The objectives of this project were to assist the EPA（Environmental Protection Administration） in drawing up the measures and strategies of reduction of domestic sewage pollution in public sewage systems, community sewage systems, building sewage treatment facilities and septic tanks.
We gathered overseas construction and management of public sewage system and integrated with the “the Fourth Stage of Sanitary Sewer Construction Plan” to work on the propositions for prioritizing the public sewage systems to be promoted and the increase of the usage of the completed facilities. While the formulation of the guides for checking on public sewage treatment plants and the inspection in 12 such plants were completed, we examined the present problems of public sewage system to propose the “Water Pollution Control Measures and Test Reporting Management Regulations” which additionally sets out special management articles on the control measures of public sewage system water pollution and the recommended amendments; we also assessed the recommendation for prioritization of areas to promote the reduction of domestic sewer pollution.
With the problems of operation and management of the community sewer systems reviewed, we drew up the recommendation for control of combined management of property and commissioned operation system. We proposed an amendment draft to additionally include a chapter dedicated to simplified management of community sewer systems in the “Water Pollution Control Measures and Test Reporting Management Regulations”. In this year, this company continued to provide one training program of sewage treatment facility management, operation and maintenance, in combination with property management training units, to affair management personnel and technical service persons, respectively. We proposed the project of function enhancement and equipment upgrading of community sewage treatment facility, including subjects of subsidy, items, procedures, types and amount of subsidy.
We completed the contents of recommended amendment to the regulations on periodic cleaning of sewage treatment facilities in buildings (including septic tanks). And we assisted in promoting the periodic cleaning of sewage in septic tanks, where 14 counties and cities under the administration made the announcement regarding the destination of nightsoil disposal that were at stage one. Our efforts included the recommendation for destinations of nightsoil after the completion of estimation in nightsoil production and analysis in the use rate of public facilities (public sewage treatment plants and those in industrial parks, landfill leak treatment plants) in counties and cities.
In assisting in organizing relevant meetings and regular summary of executive results, we completed the amendments to the “operation and management manual of community sewage system”. While the file creation for 159 new applications and inspection forms of review and registration of prefabricated sewage treatment facilities in building was completed, we also assisted in the updating and maintenance of such system.
