99年度離島工業區空氣污染總量查核及許可管制計畫

中文摘要 本計畫執行期程係自99.6.30至100.3.30止,共計9個月,主要工作項目包括:1.配置執行本計畫適切人力執行稽查管制作業。2.進行污染源法規符合度查核,其中於離島工業區至少完成15廠次查核作業(以工廠登記證為認定原則)。3.辦理陳情案件處理,接獲民眾陳情案件應於30分鐘內抵達現場,並進行污染來源之調查與判定。4.執行許可管制作業,包含離島工業區所有固定污染源許可申請案件之審查核發作業並執行80根次煙道及100場次設備元件監督檢測作業。5.辦理連續自動監測設施系統及連線傳輸查核作業。6.廢氣燃燒塔使用狀況查核及排放量推估。7.執行總量查核作業,掌握每季排放量,並查核比對各季應繳納空污費金額及相關資料。8.執行測站品保功能查核作業及周界逸散氣體監測站之品保功能查核作業,並評鑑各監測站之查核結果。9.協助執行污染源相關管理作業並配合本縣空氣品質惡化或重大空氣污染事件執行固定污染源之相關緊急應變措施。10.進行六輕工業區之經濟及社會影響評價分析並提出相關建議方案可行性評估供本局參採。計畫開始執行日起10工作天內完成人員進駐,並完成工作人員職前教育訓練。各項作業內容與進度均依原規劃執行並符合合約要求。 離島工業區內21家工廠已取得操作許可證之製程數有162個,設置許可證有9個,其中試車中而未取得操作許可證之製程數有6個(塑化麥寮一廠M35、M39、M40、M42製程;台化海豐場M11、M13),已完成規劃而在建廠中有3個(南亞海豐廠M06、台塑海豐廠M02及長春石油M02製程),另外尚未建廠之製程則有28個,正式運轉製程數佔總製程數198的81.8%,試車中之製程數佔3%,兩者合佔全部製程數之84.8%。 離島工業區99年總排放量為粒狀污染物1242.72噸、硫氧化物5686.66噸、氮氧化物14085.22噸及揮發性有機物2374.38噸,粒狀污染物以塑化麥寮一廠451.54噸最多佔總排放量36.34%,其次為麥寮汽電廠374.69噸佔總排放量30.15%及塑化麥寮三廠168.43噸佔總排放量13.55%。硫氧化物以麥寮汽電廠1,594.49噸最多佔總排放量28.04%,其次為塑化麥寮一廠1,454.00噸佔總排放量25.57%及塑化麥寮三廠957.30噸佔總排放量16.83%。氮氧化物以塑化麥寮一廠3,667.27噸最多佔總排放量26.04%,其次為麥寮汽電廠3,366.42噸佔總排放量23.90%及塑化麥寮三廠3,208.41噸佔總排放量22.78%。揮發性有機物以塑化麥寮一廠1,143.00噸最多佔總排放量48.14%,其次為台化麥寮廠274.46噸佔總排放量11.56%及台化海豐廠245.98噸佔總排放量10.36%。 本計畫其它具體工作成果包括;21家工廠查核,針對共計164個製程執行操作許可證法規符合度查核,並依據許可證核發的內容與工廠現場實際之操作情況進行比對及檢核,查核164個製程中共出現129項不符合規定之狀況。查核許可證符合度結果,較易出現缺失以製程流程圖項目最多共30件,排放管道規定次之共20件。 許可申請案件共受理117件,離島工業區申請通過核准設立之工廠登記證計有21廠,有效許可證171張,其中包含162張操作許可證及9張設置許可證。審查時程皆符合時程並於規定時間內交由固定源計畫執行文書及電腦檔案建檔作業。 固定污染源自動連線監測系統管理,由專人每日負責處理超限或上傳申報資料判讀。目前六輕已設置連續自動監測設施之煙道共有8廠33根煙囪,其中屬第一批公告者共5廠21根排放管道、第三批共3廠9根排放管道,其餘2家3根排放管道為環評承諾,分析99年度第1季至第4季六輕離島工業區連續自動監測設施監測資料各排放口有效監測時數百分比,已完成連線上傳之工廠除塑化公司麥寮一廠公用廠P01A於99年3月期間因製程不穩定,並於99年4月至7月期間停止運轉外,其餘各廠每季有效監測率皆達85%以上。 陳情稽巡查管制作業共接獲42件次陳情案。其中7件民眾陳情離島工業區屬排放管道上空因有雲霧凝結,無法消散且顏色有異樣,加上背光現象致使視覺上猶如黑煙。 99年度硫氧化物空污費申報排放量為6,653.18公噸,氮氧化物空污費申報排放量為12,767.38公噸,揮發性有機物空污費申報排放量為2,981.43公噸,繳納之空污費金額為90,692,879元。

2010 Offshore Island Industrial Zone Total Air Pollution Examination and Permit Control.

英文摘要 This plan has a 9-month execution period from June 30, 2010 to March 30, 2011 and includes the main tasks as follows: 1.Allocating the human power appropriate for carrying out the inspection and control operations in this plan; 2.Checking the compliances with pollution source regulations, which includes at least 15 inspections in the offshore industrial parks (counted by factory permit); 3.Processing cases of appeal, which requires arrival at the scene within 30 minutes after receiving the case report from people and the execution of pollution source investigation and determination; 4.Carrying out permit control, including the review and approval of applications for permit to all stationary pollution sources in the offshore industrial parks and carry out operations of supervision and testing, 80 of which on fumes and 100 on equipment and elements; 5.Processing continuous automatic monitoring of facilities and systems and in-line transmitted inspections; 6.Inspecting the use and estimating the pollution volume of the flares; 7.Carrying out total emission control by comprehending quarterly emission and comparing quarterly payable air pollution fees and relevant data; 8.Inspecting the quality assurance function of the testing stations and the monitoring stations of peripheral emitted gas and evaluating the inspection results at each station; 9.Assisting in the related management operation of pollution sources and carrying out the emergency responses related to stationary pollution sources in cooperation on the County’s air quality deterioration or major air polluting incidents; and 10.Conducting the eco-social assessment in the Naphtha Cracker #6 zone and proposing related viability assessments as references for the Bureau. The stationing of personnel are completed within 10 working days commencing the plan executing date, pre-training of the staff should also be completed. The contents and progress of the operations are as per the original plan and consistent with the contractual requirements. The 21 firms in the offshore industrial park have obtained operation permit to 162 processes and installation permit to nine, of which six under test run have not obtained operation permit (M35, M39, M40, M42 processes at Mailiao #1 plant of Formosa Petrochemical Corp. and M11, M13 at Haifong plant of Formosa Chemicals & Fiber Corp.) and three with planning completed are in the course of plant construction (M06 at Haifong plant of Nan Ya Plastics Corp., M02 at Haifong plant of Formosa Chemicals & Fiber Corp. and M02 at Chang Chun Petroleum ). Meantime, 28 processes are in the state before plant construction. The processes undergoing official operation represent 81.8% of all 198 processes, the processes under testing 3%, which together account for 84.8% of all processes. The total emission in the offshore industrial parks in 2010 were 1242.72 ton of particulate matters, 5686.66 ton of sulfur oxide, 14085.22 ton of nitrogen oxide and 2374.38 ton of volatile organic compounds. In the category of particulate matters, Mailiao #1 plant of Formosa Petrochemical Corp. accounted for 36.34%, the biggest part of total emission, with 451.54 tons, next to which were Mailiao Steam Generating plant, 374.69 tons, representing 30.15% and Mailiao #3 plant of Formosa Petrochemical Corp. 168.43 tons, 13.55%. As with sulfur oxide, Mailiao Steam Generating plant emitting 1,594.49 tons, accounting for 28.04% of total emission was the biggest, followed by Mailiao #1 plant of Formosa Petrochemical Corp. with 1,454.00 tons, 25.57% and Mailiao #3 plant of Formosa Petrochemical Corp. 957.30 tons, 16.83%. As with nitrogen oxide, Mailiao #1 plant of Formosa Petrochemical Corp. was on top with 3,667.27 ton, accounting for 26.04% of total emission, followed by Mailiao Steam Generating plant with 3,366.42 tons, 23.90% and Mailiao #3 plant of Formosa Petrochemical Corp. with 3,208.41 tons, 22.78%. In the category of VOC, Mailiao #1 plant of Formosa Petrochemical Corp. was the biggest emitter with 1,143.00 ton, representing 48.14% of the total emission, followed by Mailiao plant of Formosa Chemicals & Fiber Corp. 274.46 tons, 11.56% and Haifong plant of Formosa Chemicals & Fiber Corp. 245.98 tons, 10.36%. The concrete results of the tasks in this plan include: the inspection in 21 factories, which comprised of the legal compliance check on the operation permit of a total of 164 processes and the comparison of the real on-site operation against the permitted contents. The results were 129 cases of noncompliance in those 164 processes. Among the results of compliance check on the permit, process flow chart was the item with most frequent flaws, found in 30 cases; the next was the discharge channel regulations, in 20 cases. The number of applications for permit was 117; 21 factories in the offshore industrial parks were granted certificate of factory to set up. There are 171 valid permits, including 162 operation permits and 9 establishment permits. All review schedules were compliant, and were referred to be documented and filed on computer by stationary source project within the specified time frame. In the management of automatic online monitoring of stationary pollution sources, there are dedicated persons who work on the determination of limit-breaking or uploaded applications on daily basis. At present the Naphtha Cracker #6 has 33 fumes at eight plants equipped with such monitoring facility, of which 21 at five plants are listed in the publication as the first batch, 9 at three plants are the third batch and the remaining 3 discharge pipes at two plants are commitment to environmental assessment. An analysis of the percentage of hours of effective monitor on the discharge ports in the offshore Naphtha Cracker #6 zone by continuous automatic monitoring facility for quarters 1-4, 2010 shows that the quarterly effective monitor rate has reached over 85% at all plants with completed online uploading except at the Public plant of Mailiao #1 plant of Formosa Petrochemical Corp. whose P01A had instability in March 2010 and was suspended from April to July the same year. The appeal patrol and control operation received 42 cases. Of which seven cases, where people complained about the offshore industrial parks, were seeming black smoke but actually moist condensing in peculiar color against the background of light above the discharge channel and refusing to dissipate. The declaration of emission for air pollution fee in 2010 was 6,653.18 ton in the category of sulfur dioxide, 12,767.38 ton in nitrogen dioxide and 2,981.43 ton in VOC; total collected amount of air pollution fee was NT$90,692,879.
