle, and together with relevant the research literatures overseas, we established the characteristics of toxic emission of diesel vehicles through a series of evaluations. Emission factor of air pollution sources attribute more and more to the civil diesel vehicles, in order to understand the polluting characteristics of mobile polluting sources (NOx, CO, SO2, PM10, PM2.5 and PAHs) to the air, this paper analyzed the emission of mobile polluting sources (NOx, CO, SO2, PM10, PM2.5 and PAHs) to the air of 26 diesel vehicles from 2009 to 2010, and compare the analysis results with the results imitated by Mobile 6.2, we found that the buggy below 3.5 tons has higher emission factor of CO and PAHs; the short-range bus has the highest emission factor of NOx; the long-range bus and excursion train has the highest emission factor of NOx; trucks above 3.5 tons has higher emission factor of CO, NO and PAHs; the container traction car has higher emission factor of NOx and PAHS. According to the result of imitated mode, the Environmental Protection Bureau of Taoyuan County can subsequently use such results as the basis of supervision and control the emission for diesel vehicles. Besides, this paper also collected the development history and plan of transportation system of Taoyuan County, and fully understood the problems encountered in the transportation system and the subsequent transportation plan formulated by Road Transportation Bureau, we have drafted the proposals for low emission transportation vehicles that might fit to Taoyuan County, including: 1. Promote to use low emission transportation vehicles in the industrial area; 2. Build up road network for bicycle; 3. Improve the use efficiency of public transportation systems; 4. Supervise and control the use of high emission transportation vehicles; 5. Build up energy infrastructure systems for low emission transportation vehicles; 6. Promote to use the dual fuel bus, etc. Through these strategies, we expect to make the air quality in Taoyuan County better. We tested the black carbon in Zhongzheng Road, Zhongshan Road, Jieshou Road, Sanmin Road and Chunri Road, Taoyuan Town. According to the road mobile test results, the pollution condition in the morning is worse than that in the afternoon, and after a long-term test, we realized that the black carbon take up a stable percentage of PM2.5, When the concentration of PM2.5 increases or decrease, it’s indicating that the emission resource of transportation vehicles must exists. According to the mobile sources test analysis carried out in 2009 and 2010, by analyzing the pollution may, this paper conclude the major polluted areas of the County as follows: 1. Taoyuan Town: National road No. 1 & No. 2 2. Zhongli Town: County road No. 110 3. Yangmei Town: National road No. 1 4. Daxi Town: Provincial road No. 4, and National road No. 3 5. Longtan District: Provincial road No. 3 and Provincial road No. 3, part 2 Subsequently, the Environmental Protection Bureau shall actually investigate the pollution characteristics of these areas, and evaluate the reasons why the pollution conditions in these areas are worse, so as to understand the emission characteristics of these polluted area. Besides, the Bureau can strengthen the inspections of pollution sources of these areas, control and restrain the polluting vehicles effectively via administrative control program.
