廢乾電池及廢照明光源回收處理效能檢討暨提升回收成效專案工作計畫

中文摘要 本計畫執行期程為99年3月16日至12月31日,主要工作內容為強化廢乾電池及廢照明光源處理效能、辦理市售各類公告應回收乾電池、照明光源重金屬含量檢驗及疑似未登記責任業者查檢作業、降低照明光源破損率及檢討現行廢乾電池及廢照明光源分級補貼級距以及辦理提升廢乾電池及廢照明光源回收宣導工作。本計畫已完成國內外乾電池及照明光源資源化比例資訊蒐集,並歸納提出提昇再生料物質分離技術及金屬篩分純度等建議。於分析國內外處理及污染防制設備資訊,提出如廢乾電池處理之活性碳吸附槽操作條件及控制參數最佳化,廢照明光源處理設備增設負壓計及警示系統等。另蒐集鎳錳電池、燃料電池及鋰鐵電池,LED、OLED及CCFL等資訊,評估並提出市場趨勢及納入公告等建議。針對國內營業量及市場趨勢分析,提出法規面、環境面、技術面等管理建議。至於抽驗之乾電池重金屬汞、鎘及鉛含量均低於法規規範;而照明光源樣品檢測值小於汞回收比例計算公式中「單位重量汞含量」達75%。4月份至7月份實際查檢疑似未申報含電池商品業者計85家,經由海關稅則號碼篩選則計有3,270家。另針對不同對象及階段規劃降低破損率宣導與管制建議方案,並依據成本調查提出照明光源費率及補貼費率之建議值。廢乾電池差別補貼費率判定準則為處理業資源再利用比例及就技術設備以專案申請方式進行。另規劃辦理回收宣導說明會,邀請對象包含社區種子人員、執行機關清潔隊及回收商。本計畫另推動販賣業者大潤發參與回收工作,活動於7月份順利辦理完成並歸納出成功經驗。此外,完成廢乾電池及廢照明光源資源回收宣導海報設計及操作型宣導影片製作,內容以鈕釦電池回收及照明光源防破為重點,將於未來宣導說明會或活動辦理時使用。

Evaluating the Collection and Recycling Effectiveness and Raising the Collection Efficiency for Wast

英文摘要 The project period was from Mar 16, 2010 to Dec 31, 2010. The tasks included enhancing the treatment efficiency of waste batteries and waste lamps, testing for the heavy metal contents within the batteries and lamps, inspecting the suspected unregistered producers/importers in the market, lowering the lamp breakage, reviewing the differential subsidy rates for batteries and lamps, and holding the public campaigns and activities of promoting waste batteries and waste lamps collection. The collections of the foreign and domestic recycling targets of waste batteries and waste lamps had been completed. By analyzing the data, the suggestions of improving the metal separation and purification technologies were feasible. After reviewing the foreign and domestic information of the recycling treatment and pollution prevention equipments, made the suggestions like to optimum the operation of active-carbon absorption and its control coefficients for waste batteries recycling, to set the pressure observing gauge and alarm system for waste lamps recycling. Besides, provided the perspectives of the market trends and proclamation advises by gathering the data of Ni-Mn battery, fuel battery, Li-Fe battery, LED, OLED, and CCFL. For the sales volume and market trend evaluation, generated the management suggestions from regulation, environment, and technology aspects. According to the test results of the sampling batteries, all samples’ Hg, Cd, and Pb quantity contents were complied with the regulation standard. For the Hg quantity testing results of the sampling lamps, about 75% values were less than the “Hg quantity per unit weight” constant within the formula of Hg recycling rate. There were total 85 suspected unregistered producers/importers had been found in field inspecting from April to July, and there were total 3,270 suspected unregistered producers/importers had been sifted out by reviewing the custom tax code. In the other hand, proposed the public session and management strategies of breakage prevention for different subjects and stages. The revising drafts of waste lamps levy and subsidy were made based on the costs investigation. There are two factors deciding the differential subsidy for waste batteries. One is the recycling rate of the treatment facility, and the other one is the application for technology upgrade. The members participated in the collection councils included the representatives of communities, municipalities, and recyclers. The scheme of promoting the battery retailer RT-Mart for joining the collection activities had been completed. The successful experiences were obtained after the collection activity finished in July. Also, the posters and films for promoting the collection of waste batteries and lamps had been designed. The collection of button-cell batteries and the breakage prevention of lamps are the emphasizing points within the posters and films. Those will be used as exerted references for the future public councils and activities of promoting the waste batteries and lamps collection.
