99年度營建工程污染管制及查核作業計畫

中文摘要 隨著雲林縣近年來工商業蓬勃發展,各類環境污染問題逐漸浮現,其中又以空氣污染問題最為社會大眾所詬病。有鑑於此,環保局多年來致力於推動本縣空氣污染管制工作,並已初步呈現績效;然而轄內受政府大力推展公共工程等影響,境內營建工地四處可見,因施工所產生公害,包括空氣污染、水污染、惡臭、土壤污染及廢棄物污染等問題,嚴重影響附近生活品質。其中又以營建工程所涉及土、石、砂等材料所造成逸散性粉塵污染,更是加強管制之重點;為落實管制作業且降低土木施工揚塵量,環保局特別專案辦理「99年度營建工程污染管制及查核作業計畫」,針對境內營建工地,配合空污費徵收,加強稽查及管制,進而有效達到污染物減量及空氣品質改善之目標。 本計畫執行期程一年,自99年4月1日至100年3月31日止,本計畫主要工作重點為協助環保局加強辦理各項營建工地、管線、道路施工之稽、巡查工作,並將列管工地資料建檔管理,透過宣導文件發放及輔導工地座談會之進行,加強工地對污染防範之認知,以落實污染改善之目的。計畫執行期間,本計畫總計列管3,930處工地,累計巡查數達6,506處次,經由例行性巡查並將工地資料如期建檔外,且辦理4場次營建工地污染協商會說明會,輔導11處營建工地共認養23條道路,洗掃總長度達45,840公里,並透過粒狀物及油品檢測當佐證資料(執行8點次TSP檢測及20件次油品檢測),逸散TSP總計削減3,799公噸,削減率為53%。 依營建工程納管率近三年作比較,統計結果顯示由96年的37.9%、97年的56.4%、98年的76.7 %、提高至99年的85 %,成長了近47%。 統計近三年管理辦法第一級工地符合率,由96年49%,97年68%, 98年77%,提昇至99年81%,成長近32%;第二級工地符合率,由96年38%,97年55%, 98年70%,提昇至99年74%,成長近36%。針對巡查期間未能符合管理辦法記點超過10點者,以專函通知方式告知業主限期改善,若於複查時未能完成改善者將逕行告發處分;若無法設置防制措施者協助業者提出替代方案申請;並配合工地污染協商會進行專案輔導,以提高管理辦法符合率。 在告發處分方面,96年共告發14件 (依空污法告發12件,廢清法告發12件);97年共告發12件 (依空污法告發12件);98年共告發11件 (依空污法告發11件),因民眾陳情而被告發處分者計有1件;99年共告發36件 (依空污法告發34件,廢清法告發2件),告發處分件數為歷年最高。 以歷年排放情形可以看出,本計畫成效較歷年為佳,削減率已逐年提升,足以呈現環保單位對營建工程管制策略,獲得累積的成效。

99 Pollution Control Project for Construction Engineering

英文摘要 Accompanied with the economic development and growth, it brings serious environmental problems, especially for the air pollution. The economic development and growth of Yunlin County has brought with it several serious environmental problems, particularly air pollution. Besides, it affects the life quality of the neighborhood and causes a lot of protestation. These things also affect the quality of everyday life and cause complaints. In order to solve these problems, Environmental Protection Bureau Yunlin County initiated this project “99 Pollution Control Project for Construction Engineering.” The purpose of this project is to ascertain the roots of construction pollution and investigate public protest applications. According to the findings from the investigation to restrain the air pollutants of construction, and to survey and monitor the emission sources of particles. Simultaneously, in order to improve the air quality and reduce the impact of the constructional engineering process on the surrounding dwellers, the proprietors of construction engineering are required to operate the air pollution control device properly. This project is proceeded in one year from June 1 of 2010 to May 31 of 2011. This is a one-year project which commenced on May 31st of 2011. It has focused on assisting the EPB to strengthen checking and inspecting all building sites, pipes and road works for improving pollution. We make lists to manage monitorial sites, and strengthen the knowledge for preventing the pollution of building sites via declared documents and forums. In the period of this project, 3,930 sites were monitored with “The project of Central Science Park.” The number of inspections totaled 6,506. Not only making lists by routine inspections but also holding 4 forums to announce the laws and regulations. Not only were lists made after routine inspections, but 4 forums announcing laws and regulations were also held. It counsels 11 sites to clean around roads, they are cleaned for 45,840 Km in amount and tested by particles and oil to support (8times of TSP test, and 20 times of oil test). 11 sites around roads, totaling 45,840km, were cleaned and further tested for particles and oil (a TSP test was applied 8 times, and an oil test was applied 20 times). To reduce flying TSP for 3,799 tons, the rate of reduction is 53%.By the emission in these years, it’s the best achievements. The emissions during these years were the best achieved. The rate of reduction has risen year by year to provide the results of EPB’s controlling strategies.
