我國陸生圈各類土地使用及擴大空氣品質淨化區碳量總量評估

中文摘要 本案為上(98)年度「我國陸生圈各類土地使用及擴大空氣品質淨化區碳量總量評估監測專案工作計畫」之延續性計畫。本計畫主要目的為協助環保署評析陸生圈土地使用之最佳策略,以減少溫室氣體排放及增加碳匯,並持續辦理都市綠地及空氣品質淨化區樣區的碳量調查,供未來空氣品質淨化區在碳匯植物選種參考,且得擴及應用至全國樹木碳匯推估與碳量管理策略。本計畫執行期間自民國99年8月起至100年12月止,主要工作成果包括:(1)持續監測分析都市綠地及空氣品質淨化區代表樣區之碳量改變,以提列高值碳吸存樹種及評估碳匯效益,提出提高碳量具體方案。(2)持續追蹤林口樣區樹木生長狀況及碳吸存量。(3)蒐集分析美國西雅圖市、中國大陸、新加坡增加碳吸存相關策略,供未來植樹綠化參考。(4)高值碳吸存樹種於低碳城鄉之應用方案(包括都會型及鄉村型)。(5)協助環保署辦理2場教育訓練、4場民眾教育宣導活動、1場展覽佈置,並製作1000份宣導品。(6)河灘地適種植物資料庫(共74種),可供未來減緩揚塵施政參考。(7)蒐集彙整有關河川揚塵改善相關示範案例及技術,並研擬河川揚塵改善策略及可行性評估。(8)99年汛期後至100年汛期前,濁水溪兩岸揚塵好發區域之定期定點現勘及影像紀錄作業。(9)針對濁水溪南北岸之中小學學童,辦理2場次教育宣導活動。

The Carbon Survey and Assessment Plan for Terrestrial Biosphere Land Uses and the Air Quality Purifi

英文摘要 The project carried forward the previous “2009 Carbon Survey and Monitoring Plan for Terrestrial Biosphere Land Uses and the air quality purification areas (or the “AQuaPu areas”) in Taiwan”. The purpose is to assist the Environmental Protection Administration (EPA) analyzing and pinpointing the best solutions of reducing greenhouse gases and promoting carbon sequestration in national terrestrial biosphere lands. Additionally, carbon storage in urban green land and AQuaPu areas has been monitored consequently in order to select tree species effective in carbon sequestration and to provide scientific evidence for national tree carbon management strategies. During the executive period between August in 2010 and December in 2011, the project presents several major achievements as follows: (1)To purpose high carbon storage solutions by recommending trees effective in carbon sequestration after monitored and evaluated those plants in sample areas of urban green spaces and AQuaPu areas nationwide; (2)Tracked the growing status and carbon sequestration variation of trees in the sample area in Linkou, New Taipei City. (3)Analyzed the carbon sequestration strategies developed by the City of Seattle in the U.S., China, and Singapore for future tree planting references. (4)Purposed planting strategies of trees recommended for carbon sequestration in 「low-carbon communities management program.」 (5)Supported the EPA in two (2) sessions of educational training, four (4) public advocacy events, one (1) exhibition, in addition to produce 1,000 copies of promotional materials. (6)Established a database of 74 plant species suitable for flood plain control as a reference for future policies to mitigate fugitive dust along river bed. (7)Compiled cases and techniques used in river bed dust control program as well as strategies and feasibility assessment methodologies. (8)Recorded field film of dusting sources of north and south banks along Jhuoshuei River in Central Taiwan between typhoon seasons of 2010 and 2011. (9)Held two (2) educational events regarding fugitive dust for elementary and middle school students close to north and south banks of Jhuoshuei River.
