電動車營運與電能補充服務規劃

中文摘要 本計畫的目的包括:建立電動機車電池交換產業共識,排除電動車推動瓶頸,如營運與服務系統、規範等,媒合業者促成示範運行;整合廠商建立適合台灣的營運模式與服務示範系統;評估台灣電動垃圾車的實施可行性;提出西螺果菜市場電動拖板車大規模推動的對策。 本計畫提出市區公車、公務車、高鐵接駁及區域性物流,四個適合短期臺灣低碳社區之運行模式;透過聯盟主題式工作小組運作達成產業共識,建立電動機車電池交換系統產業規範;促成E-Team 推動電池交換系統示範運行;完成TES電動機車可交換式共通電池開發及測試;針對使用中柴油垃圾車進行全電動化改裝評估、法規與領牌評估、成本效益評估、改裝工程心得建議;並透過租賃6 輛電動拖板車辦理示範運行,評估電能補充環境建置、改裝成本等議題,提出執行規劃與配套措施,作為日後全面推廣,政策推動及補助之依據。

Electric vehicles operation and electrical energy supplement service planning

英文摘要 The purpose of this project include: to establish electric scooter battery exchange industry consensus, to exclude electric vehicle promotion bottleneck, such as operating and service systems, regulations and others, to match the industry for leading to the demonstration run, to integrate industry for establishing a suitable mode of operation and service demonstration system, to assess the implementation of the feasibility of Taiwan's electric garbage truck, and to propose promotion of countermeasures for Siluo fruit and vegetable market large-scale electric carriage vehicles. This project proposed urban buses, official cars, high-speed rail connections and regional logistics, four operation modes of the short-term low-carbon communities. Through the operation of the union thematic working group, the industry consensus was reached to establish industry regulations of the electric scooter battery exchange system. It also contributed the E-Team to promote battery exchange system demonstration operation. It completed the development and testing of the TES scooters exchangeable common battery. The modified assessment, regulations and licensable assessment, costbenefit assessment and modification works for experience recommendations were proposed for the whole electrification of the in use diesel garbage trucks. It was applied for a demonstration run by leasing 6 electric carriage vehicles, to assess the environment of electrical energy supplement build, conversion costs and other issues, and to propose the implementation of planning and supporting measures for the future comprehensive promotion policies and subsidies basis.
