電磁波預警措施之研究

中文摘要 本研究計畫的目標包括:蒐集國際間最新電磁波預警措施之資訊,並進行分析與評估於國內的適用性;修訂現行環境中電磁波檢測方法NIEA P203.90B;蒐集國際間雷達電磁波強度之量測技術資料,進行分析與評估,並建立適合國內環境的雷達電磁波檢測方法。 本計畫之研究成果,包括對瑞士、義大利與以色列等3個國家之預警措施相關法令進行摘譯,除了分析其制定之暴露限值外,也分析了3個先進國家環境電磁波預警制度的相關措施,並比較各國的措施,以做為國內的參考。在修訂現行環境中電磁波檢測方法上,完成國際最新基地台檢測技術之研究分析,並建立2G與3G最大通訊量時之最大電磁波強度之估算方法,同時也已建立3G、WiMAX、Wi-Fi的量測方法,並經實地測試後,依研究結果完成現行環境中電磁波檢測方法的修訂草案。在建立雷達電磁波的檢測方法上,蒐集了5份國際間雷達電磁波強度相關的量測技術資料,完成資料的分析與評估,並至雷達站實測,與在實驗室進行驗證,確定最佳的檢測方法,並依國際技術資料分析與實測驗證的結果,完成雷達電磁波檢測方法之草案。

The Study of Precautionary Measures for Environmental Electromagnetic Wave

英文摘要 The objectives of this project include: to collect the latest information of international precautionary measures and to analyze the collected information; to amend the existing environmental electromagnetic wave measurement method NIEA P203.90B; to collect international technical documents for the radar electromagnetic wave intensity measurement; to draft an measurement method for radar electromagnetic wave in the domestic environment. This report details the results of this project. Analysis and comparison of the precautionary measures of Switzerland, Italy and Israel were done for the purpose of providing recommendations for the domestic uses. Referring to the latest international technical document and the results of experiments, the existing environmental electromagnetic wave measurement method was amended. In the modified method, the measurement methods of 2G, 3G, WiMAX and Wi-Fi are included and a method to estimate the field strength at the maximum traffic of 2G and 3G base stations is also provided. In the research of radar electromagnetic wave measurement, five copies of the international document related to the radar wave measurement technology were collected and analyzed. Based on the international document and the results of experimental validation both in laboratory and radar station, the draft of radar electromagnetic wave measurement method was completed.
