| 中文摘要 | 本委託案之執行內容主要有四，茲分敘如下： 一、主題探討：在近年來一連串針對環境議題的抗議下，理解環評會議以及近兩年興起的專家會議之目的與功效。 二、透過訪問曾參與專家會議之代表，理解專家會議的目的與功效，與原本設定有無不同。 三、從對廠商、主管機關、居民、環保團體等四方之訪談，理解公眾參與之間與其對於專家會議之期望與功效。 四、透過本委託案之案例討論，釐清專家會議中的公眾參與之代表性，及專家會議未來發展之趨勢。 | ||

| 英文摘要 | Through the investigation of nine ongoing cases, this project reveals opinions from four dimensions: governmental organization, investor, the public and non-governmental organization, each of them provide various and conflict aspects in understanding expert mechanism within Environment Impact Assessment. The main theme of this project focuses on the issue of representation, i.e., whether this mechanism can stand for the interest of each group but maintain its professionalism. | ||
