The Green Mark eco-labeling program was officially promulgated and introduced by the Executive Yuan on August 25, 1992. As of Dec. 2010, 5908 products from 1523manufactures/dealers are qualified to carry the Green Mark logo. In order to meet the increasing demand for green products due to the government green procurement measures, the ROC Environmental Protection Administration (EPA) initiated the certification operation for Type-II environmental protection products (green products) in 1999, in addition to the Green Mark (Type-I) product categories, as green products recognized by the ROC government. At present, 359 products from 83 manufacturers/dealers qualified as Type-II products.
The key points of the program’s requirements in this year are the certification operation for the GreenMark and Type-II products, and the introduction of the electronic certification system. Till the end of December,1179 products applying for GreenMark have been reviewed and 1036 of them have been certified. Besides, 57 products applying for Type-II certificate have been reviewed and 35 of them have been certified. The performance has exceeded the requirement of EPA.
In the introduction of electronic certification system, all the applications are processed by the system since this year, and EDF has reported all the suggestions made during the operation to EPA. We expect it can help EPA to digitalize the certification system of GreenMark and Type II products on schedule.
Based on the implementation experience obtained throughout 2010, the most often encountered problems have returned to the products’ environmental characteristics or quality issues. It indicates that the efforts we made to help the applicants to understand the procedure are useful. However, more information meetings with the applicants are still necessary to help them providing correct documents.
